General Secretary, President To Lam: From today, Quang Ninh has a new urban name, stature and greater responsibility
WVR - On the morning of August 28, the Provincial Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of Quang Ninh province solemnly organized a ceremony to announce the National Assembly's Resolution on the establishment of Quang Ninh City and to receive the First-Class Labour Order. General Secretary, President To Lam attended and delivered a speech at the announcement ceremony.

Also attending the ceremony were former General Secretary Nong Duc Manh; former Prime Minister Pham Minh Chinh; members of the Politburo, former members of the Politburo, leaders, and former leaders of the National Assembly, Government, and Vietnam Fatherland Front; members of the Party Central Committee, former members of the Central Party Committee; leaders of central committees, ministries, and branches, provinces, and cities nationwide; ambassadors, international organizations in Vietnam, Vietnamese representative agencies abroad, and foreign localities with close ties with Quang Ninh.
On the side of Quang Ninh province, attending the ceremony were Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province Quan Minh Cuong; Deputy Secretaries of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee, Standing members of the People's Council, People's Committee, and Fatherland Front Committee of the province; leaders of Quang Ninh through various periods; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labour Heroes in the renovation period, revolutionary veterans, military generals, and police officers in the province; representatives of intellectuals, religious dignitaries, ethnic minorities; representatives of the business community, entrepreneurs, and various classes of people.
At the ceremony, Member of the Party Central Committee, Member of the Standing Committee of the National Assembly, Chairman of the Legal and Judicial Committee of the National Assembly Phan Chi Hieu announced Resolution No. 36/2026/QH16 of the National Assembly on the establishment of Quang Ninh City.
According to Resolution No. 36/2026/QH16 of the National Assembly, Quang Ninh City is officially established from September 1, 2026.
On behalf of the Party and State leaders, General Secretary, President To Lam handed over the National Assembly's Resolution on the establishment of Quang Ninh City and the First-Class Labour Order to the Party Committee, administration, and people of the city.
Building a modern, green and smart city with a distinctive identity
Speaking at the ceremony, the General Secretary, President emphasised that Quang Ninh is a land with a special position in the history of nation-building and safeguarding. It is a place with high mountains, wide seas, long borders, and many river mouths and sea gates. This geography makes it a trade gateway and a strong eastern defence of the nation.
Since Quang Ninh province was established in 1963, generations of officials and people have united to transform a land heavily damaged by war into a dynamic area. In the renovation period, Quang Ninh continued to lead in renewing thinking and development methods.
Transport infrastructure has made strong progress. Urban space has expanded. Tourism, services, industry, border economy, and marine economy have increasingly developed. People's lives have continuously improved. National defense, security, and sovereignty over borders, seas, and islands have been maintained.
The General Secretary, President stated that today's achievements are the crystallization of history, the efforts of many generations, and the will, aspiration, and spirit of daring to think and do of the people of Quang Ninh.

“The fact that Quang Ninh becomes a city is an important milestone in the formation, construction, and development journey of Quang Ninh. From today, Quang Ninh has a new urban name, a new stature, and a greater responsibility before the people and the country,” emphasised General Secretary, President To Lam.
In the country's development today, Quang Ninh holds a particularly important role. It is a strategic area for national defence, security, and foreign affairs. It is a gateway connecting Vietnam with China and the world. It is an intersection of economic corridors, transportation routes, production chains, and global supply chains. Quang Ninh is also a major centre for industry, energy, seaports, logistics, tourism, and services in the northern region.
Coal has made part of Quang Ninh's history. But the future of Quang Ninh is not just about coal. Quang Ninh must rise from coal, surpass coal, and develop through knowledge, technology, innovation, green economy, digital economy, marine economy, and heritage economy.
Ha Long Bay is a natural wonder, a priceless asset of the nation and humanity. Yen Tu is a spiritual source, a unique cultural space of the nation. The system of border gates, seaports, airports, and highways gives Quang Ninh a rare connectivity capacity. If well organized, these advantages will combine into a new strength. A strength not only for Quang Ninh but also for the Red River Delta, the midland and northern mountainous regions, and the entire country.
The General Secretary, President believes that the establishment of Quang Ninh City is not merely a change in name or organizational model. More importantly, it creates a qualitative shift. Governance must be more modern. The economy must be greener. Infrastructure must be more synchronized. Culture must be more honoured. The lives of the people must be better.
Quang Ninh's vision must be clear: Build a modern, green and smart city with distintive identity; a dynamic growth pole of the North; a centre for the marine economy, tourism, services, and high-tech industry; a peaceful, stable, cooperative, and integrated area; a place worth living, worth visiting, worth investing in, and worth being proud of.

