Participating online were Mr. Nguyen Duc Nguyen, Deputy Head of the Youth Affairs Department of the Central Committee of the Vietnam Fatherland Front, Vice President of the Central Vietnamese Student Association; representatives from Vietnamese Student Associations in Australia, Republic of Korea, Hungary, Ireland, and Russia.
At the Congress, delegates and guests discussed and contributed valuable ideas to the Political Report, summarizing the Association's activities and student support work for the 2023-2025 term, thereby setting the direction for the Association's activities in the 2025-2027 term.
In response to the campaign launched by the Central Vietnamese Student Association, the Vietnamese Student Association in Germany has actively implemented the "Five-Good Student" movement with practical activities aimed at guiding thoughts, inspiring patriotism, solidarity, and the aspiration to contribute among Vietnamese students studying and living in Germany. They organized seminars providing in-depth information for research-oriented students; hosted SiviLiga – an annual sports event fostering community spirit to encourage physical training and promote interaction among Vietnamese students across the federation; organized Vietnamese language classes for children in the Vietnamese community; and held the Vietnamese Youth and Student Summer Camp in Europe.
During the 2023-2025 term, the situation of Vietnamese students in Germany showed significant trends. Notably, the Vietnamese youth community studying in Germany exceeded 20,000 by the end of 2024, requiring the Vietnamese Student Association in Germany to expand its scope and target to better encompass the youth, students, and international students across Germany.
According to statistics from the German Federal Ministry of Education and Research, while the number of Vietnamese students at German universities showed signs of stagnation and slight decline post-Covid-19, reaching just over 7,100 in the 2024-2025 academic year, the number of Vietnamese youth coming to Germany for vocational training surged to 12,950 in 2024, far surpassing the number of university students.
Despite their large numbers, the vocational training community lacks a dedicated social organization, and due to differing learning and living environments, vocational trainees have not closely connected with the Vietnamese Student Association in Germany.
Entering the 2025-2027 term, the Vietnamese Student Association in Germany has proposed solutions to innovate management and connect local chapters, expand and rejuvenate the leadership team, and diversify resources to maintain operations. The Association also plans to expand programs accompanying and supporting international students, professionalize communication efforts to enhance connections among Vietnamese students in Germany through social media platforms.
With high consensus and agreement, delegates voted to amend the operational charter of the Vietnamese Student Association in Germany, relocating the headquarters from Berlin to Munich (München) and adjusting the regulations on the terms of the Executive Committee and Secretariat to align with the current situation.
The Congress also elected the Executive Committee for the 6th term, 2025-2027, consisting of 27 members. Phung Van Uoc was appointed President of the Vietnamese Student Association in Germany for the new term.
During the Congress, the Central Vietnamese Student Association and the Vietnamese Embassy in Germany announced decisions to award Certificates of Merit to recognize and commend the academic achievements, training, and positive contributions of 3 exemplary organizations and 6 individuals in the 2024-2025 academic year.
Speaking via an online platform, Mr. Nguyen Duc Nguyen - Vice President of the Central Vietnamese Student Association, praised the organization of the Congress, affirming that the Vietnamese student community abroad is an integral and important part of the development orientation of the Central Vietnamese Student Association.
He hopes the Association will continue to contribute positively to national science and technology development programs, digital transformation, and act as a bridge connecting young intellectuals and students abroad, contributing their abilities and capacities to the country.
Ambassador Nguyen Dac Thanh suggested the Association pay more attention to the vocational training students, proposing new action guidelines and themes for the new term, especially related to implementing Resolution 57 of the Politburo on breakthroughs in national science and technology development, innovation, and digital transformation. The Ambassador also affirmed the Embassy's maximum support and interest in youth and student affairs.

As a member of the previous generation, Prof. Dr. Nguyen Xuan Thinh - President of VGI, encouraged Vietnamese international students to cultivate resilience and the will to rise, while urging them to "study diligently, research deeply, connect widely, and never give up".
Representing the new Executive Committee, newly appointed President of the Vietnamese Student Association in Germany Phung Van Uoc affirmed the determination to strengthen the Association, making it a spiritual support and a large family for all Vietnamese international students in Germany; while creating a positive environment and expanding interaction space for Vietnamese students with core values of national cultural identity and the mission of connection.
