The Ministry of Culture, Sports and Tourism, in collaboration with the People's Committee of Dien Bien Province and localities with a significant Hmong population, is organizing the fourth Hmong Ethnic Cultural Festival in Dien Bien Province in 2026.
Various activities introducing Hmong culture
The festival aims to honour, preserve, and promote the traditional cultural values of the Hmong ethnic group; introduce and publicize unique cultural features, while fostering exchanges among localities with Hmong communities. Cultural, sports, and tourism activities also aim to link the preservation of identity with tourism development and community life.
The festival will see the participation of artisans, performers, and amateur athletes from the Hmong ethnic group from 11 provinces, including Dien Bien, Tuyen Quang, Phu Tho, Thai Nguyen, Son La, Cao Bang, Lai Chau, Lao Cai, Thanh Hoa, Nghe An, and Dak Lak.

Within the framework of the festival, a ceremony to pay tribute to President Ho Chi Minh and the Heroes and Martyrs at the Memorial House of President Ho Chi Minh and the Martyrs' Temple at the Dien Bien Phu Battlefield will take place on the afternoon of October 9.
The opening ceremony will be held at 8 PM on October 9 at 7-5 Square, Dien Bien Phu Ward, Dien Bien Province. It is expected to last 90 minutes and will be broadcast live on VTV8 and relayed on VTV5.
Cultural activities will take place over three days at the Muong Thanh Walking Street stage, including performances of Hmong Khèn art; exhibitions, displays, and promotions of traditional culture; demonstrations and introductions of traditional crafts; public art festivals; traditional costume shows; and spaces to experience Hmong ethnic culture and cuisine.
Cultural experiences linked with sports and tourism
In addition to cultural activities, the festival will feature six sports and folk games, including seven-a-side women's football, tug of war, stick pushing, Tu Lu, crossbow shooting, and pa pao throwing. These activities will take place from October 9-11 at the De Casemates area, the stadium, and Muong Thanh Walking Street.
One of the highlights is the street carnival, scheduled for 8 PM on October 10. Troupes will arrange for artisans, artists, performers, and the public to participate in a parade, showcasing the Hmong ethnic group's cultural values through traditional art forms. The program will conclude with a mass performance of Hmong Khèn art under the theme “Dance of Unity” at 7-5 Square.
In the tourism sector, on the morning of October 11, delegates and festival participants will visit and experience the Hmong Ethnic Cultural Tourism Village in Long Village, Quai To Commune, Dien Bien Province.
The closing and summary ceremony of the festival is scheduled for 8 PM on October 11 at 7-5 Square.
According to the Organizing Committee, the Ministry of Culture, Sports and Tourism is coordinating with the People's Committee of Dien Bien Province and participating localities to complete preparations, ensuring conditions for facilities, security, order, accommodation, logistics, and the safe, dignified, and effective organization of activities.