Continuing to pioneer new approaches
To realize this vision, the General Secretary proposed that the Party Committee, government, and people of the city focus on four key tasks:
First, build a clean, strong Party Committee and political system; strongly innovate city governance. The apparatus must be streamlined. Operations must be effective and efficient. Discipline and order must be strict. Decentralization must be clear. Responsibilities must be specific. Every official must be close to the people, respect the people, understand the people, and be responsible to the people. Use work results and the satisfaction of the people and businesses as measures.
Quang Ninh must continue to pioneer new approaches. Dare to experiment. Dare to take responsibility. Dare to overcome inertia. But all innovations must be for the common good, within the legal framework, controlled by discipline and public service ethics. Resolutely prevent and combat corruption, waste, and negativity. Do not let development opportunities become the interests of a group of people. Development achievements must belong to the people.
Second, establish a new growth model; develop quickly but sustainably. Quang Ninh needs to accelerate the transition from “brown” to “green”. Restructure the coal industry towards modernity, safety, resource-saving, and environmental friendliness. Develop processing and manufacturing industries, high technology, clean energy, logistics, and high-value-added services. Promote the digital economy, data economy, artificial intelligence, and innovation. Form an entrepreneurial ecosystem, attract talent and strategic investors. The sea must become a strategic development space.
Develop seaports, transportation, logistics, marine tourism, high-tech aquaculture, and new marine economic sectors. Develop the border economy in a civilized, modern, and efficient direction. Expand regional linkages and cross-border cooperation. Actively participate more deeply in regional and global value chains. Each project must be considered on three benefits: economic, social, and environmental. Do not trade heritage, environment, and quality of life for short-term growth. This must be a consistent principle.
Third, organize urban space well; develop culture, people, and improve quality of life. The new city must be planned with a long-term vision. Closely connect urban areas, industries, seaports, border gates, mountainous regions, and islands. Transport infrastructure must take a step ahead. Digital, energy, water supply, waste treatment, healthcare, and education infrastructure must be synchronized.

Develop urban areas but do not lose identity. Expand space but do not divide communities. Attract investment but do not let the people stand outside the development process. Keep the green of Ha Long. Keep the spiritual essence of Yen Tu. Keep the beauty of Bai Tu Long, Tra Co, Binh Lieu, and unique cultural regions. Heritage conservation must be linked to people's livelihoods. Tourism development must be professional, civilized, and responsible. Cultural industries, creative economy, and heritage economy must become new drivers.
Pay more attention to mountainous, border, island areas, and ethnic minority regions. Narrow the income gap and access to public services. Care for those who have contributed, the disadvantaged, and workers. Build Quang Ninh people to be healthy, knowledgeable, skilled, cultured, and aspirational. A strong city must first be a city of strong people.
Fourth, maintain national defense and security; firmly protect borders, seas, and islands; expand foreign relations and international integration. Economic development must always be associated with strengthening national defense and security. Every plan, every project, every major project must consider the requirement of protecting the Fatherland.
Proactively prevent traditional and non-traditional security risks. Ensure border security, island security, energy security, cyber security, economic security, and social order and safety. Do not be passive or surprised in any situation. Build peaceful, friendly, stable, cooperative, and developing borders. Expand relations with localities and international partners. Connect markets, technology, knowledge, and human resources. Integrate deeply but maintain independence and autonomy; protect the highest national interests.
“Quang Ninh is the land of great waves, also the land of great strides. Whenever history assigns a task, the people of Quang Ninh unite to overcome. Today, history presents a new opportunity. A great opportunity. A heavy responsibility. The General Secretary believes the Party Committee, administration, and people of the city will continue to promote the tradition of 'Discipline and Unity'. Maintain solidarity. Nurture aspirations. Dare to think big. Dare to act. Turn potential into resources. Turn advantages into competitiveness. Turn today's pride into tomorrow's achievements,” emphasized the General Secretary, President.

At the ceremony, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh Province Quan Minh Cuong emphasised that the establishment of Quang Ninh City is a milestone of special significance, a great pride for the Party Committee, government, and people of the city.
On behalf of the Party Committee, administration, and people of Quang Ninh City, the Secretary of the Provincial Party Committee of Quang Ninh expressed deep gratitude to the ancestors who contributed to the exploration and creation of the territory; respectfully remembered the heroes and martyrs, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, wounded and sick soldiers who bravely fought and sacrificed for the peace and independence of the nation, for the freedom and happiness of the people.
Mr. Quan Minh Cuong expressed gratitude to the Politburo, the Secretariat of the Party Central Committee, the National Assembly, the Government, central committees, ministries, and branches, provinces, and cities nationwide, and international friends for their great concern and affection for the Party Committee and people of the city. At the same time, he paid tribute to the generations of Quang Ninh leaders through various periods for their dedication, wisdom, and courage in laying a solid foundation for the city's development today.
The Secretary of the Provincial Party Committee of Quang Ninh also acknowledged and sincerely thanked the Labour Heroes, the business community, experts, scientists, officials, party members, armed forces officers; the workforce, farmers, artists, intellectuals; religious dignitaries, reputable individuals among ethnic minorities, and various classes of people; Quang Ninh people living, studying, and working across the country and abroad for their unity, joint efforts, and determination to build a prosperous, civilized, modern, and happy Quang Ninh.
“The Party Committee of Quang Ninh City is determined to unite as one, maintain discipline, strongly innovate, and act decisively to build Quang Ninh City into a model of green, modern, creative development and international integration, alongside the nation, confidently stepping into a new era – the era of the nation's prosperous rise,” affirmed Mr. Quan Minh Cuong.
