The delegation is led by Mr. Le Vu Tuan Anh, Director of the Department of Inspection, handling complaints and denunciations in agriculture and environment (Department VIII), with Mr. Le Anh Son, Deputy Director of Department VIII, as the Head of the inspection team. On the local side, Vice Chairman of Ca Mau Provincial People's Committee Le Van Su received and worked with the delegation.
According to the decision, the Government Inspectorate will inspect the responsibilities of the Ca Mau Provincial People's Committee in combating IUU fishing from May 20, 2019, to December 31, 2025, with an inspection period of 45 days.
During the meeting, the delegation also outlined the responsibilities and authority of the inspection team as per the Law on Inspection, presented the work plan, and announced the decision to supervise the activities of the inspection team to ensure objectivity and transparency.
Speaking at the meeting, Director of Department VIII Le Vu Tuan Anh emphasized that this inspection will focus on administrative violation handling.
Mr. Le Vu Tuan Anh requested the provincial People's Committee to provide all relevant documents regarding the handling of violations from 2019 to 2025.
The supervisory team will monitor the activities of the inspection team, receive feedback and suggestions from the local side to ensure close cooperation, helping the inspection process to complete its tasks on schedule.
Head of the inspection team Le Anh Son also urged the Ca Mau Provincial People's Committee to continue reviewing, supplementing, and completing reports to ensure that the data provided to the team is comprehensive and accurate, while clearly assigning coordination points to ensure the inspection proceeds as planned.
Reporting to the delegation, Vice Chairman of Ca Mau Provincial People's Committee Le Van Su stated that the locality currently has a large fishing fleet with about 5,173 vessels. Due to the maritime areas overlapping with countries like Thailand, Malaysia, Indonesia, there are many potential IUU violations, posing significant management challenges.
In recent times, the entire political system of the province has actively participated, closely coordinating with central authorities and neighboring provinces to implement comprehensive solutions.
The province has intensified registration, licensing, installation of vessel monitoring systems (VMS), and strictly implemented seafood traceability.
Many technological solutions have also been applied in managing fishing vessels, along with increased inspections and handling of violations.
Alongside the achievements, the leadership of the Ca Mau Provincial People's Committee also candidly pointed out existing difficulties in combating IUU fishing.
For instance, controlling the notarized sale of fishing vessels still has many loopholes, leading to non-compliant transactions.
Additionally, enforcing administrative violation penalties faces many practical challenges...
Based on the feedback from the inspection team, Vice Chairman Le Van Su agreed to assign the Department of Agriculture and Environment as the main coordination point, and committed that the locality will provide all necessary documents and facilitate the delegation to complete its tasks according to the inspection decision.
