WVR - On the afternoon of March 16, at the headquarters of the Party Central Committee, General Secretary To Lam welcomed Chinese Foreign Minister Wang Yi, Chinese Defense Minister Dong Jun, and Chinese Minister of Public Security Wang Xiaohong, who are in Vietnam for the first ministerial-level strategic dialogue on foreign affairs, national defence and public security, known as the “3+3" dialogue.

During the meeting, General Secretary To Lam conveyed warm regards and best wishes to General Secretary and President Xi Jinping. He thanked the Central Committee of the Communist Party of China and General Secretary and President Xi Jinping for their strong support for the 14th Congress of the Communist Party of Vietnam. He congratulated China on its significant achievements and the success of the 4th Session of the 14th National People's Congress, expressing confidence that China will effectively implement its 15th Five-Year Plan for high-quality development.

Appreciating and welcoming the first visit to Vietnam by the Chinese Ministers of Foreign Affairs, Defense, and Public Security, and the organization of the first 3 3 Strategic Dialogue, General Secretary To Lam emphasized the importance of this mechanism in strengthening political trust, enhancing strategic connectivity, and promoting stable Vietnam-China relations. He highlighted the responsibility of both countries in maintaining peace, stability, and development in the region and the world.

Expressing sincere gratitude to General Secretary To Lam for taking the time to meet the delegation, the three Chinese Ministers conveyed President Xi Jinping's warm regards to General Secretary To Lam. They extended congratulations from the Chinese Party and State to the Vietnamese Party and State for successfully organizing the 14th Congress of the Communist Party of Vietnam and the 16th National Assembly elections. They congratulated General Secretary To Lam on his re-election and expressed confidence in and support for the Vietnamese Party and State, led by General Secretary To Lam, in effectively implementing the 14th Party Congress Resolution and achieving the two "100-year goals" on the occasion of the Party's and the country's founding, advancing into a new era of development for Vietnam.

Sharing the important outcomes of the 14th Party Congress and the strategic perspective on strengthening national defense, security, and promoting foreign relations and international integration as key and regular tasks, General Secretary To Lam emphasized that in the complex global situation, Vietnam remains steadfast in its independent, self-reliant, resilient foreign policy, diversifying and multilateralizing external relations. He reiterated Vietnam's "four no's" defense policy, consistent view on respecting international law and the UN Charter, and resolving disputes and disagreements through peaceful means based on international law.

Affirming that developing relations with China is a top priority and strategic choice in Vietnam's overall foreign policy, General Secretary To Lam highlighted that both Parties and countries have established a comprehensive framework and guiding principles, creating a high political foundation for the continuous positive development of Vietnam-China relations. He noted that high-level common understandings, commitments, and cooperation agreements are being thoroughly implemented by both sides' sectors and levels, with significant contributions from the Foreign Affairs, Defense, and Public Security sectors of both countries.

General Secretary To Lam emphasized that the primary task for both sides is to continue elevating strategic connectivity to achieve tangible cooperation results, bringing practical benefits to both nations. He affirmed readiness to maintain close exchanges with General Secretary and President Xi Jinping, continuing to direct sectors and levels to guide the positive development of Vietnam-China relations from the beginning of the term.

General Secretary To Lam urged the Foreign Affairs, Defense, and Public Security sectors of both countries to take the lead in effectively implementing high-level common understandings, making the 3 3 Strategic Dialogue a model mechanism. He suggested that the Foreign Ministries of both countries coordinate in planning and organizing high-level and sectoral exchanges, coordinating with relevant ministries, sectors, and localities to promote substantive cooperation, with a focus on railway cooperation, facilitating economic-trade cooperation, and people-to-people exchanges between the two countries.

The Defense Ministries of both countries should continue to effectively implement existing exchange and cooperation mechanisms while striving for breakthroughs in cooperation fields, commensurate with the level of strategic connectivity and trust between the two countries.

The Public Security Ministries of both countries should focus on guiding law enforcement cooperation, enhancing collaboration in crime prevention, and sharing experiences in safeguarding political security.General Secretary To Lam called on the two sides to properly manage and handle differences at sea in line with high-level common perceptions, and persist in resolving disputes through peaceful measures in accordance with international law, including the 1982 UN Convention on the Law of the Sea, contributing to building trust and maintaining peace and stability in the region.

Expressing appreciation and high agreement with the important directives and orientations of General Secretary To Lam, the three Chinese Ministers of Foreign Affairs, Defense, and Public Security reported on the significant outcomes of the first 3+3 Strategic Dialogue. They affirmed that China always considers Vietnam a priority direction in its neighboring diplomacy and an important direction in China's overall foreign policy. They expressed readiness to share and support Vietnam in achieving new development goals.

The Chinese Ministers affirmed their commitment to closely coordinate with their Vietnamese counterparts, adhering to high-level common understandings, enhancing theoretical and practical exchanges on Party building and state management, deepening defense, security, and law enforcement cooperation, combating crime, conducting joint exercises, and elevating substantive cooperation in fields such as trade, investment, science and technology, and artificial intelligence. They emphasized strengthening the social foundation of bilateral relations through enhanced cooperation in tourism, education, and people-to-people exchanges, while better managing and resolving disagreements in line with the new level of bilateral relations, high-level common understandings, and international law.
