Hanoi joins UNESCO's global network of learning cities

On December 4, after a rigorous evaluation process with high criteria, UNESCO announced a list of 72 cities from 46 countries that have been admitted to this network. The capital city of Hanoi is among the honoured cities.

Delegates participate in experiential activities at the "Lifelong learning and building a learning society forum" event on April 26, organized by the Hanoi Department of Education and Training.

The title is a well-deserved recognition from the international community for Hanoi's persistent and creative efforts in building a comprehensive learning society, where every citizen has the opportunity for lifelong learning. Through this, the city contributes to promoting sustainable, innovative, and inclusive socio-economic development.

This achievement is the result of determination, effort, and close coordination between the Hanoi People's Committee, the Vietnam National Commission for UNESCO, the Department of Foreign Affairs and Cultural Diplomacy (Ministry of Foreign Affairs), the Ministry of Education and Training, and the Permanent Delegation of Vietnam to UNESCO. Additionally, the title reflects the contributions of Vietnamese and international experts and scientists, along with the significant participation of the capital's residents.

Deputy Minister of Foreign Affairs, Chairman of the Vietnam National Commission for UNESCO, Mr. Ngo Le Van, stated that this is a concrete implementation of the Party and State's policies on encouraging lifelong learning and building the entire country into a learning society. As General Secretary To Lam emphasized: “To successfully fulfil the requirements, tasks, and responsibilities in the new phase, lifelong learning to dare to think, speak, act, take responsibility, and sacrifice for the common good is an urgent demand for every individual, especially those in the political system.”

According to Ambassador Nguyen Thi Van Anh, Head of the Permanent Delegation of Vietnam to UNESCO, this is a shared joy for the city of Hanoi and Vietnam, marking another significant success in the excellent cooperative relationship between Vietnam and UNESCO. It is also a concrete implementation of the International Integration in Education and Training Project to 2030 approved by the Prime Minister in December 2024 and the Politburo's Resolution No. 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training development.

The global network of learning cities was established by UNESCO in 2013 as an international exchange platform, facilitating member cities to share expertise and practical lessons in maintaining a "learning city". A "learning city" is a city/administrative unit that has successfully implemented and is committed to continuing policies that promote quality education and lifelong learning for all citizens. With the addition of new Learning Cities this year, the network now includes 425 member cities from 91 countries worldwide.

Joining the global network of learning cities will provide Hanoi with more opportunities to exchange ideas, knowledge, and experiences with other learning cities worldwide and with leading global education experts. Hanoi will also have more opportunities to attract investment and international cooperation in education with other learning cities, becoming a model for building a learning society and a regional highlight in educational, cultural, and creative collaboration.

Previously, the cities of Sa Dec, Cao Lanh (Dong Thap province), Vinh (Nghe An province), Son La (Son La province), and Ho Chi Minh City of Vietnam were honoured to be recognized as members of this Network. Thus, Vietnam now has a total of 6 cities recognized as members of the global network of learning cities.
