The conference took place in the context of rapidly, profoundly, and unpredictably changing global and regional situations, as the country enters a new development phase with higher goals and increasing demands for maintaining a peaceful environment, protecting national interests, consolidating independence, autonomy, and expanding development space.
Member of the Politburo, Minister of Foreign Affairs Le Hoai Trung delivered a directive speech. Member of the Central Committee, Standing Deputy Secretary of the Party Committee of the Ministry, Deputy Minister of Foreign Affairs Nguyen Manh Cuong delivered the opening speech. The conference was attended by over 100 delegates, including Party Central Committee members, leaders from central and local departments, veteran diplomats, experts, scientists, and representatives from research agencies and businesses.
In his directive speech, Minister Le Hoai Trung emphasised the requirement of General Secretary, President To Lam to implement comprehensive diplomacy at a new height, commensurate with the historical, cultural stature, and position of the country; affirming that this is not only the task of the Foreign Affairs sector but of the entire political system. The 14th Party Congress identified promoting foreign affairs and international integration as a “crucial, regular” task. The Minister clarified that comprehensive diplomacy at a new height should be placed within the overall strategy of national development and protection, with national interests as the highest principle; closely linking diplomacy with national defence, security, socio-economic development, science and technology, culture, and people; transforming strategic vision into actionable capacity and tangible results.

The Minister emphasised three strategic requirements for foreign affairs in the upcoming period: enhancing Vietnam's international contribution role and quality, measured by the effectiveness of tangible impacts; improving the strategic effectiveness of diplomacy, with foreign achievements evaluated by the sustainable capacities and conditions established for the country; and enhancing strategic proactivity and unified action capacity of the entire system, leveraging the combined strength and effective coordination among forces involved in foreign affairs.
In this spirit, in his keynote speech at the seminar, Deputy Minister Nguyen Manh Cuong highlighted the need to inherit and develop thinking, vision, and methods of implementing diplomacy, shifting from primarily adapting to proactively creating a favorable environment; from expanding relations to enhancing the quality and effectiveness of cooperation with countries and partners; more closely linking foreign affairs with national development strategies; focusing on clarifying strategic orientations, priorities, and proposing breakthrough solutions.

At the plenary session, Deputy Head of the Party Central Committee's Commission for Policies and Strategies Nguyen Van Phuong emphasised the requirement to transform international resources into intrinsic capacities, where the quality of cooperation should be assessed through the ability to absorb and master technology, productivity, and competitiveness of the economy. Deputy Minister of National Defence Nguyen Truong Thang stressed that foreign affairs need to be more proactive in research and forecasting, contributing to protecting the nation early and from afar, maintaining strategic proactivity. The representative of the Ministry of Public Security highlighted the requirement for close linkage between diplomacy and ensuring national security in the new development phase.
The four thematic sessions focused on four main discussion directions: promoting position, proactively creating a favorable international environment; enhancing the effectiveness of relations with partners, increasing autonomy, and improving risk management efficiency; innovating foreign activities to serve development, associated with the specific needs of businesses, localities, and economic sectors; leveraging the combined strength of various entities while continuing to improve coordination mechanisms, enhancing resource mobilization efficiency and implementation organization.
At the concluding session, discussions focused on the requirement to translate orientations into action through concretizing tasks, assigning responsibilities, and ensuring conditions and resources for implementation.
