Attending the meeting were Politburo Member, Standing Member of the Secretariat Tran Cam Tu; Politburo Members, Secretariat Members, Central Committee Members; leaders of the Government, National Assembly, and relevant ministries and sectors.
At the meeting, the Standing Member of the Central Steering Committee on the development of science, technology, innovation, and digital transformation reviewed and provided guidance on the Proposal for research, application, and development of quantum technology to serve socio-economic development and ensure national defense and security.
After listening to reports and discussion opinions, General Secretary and President To Lam highly appreciated the proactive research and monitoring of global development trends by the agencies, proposing several orientations, tasks, and important solutions; the opinions at the meeting also reached a consensus on many issues.
However, this is a very new, complex, rapidly evolving field that involves many areas, requiring further in-depth and systematic research to build and complete an important proposal on the development of quantum technology in Vietnam to develop the country with strategic autonomy requirements.

Outlining the tasks that need to be continued, General Secretary and President To Lam suggested a unified understanding that quantum technology is a national strategic issue, not merely a scientific research matter; placing the development of quantum technology within the overall implementation of the Politburo's Resolution No. 57-NQ/TW and the national development strategy in the new era, linked with national security, national data, semiconductor industry, artificial intelligence...
The development process must have the right mindset, be ahead in awareness, solid in foundation, and precise in areas that can create real capacity and value. Avoid haste but also avoid procrastination; do not consider this field too advanced for Vietnam to participate, but also do not follow trends, invest broadly, or set goals beyond actual capabilities.
Choose the right direction suitable for the country's conditions, gradually building the nation's real capacity in areas where Vietnam can participate and take control.

The General Secretary and President emphasized the need to focus investments with clear priorities; prioritize national security and digital sovereignty issues first; establish strong research centers, key laboratories, excellent research groups, and effective coordination mechanisms between research institutes, universities, enterprises, and relevant agencies.
Particularly emphasize human resources, with a national program for training quantum technology personnel, special mechanisms to attract and utilize talents, building strong domestic research groups, and enhancing international cooperation, attracting overseas Vietnamese scientists and international experts. Promote the formation of a quantum innovation ecosystem; encourage enterprises to participate in research, application, and commercialization of technology.
Noting that this is an interdisciplinary field requiring high coordination and unified management, the General Secretary and President suggested a strong innovation in organizational implementation; continue to clarify the management mechanism, define clear goals, roadmap, priority tasks; propose special mechanisms for investment, finance, human resources, international cooperation; select several key tasks and projects for immediate implementation.

The General Secretary and President requested the Government Party Committee to urgently direct the development and issuance of the National Strategy on Quantum Technology; establish the National Center for Quantum Technology and select several pilot projects to concentrate resources on; launch a program to train 1,000 core personnel for quantum technology at various levels; establish a selective international cooperation network with conditions for knowledge transfer, personnel training, and participation in quantum technology value chains.
The General Secretary and President tasked the Party Committee of the Vietnam Academy of Science and Technology to absorb opinions, continue research, supplement, and complete the Proposal, ensuring strategic, scientific, and practical relevance for submission to the Secretariat for consideration and feedback.
