Quang Ninh addresses business challenges with 'four clear' approach

In the early months of 2026, despite numerous global and domestic economic challenges, the business community in Quang Ninh has continued its positive development trajectory, making significant contributions to economic growth, budget revenue, job creation, and social welfare in the province.
The province can only thrive when enterprises thrive
Currently, Quang Ninh Province has over 14,100 active enterprises. In the first six months of 2026 alone, 2,478 new enterprises and affiliated units were established, achieving 82.6% of the 2026 enterprise development plan.
With the perspective that the province's development hinges on enterprise growth, ensuring social welfare, livelihoods, and employment for residents and workers, Quang Ninh Province consistently accompanies businesses by implementing synchronized solutions to improve the business investment environment, streamline administrative procedures, promote digital transformation, and support access to land, production facilities, science and technology, green transition, and high-quality human resources.
To date, the province has reduced the processing time by about 40% for 1,333 out of 2,205 administrative procedures issued by central ministries and sectors, and by up to 50% for specific procedures issued by the province, achieving a 99.2% rate of timely and accurate document processing.
According to the report from the Quang Ninh Department of Finance, as of now, there are only 23 business proposals in the province still in the process of resolution, including 15 proposals from domestic enterprises, 2 from the provincial business association, 4 from cooperatives, and 2 from foreign direct investment (FDI) enterprises.
Among these, 14 proposals have specific resolution directions, and units are implementing them according to regulations; the remaining 9 proposals are being actively addressed by relevant authorities to reach a consensus on solutions.
To achieve these results, the Quang Ninh Provincial People's Committee successfully organized 8 meetings, working sessions, and thematic dialogues with the business community across specific sectors and fields.
The conferences comprehensively covered pressing issues, from promoting import-export activities through border gates and seaports, resolving obstacles for public investment project contractors, meeting with FDI enterprises, to dialogues with units in construction, building materials, mineral exploitation, logistics, trade, and tourism sectors.
Business support efforts have been enhanced through dialogue, guidance, and problem-solving activities; promoting investment attraction, especially selective FDI; developing logistics, trade, and tourism infrastructure, and connecting supply chains.
Immediately following the dialogues, departments, sectors, and localities have seriously implemented the conclusions of the Chairman of the Provincial People's Committee with specific actions from the grassroots level.
Enhancing dialogue and resolving difficulties
At the recent Conference on Business Meeting to Resolve Difficulties and Promote Growth in 2026, Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang affirmed that, with the motto of putting people and businesses at the centre of service, in the first six months of 2026, Quang Ninh Province has aggressively implemented numerous synchronized solutions to improve the business investment environment, enhance dialogue, and resolve difficulties and obstacles for the business community with the approach of clear tasks, clear responsibilities, clear deadlines, and clear results (four clear).
Truong Manh Hung, Head of the Quang Ninh Economic Zone Management B"4 clear" oard, shared that in managing the economic zone and border gate, the operation of the centralized administrative procedure reception and resolution department at Bac Luan II (Mong Cai International Border Gate) from June 13 has completely transformed the public service infrastructure there.
The "One-stop – One-process" interlinked procedure significantly reduces time and costs for businesses, contributing to the import-export volume through Bac Luan II in the first six months reaching 815,448 tons (up 15% year-on-year) and a turnover of nearly 2.7 billion USD (up 19% year-on-year).

At the local level, Chairman of Bai Chay Ward People's Committee Tran Manh Hung stated that the government promptly addressed numerous proposals from the Hotel Association, such as issuing documents requesting the electricity sector to prioritize stable power supply for the tourism center during peak seasons and to provide at least 24-hour notice for any planned power outages; directing the formulation of a plan to charge waste collection fees based on generated volume instead of annually and putting it on the national bidding network to select additional environmental units to avoid monopoly. Alongside resolving specific proposals, Quang Ninh continues to affirm its leading position in administrative reform nationwide by maintaining high rankings on national indices such as the PAR Index and SIPAS in 2025, both ranked 2nd out of 34 provinces and cities; the PCI Index is among the top 5 leading localities.
In the coming time, Quang Ninh Province aims to maintain regular and substantive periodic dialogue mechanisms between provincial leaders and the business community.
The locality is developing a mechanism to closely monitor and expedite the resolution of proposals at each agency and unit, using business satisfaction as a decisive measure to evaluate the quality of public service execution by officials, civil servants, and public employees in the area.
Enhancing management capacity and competitiveness
Emphasizing the special significance of 2026 in laying the foundation for achieving the new term's goals, Chairman of the Quang Ninh Provincial People's Committee Bui Van Khang stressed that the locality aims for a GRDP growth of over 13%, state budget revenue of 100 trillion VND, and to continue maintaining its role as one of the growth poles in the northern region, contributing positively to the country's overall development goals.
To achieve this goal, the Chairman of the Quang Ninh Provincial People's Committee urged the business community to continue building long-term, sustainable, and environmentally friendly development strategies; proactively grasp new development trends such as digital transformation, green transition, circular economy, knowledge economy, and climate change adaptation.
Simultaneously, businesses need to continuously enhance management capacity, competitiveness, promote the application of science and technology, innovate, and build brand identity.
For departments, sectors, and localities, the Chairman of the Quang Ninh Provincial People's Committee requires a shift from management thinking to service thinking, using the satisfaction of people and businesses as a measure of operational effectiveness.
Units need to urgently review and definitively resolve proposals based on the principle of "clear tasks, clear responsibilities, clear deadlines, clear results", avoiding prolonged backlogs; continue to promote administrative reform, improve the business investment environment with appropriate mechanisms and policies, support businesses in market access, labor, digital transformation, green transition, and innovation.
