Quang Ninh announces five strategic plans to expand development space and drive new growth
WVR - On the afternoon of June 30, Quang Ninh Province held a conference to announce strategic plans and grant investment policy decisions and investment registration certificates for 18 projects with a total investment of nearly 45,000 billion VND.

Attending the conference were: Tran Hong Minh, Party Central Committee Member, Minister of Construction; Hoang Dao Cuong, Deputy Minister of Culture, Sports and Tourism; Lieutenant General Nguyen Ba Luc, Deputy Chief of General Staff of the Vietnam People's Army; Major General Le Van Long, Deputy Commander of Military Region 3; representatives from central committees, ministries, and some provinces and cities.
On the Quang Ninh side, there were: Quan Minh Cuong, Party Central Committee Member, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Deputies Delegation; members of the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee, along with numerous delegates, businesses, and investors.
Five strategic plans
At the conference, Quang Ninh Province announced five strategic plans, including: Adjustment of Quang Ninh Province Planning for the period 2021-2030, with a vision to 2050; General Urban Planning for Quang Ninh until 2050, with a vision to 2075; Decision recognizing Quang Ninh Province as meeting the criteria for a Class I urban area; General Planning for Quang Yen Coastal Economic Zone until 2050; Planning for Van Don International Airport for the period 2021-2030, with a vision to 2050.
Among these, the General Urban Planning for Quang Ninh until 2050, with a vision to 2075, is identified as a strategic planning project, opening up new development space for the province after completing administrative unit arrangements.
A notable highlight is the first-time development of the entire urban space as a unified entity, with a multi-urban, multi-center, multi-polar development model, organizing development space according to the structure of "3 development corridors, 4 socio-economic regions, 5 dynamic centers".
The 2030-2050 phase of the plan aims to build Quang Ninh into a modern, smart, green, and sustainable urban area; a national growth pole, a center for marine economy, tourism, logistics, high-tech industry, and innovation...
Notably, the plan supplements many economic corridors and strategic external traffic axes, expanding development space to the West, East, and coastal areas; enhancing connections with the capital region, the Red River Delta, and the Northeast region. This serves as a foundation for Quang Ninh to implement sub-regional plans, create land development funds, attract large-scale projects, and form new growth poles in the coming period.
Additionally, Quang Ninh officially being recognized as meeting the criteria for a Grade I urban area marks an important milestone in the province's development process. This not only acknowledges outstanding achievements in socio-economic development, urban construction, and management after many years of innovative thinking, comprehensive infrastructure investment, and improving the quality of life for residents, but also opens a new development phase with higher goals.
From the foundation of a Grade I urban area, Quang Ninh has more conditions to complete the technical and social infrastructure system in a modern direction, enhance investment attraction capacity and competitiveness, creating a solid foundation to continue building Quang Ninh City in the future.

An important foundation for reorganizing development space
Speaking at the conference, Party Central Committee Member, Minister of Construction Tran Hong Minh congratulated Quang Ninh on its outstanding achievements in development, especially as the province has, for the first time, a General Urban Planning on a provincial scale and is recognized as meeting the criteria for a Grade I urban area.
“The strategic plans announced are an important foundation for Quang Ninh to reorganize development space, effectively leverage its potential and advantages in terms of sea, borders, heritage, and modern infrastructure, aiming to become a national marine economic center, a civilized, modern coastal urban area with international competitiveness,” Minister Tran Hong Minh assessed.
The Minister urged Quang Ninh to promptly materialize the plans into key programs, plans, and projects; develop urban areas in a green, smart, and sustainable direction; invest comprehensively in technical, transportation, and digital infrastructure; strengthen architectural, landscape management, environmental protection, preserve heritage values, and link economic development with ensuring national defense and security.
“The Ministry of Construction will continue to accompany, support, and promptly resolve any obstacles regarding mechanisms, policies, and professional procedures to help Quang Ninh successfully achieve the urban planning and development goals set out.
At the same time, I believe that with the spirit of ‘Discipline and Unity’, with the courage and aspiration of the people of the Mining Region, Quang Ninh will soon realize its aspiration to become a city, a civilized, modern urban area, a model of sustainable, green, and smart urban development; worthy of being a shining gem at the forefront of the nation,” Minister Tran Hong Minh emphasized.

Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang expressed sincere thanks for the leadership and direction of the Central Government, the Government, the Prime Minister; the coordination and support of the Ministry of Construction, central ministries, committees, consulting units, the business community, and the people in the process of building and completing the province's strategic plans.
Fully absorbing the directives of the Minister of Construction, Quang Ninh Province commits to promptly materialize the plans into key programs, plans, projects; accelerate digitalization, publicize planning, continue to improve the investment environment, and build breakthrough mechanisms and policies to strongly mobilize social resources.
“Quang Ninh Province is determined to effectively implement the approved plans, realize the expectations and trust of the Central Government, and develop Quang Ninh to its full potential as a growth pole in the northern region, a national marine economic center, becoming Quang Ninh City according to the approved planning orientation,” affirmed the Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee.

Within the framework of the conference, the province granted the Investment Policy Decision, Investment Registration Certificate for 18 projects with a total investment of nearly 45,000 billion VND.
The projects focus on developing industrial park infrastructure, urban areas, logistics, energy, processing industry, tourism, high-tech agriculture, and port infrastructure, contributing to creating additional space and new growth momentum for the province.
