Industry and construction as pillars

The Quang Ninh Provincial Party Committee reports that in the first half of 2026, the socio-economic situation of Quang Ninh province continued to maintain positive and comprehensive development across various fields.

Specifically, in the first six months, industry and construction in Quang Ninh continued to play a pivotal role. The service sector saw strong growth, with a total of 12.425 million tourist arrivals, generating 35.198 trillion VND in tourism revenue. The agriculture, forestry, and fishery sectors remained stable, with a total fishery output of 102,970 tons.

State budget revenue is estimated at 58.753 trillion VND, reaching 59% of the annual estimate, up 95% compared to the same period last year. Public investment disbursement reached 97% of the six-month target. Total social investment capital is estimated at 59.620 trillion VND.

Notably, in the first half of the year, Quang Ninh province commenced several key projects in energy and infrastructure, aligned with the new growth model, laying the foundation for the entire term.

Additionally, administrative reform, digital transformation, investment attraction, and enterprise development continued to be promoted. The fields of culture, society, education, healthcare, and social welfare were ensured; creating 14,650 jobs, achieving 101.03% of the six-month plan.

Resolutions and policies from the Central Government and the province were concretized and implemented promptly; many humane policies quickly came into life. Coordination with the Vietnam Fatherland Front Committee of the province and socio-political organizations was strengthened, contributing to promoting democracy and creating social consensus.

The investment attraction landscape of the mining land also recorded positive signals. In June alone, the Quang Ninh Provincial People's Committee consecutively issued decisions approving investment policies for many new projects in industrial production, logistics, and marine economy.

For instance, the Wood Pellet and Forestry Product Processing Plant project, invested by B&B Green Energy Joint Stock Company Quang Ninh, was approved with a total capital of over 324 billion VND. The project has a design capacity of 120,000 tons of wood pellets per year, aiming to utilize raw materials from planted forest wood and forestry by-products to serve both domestic and export markets.

Meanwhile, in Lien Hoa ward, the province also approved the investment policy for the Liquid Cargo Port Construction project in Bach Dang Industrial Park with a total capital of nearly 190 billion VND. The project includes a 255-meter-long wharf capable of receiving ships up to 50,000 DWT with reduced load, with an exploitation capacity of about 1.5 million tons of goods per year.

This project is expected to contribute to completing the logistics ecosystem and port infrastructure serving the petrochemical, chemical, and industrial production sectors in the Quang Yen area – one of the new industrial growth poles of the province.

Seeking and exploiting new growth drivers

With high determination, Quang Ninh is striving to achieve a Gross Regional Domestic Product (GRDP) growth target of over 13% for the entire year – the highest ever.

To realize the growth target of over 13% and state budget revenue of over 100 trillion VND for the year, the Quang Ninh Provincial People's Committee issued Decision No. 1612/QD-UBND, adjusting detailed GRDP growth rate targets for each phase. Specifically, Q2/2026 is targeted at 12.58% (the first six months at 11.07%), Q3/2026 at 15.48% (nine months at 12.56%), and Q4/2026 at 14.86%, bringing the entire year 2026 to 13.21%.

Quang Ninh Provincial Party Secretary Quan Minh Cuong emphasized that to achieve the GRDP growth rate target of over 13% for the entire year 2026 and state budget revenue of 100 trillion VND, more effective and decisive solutions are required to unlock all development resources.

Among these, it is necessary to resolve long-standing obstacles and bottlenecks in stalled projects, especially those involving land, based on entirely new thinking and implementation methods. This aims to facilitate project redevelopment, directly contributing to the province's growth results.

Alongside promoting public investment disbursement, Quang Ninh Provincial Party Secretary Quan Minh Cuong stated that the province is actively seeking and exploiting new growth drivers in areas with significant potential, such as energy and tourism. At the same time, the locality continues to focus on cultural development, human development, and ensuring social welfare.

Most notably, the Quang Ninh Provincial People's Council recently approved a resolution adjusting the provincial planning for the 2021-2030 period, with a vision to 2050, highlighting a strong shift in development thinking and promoting the effective exploitation of advantages in industry, seaports, and marine economy.

The addition of new projects not only creates additional investment resources for the economy but also gradually realizes the development orientation of processing industries, seaport logistics, and marine economy – important growth pillars of Quang Ninh, thereby boosting local economic growth in the coming period.

The concerted efforts of the entire political system, the unity of the business community, and the people will also be a significant driving force for Quang Ninh to achieve the growth target of over 13% this year.
