Prime Minister Pham Minh Chinh expressed his pleasure in speaking with the President following their meeting at the G20 Summit in South Africa in November 2025. He conveyed greetings and an invitation from General Secretary To Lam and other Vietnamese leaders for the President and senior Angolan leaders to visit Vietnam soon.

Congratulating President João Manuel Gonçalves Lourenço and Angola on successfully assuming the role of rotating Chair of the African Union in 2025, the Prime Minister expressed confidence that Angola, with its reputation and role, will continue to effectively promote peace and stability in the region, laying a solid foundation for Africa's integration and prosperous development.

The Prime Minister expressed deep concern over the current conflict in the Middle East and its severe impact on the global economy, including Vietnam. Given this situation, he emphasized that countries outside the conflict zone, like Vietnam and Angola, should unite to build strength and cooperate to overcome common challenges.

In this spirit and based on the foundation of friendly, traditional relations and strong brotherly solidarity, the Prime Minister proposed that Angola provide additional support in crude oil and gas supply to Vietnam. He also urged the early implementation of the Memorandum of Understanding on oil and gas cooperation between the Vietnam Oil and Gas Exploration and Production Corporation (PVEP) and Angola's Sonangol E&P, as well as the operations of Xuan Thien Group.

The Prime Minister suggested that both countries continue to work closely to effectively implement commitments and agreements reached during President Luong Cuong's state visit to Angola in August 2025. This includes areas of strength such as trade, investment, agriculture, mining, and energy security, aiming to raise bilateral trade turnover to 1 billion USD soon, in line with the Joint Statement on the orientation of Vietnam-Angola relations in the new phase.

The Prime Minister also proposed that both sides promote existing cooperation mechanisms such as the Intergovernmental Committee and political consultations between the two Ministries of Foreign Affairs. He urged the completion of negotiations to sign the Investment Promotion and Protection Agreement and the Double Taxation Avoidance Agreement.

The Prime Minister expressed his desire for Angola, with its prestige and position in the African Union (AU), to actively support Vietnam in strengthening substantive relations with the AU, particularly in priority areas of the Agenda 2063 such as peacekeeping, agriculture, health, education, and digital transformation. He affirmed Vietnam's readiness to support Angola in enhancing relations with ASEAN countries.

Delighted to speak with Prime Minister Pham Minh Chinh after their meeting in South Africa, Angolan President João Manuel Gonçalves Lourenço expressed gratitude for the warm sentiments and sent greetings to Vietnamese leaders. He affirmed the high regard for the friendly cooperative relations with Vietnam and expressed readiness to explore and promote cooperation opportunities between the two economies.

The Angolan President stated that following the activities marking the 50th anniversary of diplomatic relations in 2025, Angola's Ministry of Foreign Affairs will coordinate with Vietnam's Ministry of Foreign Affairs to prepare for a high-level Angolan leadership visit to Vietnam soon. He hopes the two countries will continue to promote exchanges between governments and businesses to further deepen multifaceted cooperation and realize the agreements and commitments of the two countries' leaders.

The Angolan President agreed with the Prime Minister's assessment of the current Middle East conflict, noting that affected countries should exchange and coordinate to minimize negative impacts. He shared concerns over Vietnam's energy security challenges in this context and agreed to enhance energy cooperation between the two countries as proposed by the Prime Minister.
