Foreign Minister Le Hoai Trung warmly welcomed Chinese Foreign Minister Wang Yi back to Vietnam; highly valued the significance of the strategic exchange between the two Foreign Ministers coinciding with the 17th meeting of the Viet Nam-China Steering Committee for Bilateral Cooperation and the first Ministerial-level strategic dialogue on foreign affairs, national defense and public security. This reflects the high level of political trust, strategic connection, and comprehensive, substantive cooperation between the two countries.

Congratulating the success of the 4th session of the 14th National People's Congress and China's recent socio-economic achievements, Foreign Minister Le Hoai Trung expressed Vietnam's confidence and support for China's robust development and its significant contributions to regional and global peace, stability, and development. He affirmed that the Party, State, and people of Vietnam always consider strengthening and developing relations with China a strategic choice and a top priority in Vietnam's independent, self-reliant, and diversified foreign policy.

Foreign Minister Wang Yi expressed his pleasure at visiting Vietnam again; he congratulated Vietnam on the successful organization of the 14th National Party Congress. He affirmed that China always supports the Communist Party of Vietnam, led by General Secretary To Lam, in continuing to achieve new and greater accomplishments. He expressed readiness to enhance strategic trust and mutual development with Vietnam, bringing tangible benefits to the people of both nations.

Agreeing on the very positive and comprehensive progress in Vietnam-China relations recently, the two Foreign Ministers concurred that the diplomatic agencies of both countries should closely adhere to high-level common perceptions, continue to coordinate closely, and effectively deepen the Comprehensive Strategic Cooperative Partnership. They aim to promote the building of a Vietnam-China Community with a shared future of strategic significance under the "6 more" orientation; meticulously prepare for high-level and various-level exchanges and contacts; and collaborate with ministries, sectors, and localities to create new breakthroughs in substantive cooperation, elevating the relations between the two Parties and countries to new heights.

Foreign Minister Le Hoai Trung proposed that both sides enhance the quality and effectiveness of substantive cooperation across various fields, promote balanced and sustainable trade, maximize imports of Vietnamese goods, especially agricultural products; accelerate strategic connectivity; increase high-quality investment and technology transfer in industrial cooperation; and closely coordinate to ensure energy security. He also suggested increasing scholarships for Vietnam, focusing on fields like basic sciences and high technology. Comrade Lê Hoài Trung further proposed encouraging more substantive cooperation between localities, boosting tourism cooperation, striving to increase the number of tourists visiting each country, and enhancing cultural cooperation between the two nations.

Appreciating Foreign Minister Le Hoai Trung's cooperation proposals, Minister Wang Yi emphasized that China is ready to closely coordinate to effectively implement high-level common perceptions; suggested both sides promote economic-trade and investment cooperation. China is willing to encourage large, capable enterprises to expand investment in Vietnam; provide more bilateral and multilateral scholarships for Vietnamese students; and further promote cultural, educational, and tourism exchanges. The two sides engaged in sincere and frank exchanges on maritime issues and other international and regional matters of mutual concern.
