According to the directive, in recent times, efforts against IUU fishing have been rigorously implemented by various levels and sectors in the city, focusing resources on key tasks and urgent solutions. Currently, the city has largely addressed existing shortcomings in this area.
However, to strictly adhere to central directives and prepare for the upcoming inspection by the European Commission (EC), the Da Nang People's Committee requires departments, agencies, and localities to continue thoroughly implementing key tasks and solutions in combating IUU fishing.
The Da Nang People's Committee demands a resolute "declaration of war" against IUU fishing, maximizing time and resources, regularly organizing inspections, monitoring, and strictly handling violations. Implementation must be linked to the responsibility of the leaders, ensuring no fishing vessels violate foreign waters and no new violations arise.
The Da Nang People's Committee assigns the Department of Agriculture and Environment to promptly organize inter-agency inspection teams, enhance control over fishing vessels entering and leaving ports, monitor journeys, trace the origin of harvested seafood, and strictly handle cases of intentional violations of IUU regulations.
The Da Nang Police, Border Guard, and Inspectorate, according to their assigned functions and duties, are to strengthen coordination, promptly detect, investigate, and strictly handle organizations and individuals involved in illegal fishing in foreign waters; or acts of brokering, bribing fishing vessels and fishermen illegally detained abroad; sending or transporting VMS equipment.
The Da Nang People's Committee also requires communes and wards to closely monitor fishing vessels that do not meet operational conditions, especially the "3 no" vessels, vessels without VMS, and docked vessels; ensuring full information on the number, owners, size, and location of vessels is provided; maintaining complete records and images for verification when required.
The directive also clearly states that chairpersons of communes and wards will be held accountable to the Chairman of the Da Nang People's Committee if "3 no" fishing vessels arise in their managed areas.
