Heritage as the core, cultural Industry as the transformative tool, tourism as the dissemination channel
The draft of the Heritage Economy Development Project, night tourism products, and cultural industries in Quang Ninh Province until 2030, with a vision to 2045, clearly states that the province aims to develop the heritage economy and cultural industries linked with night tourism as a driving force to transition from "brown" to "green" growth; in which, heritage is the core, cultural industry is the transformative tool, and tourism is the dissemination channel.
Simultaneously, the night economy is an open space for consumption, enhancing experiences, aiming at high-end, high-quality tourism products, attracting high-spending customer segments. The implementation ensures harmony between preserving and promoting heritage values, combining traditional and modern elements, based on the principle of unity in diversity and sustainable development.
The draft project also sets the goal of making the heritage economy, cultural industries, and night tourism a new growth driver, contributing to building Quang Ninh into a centrally governed city; positioning the province as a regional cultural and artistic center and a leading destination in Asia for heritage tourism and night economy, ensuring sustainable development and green transition.
By 2030, Quang Ninh aims to welcome 28 million visitors, generating tourism revenue of 160,000-180,000 billion VND, contributing 13-15% to GRDP; establishing 3 national tourism zones linked with night tourism and cultural industries; 8 heritage economy spaces, 6 key night economy development areas; digitizing 100% of tangible and intangible national and special national heritage; serving conservation, tourism exploitation, and night tourism product development…
With a vision to 2045, Quang Ninh aims to become a leading cultural, artistic, and heritage tourism center in the Asia-Pacific region; developing the heritage economy, cultural industries, and night tourism following the heritage - creativity - consumption value chain, contributing to sustainable growth and aiming towards Net-Zero.
At the conference to hear the draft project report on July 14, Vice Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang stated that the project construction not only aims to leverage cultural and natural resource advantages but also contributes to realizing the goal of shifting the development model from "brown" to "green", using heritage, culture, and creativity as economic development resources.
“The project must become an important foundation to open up new development space for Quang Ninh tourism,” emphasized Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang.

Not only does it possess globally valuable landscapes, but the locality also preserves a rich system of tangible and intangible cultural heritage, reflecting the historical depth, community identity, and cultural exchange of the Northeast region.
Prominent in Quang Ninh's "treasure trove" of heritage is Ha Long Bay – a UNESCO-listed World Natural Heritage, a tourism symbol not only of the locality but also of Vietnam on the international stage. With its magnificent rock islands, caves, and special geological, geomorphological, and landscape values, Ha Long Bay has become a top attractive destination, drawing both domestic and international tourists.
Besides Ha Long Bay, Quang Ninh also boasts a distinctive cultural heritage system linked with the nation's history of founding and defending the country. The Yen Tu relic and scenic complex is one of the important cultural-spiritual centers, associated with the birth and development of the Truc Lam Yen Tu Zen sect founded by King Tran Nhan Tong.

Additionally, historical heritages such as the Bach Dang relic site, the Tran dynasty relic system in Dong Trieu, the ancient Van Don port... create a diverse picture of Quang Ninh's history, commerce, and cultural exchange.
