Quang Ninh transforms private sector resources into a catalyst for new development cycle
WVR - With 13,763 active enterprises contributing VND 45,114 billion to the budget and employing 70.65% of the social workforce, the private economic sector is increasingly affirming its role as a pillar of Quang Ninh's economy.

The 16th National Assembly passed Resolution No. 36/2026/QH16 on August 24 regarding the establishment of Quang Ninh City under central management, effective from September 1. This decision opens up new space, status, and development momentum, while also posing greater demands on mobilizing and utilizing resources from the business community.
In this context, the development of the private economy is identified by Quang Ninh as one of the crucial drivers to realize growth targets and effectively exploit new development spaces.
Private sector contributes over VND 45,000 Billion to the budget
At a recent conference aimed at directly addressing difficulties and obstacles to boost socio-economic growth in 2026 and evaluating the implementation of Resolution No. 68-NQ/TW dated May 4, 2025, by the Politburo on private economic development, Chairman of Quang Ninh City People's Committee Bui Van Khang emphasized that the development of the business community is the most important measure of the effectiveness of government management and administration.
The private economic sector has been asserting its role as a core driver, contributing comprehensively to economic growth, budget revenue, job creation, and social welfare assurance in the area.
The latest figures highlight the increasingly clear scale and role of this sector. From the beginning of the year to September 15, the entire city saw 2,700 new enterprises and affiliated units established with a total registered capital of VND 33,186 billion; additionally, 925 enterprises resumed operations, bringing the total number of active enterprises to 13,763 units.
The private economic sector contributes VND 45,114 billion to the state budget, accounting for 60.88% of the total local budget revenue and providing employment for 70.65% of the social workforce.
The total state budget revenue for the entire city reached VND 73,866 billion, exceeding the nine-month scenario by VND 2,085 billion.
According to Quang Ninh's electronic information portal, alongside enterprises, the collective economic sector and business households also maintain a significant scale. From the beginning of the year to September 15, Quang Ninh established 79 new cooperatives, bringing the total number of cooperatives in the area to 1,199; the number of active business households reached 51,544.
The effectiveness of the private sector is not only reflected in budget contributions and employment but also in the Private Economic Performance Index (BPI) first published by the Vietnam Chamber of Commerce and Industry (VCCI) in 2025.
According to the 2025 BPI pilot results, Quang Ninh ranked third nationwide with 5.33 points. The rate of profitable enterprises reached 72.1%, the highest among the top five BPI-leading localities; the rate of enterprises having supply chain links with domestic private enterprises for input and output products reached 68.2%, the highest among 34 provinces and cities.
These results provide a foundation for Quang Ninh to place greater expectations on the private sector in the next development phase, especially as the locality enters the space of a centrally managed city.

Focusing on improving the investment and business environment
To continue the development of the private sector, Quang Ninh is focusing on improving the investment and business environment and addressing the bottlenecks that enterprises often encounter in their operations.
The city reaffirms its commitment to continue innovating its management mindset, shifting from a “management” mindset to “creation and service”. Chairman of Quang Ninh City People's Committee requires officials and civil servants at all levels and sectors to absolutely not avoid, not shirk responsibility, and not make enterprises go back and forth multiple times.
All obstacles and recommendations from enterprises must be received, clearly assigned to a leading agency, have a completion timeline, and be directly linked to the responsibility of the head.
This is also the direction Quang Ninh has persistently implemented in the process of executing Resolution No. 68-NQ/TW.
According to the report from Quang Ninh City's Department of Finance, the locality has reduced the processing time by 40% for 1,262 administrative procedures issued by ministries and sectors and reduced the time by 38% for 713 procedures directly related to production and business activities; the rate of dossiers resolved on time and ahead of schedule reached 99.1%.

Along with procedural reforms, bottlenecks in land and capital are also being focused on. As of August 24, Quang Ninh completed land clearance for 10 out of 32 key projects and handed over hundreds of hectares of clean land in industrial parks and economic zones.
By August 31, outstanding loans to the private economic sector reached VND 218,000 billion, accounting for 89.3% of total outstanding loans; of which outstanding loans to non-state enterprises reached VND 78,000 billion, an increase of 18.8% compared to the end of 2025.
In the first eight months of 2026, the city government organized nine thematic conferences, directly resolving over 220 recommendations and obstacles for the business community.
This demonstrates that Quang Ninh is gradually shifting from creating a favorable environment for enterprises to enter the market to building an ecosystem where businesses can invest, expand production, innovate technology, and participate more deeply in value chains.

Opening new space, awaiting major enterprises to join
In the new development journey, Quang Ninh does not aim to develop the private economy merely by increasing the number of enterprises. The locality aims to form a business community with competitive capacity, good governance, technological mastery, and the ability to participate in high-value-added fields.
According to the orientation, Quang Ninh City focuses resources on developing breakthrough strengths, including marine economy, seaports, and logistics; heritage tourism, resort, and night economy; high-tech processing and manufacturing industry; border trade, border gate services; digital economy, green economy, and smart urban infrastructure.
To successfully implement this strategic orientation, Chairman of the People's Committee Bui Van Khang emphasized: "The city needs enterprises with long-term vision, management capacity, financial potential, modern technology, and pioneering spirit.
The city hopes that enterprises will not only be production and business entities but also participate in planning, proposing, and implementing major local development programs".
With the motto “Creative Government - Enterprises Accompany - Sustainable Development”, Quang Ninh is determined to continue making the private economy a main growth pillar. In the new development space of a centrally managed city, the challenge is not only to create more enterprises but also to enable businesses to grow, innovate, connect, and participate more deeply in advantageous economic sectors.
From procedural reforms, unlocking land and credit, to promoting technological innovation, digital transformation, greening, and market connectivity, Quang Ninh is gradually transforming private sector resources into a catalyst for a new development cycle.
