Ha Tinh province promotes gender equality and eliminating all forms of gender-based violence

WVR - On April 2, the Department of Health of Ha Tinh Province, with technical support from the United Nations Population Fund (UNFPA) and financial backing from the Korea International Cooperation Agency (KOICA), launched the project "Scaling up models for preventing and responding to violence against women and girls in Ha Tinh, 2025-2027".

The project is implemented through collaboration between the People's Committee of Ha Tinh Province, the Department of Health, and partner agencies at both central and local levels.

The launch event was attended by nearly 80 delegates from ministries and sectors such as the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs, the Ministry of Public Security, the Ministry of Health, the Central Committee of the Vietnam Farmers' Union, the Department of Home Affairs of Thanh Hoa Province, the Department of Health of An Giang, the People's Committee of Ha Tinh Province, along with provincial departments, sectors, mass organizations, local agencies, development partners, social organizations, and numerous media outlets.

The project reflects a shared commitment to strengthening the system for preventing and responding to gender-based violence against women and girls through a victim-centered, interdisciplinary, and sustainable approach at the local level.

Violence against women and girls remains a serious human rights and public health issue in Vietnam.

According to the second National Survey on Violence Against Women in 2019, nearly 63% of women have experienced at least one form of physical, sexual, mental, economic violence, or controlling behaviors by their husband/partner in their lifetime.

However, over 90% of victims do not seek any help, and half do not share their experiences of violence with anyone. In the context of the current strong digital transformation, women and children also face a new form of violence known as technology-facilitated gender-based violence.

Global estimates currently suggest that between 16-58% of women and girls have experienced this form of violence, and approximately 300 million children are exploited online annually.

Given that the rate of women experiencing violence in Ha Tinh stands at 66.7%, significantly higher than the national average, enhancing the local system for preventing and responding to gender-based violence is one of the top urgent tasks.

For its part, UNFPA acknowledges the efforts of the People's Committee of Ha Tinh Province in decisively directing and promptly approving the project, contributing to its practical implementation, as well as the close coordination of the Ha Tinh Department of Health in organizing the launch ceremony.

With technical support from UNFPA and financial support from KOICA, the project focuses on enhancing services for victims of gender-based violence, based on a victim-centered approach, including responding to emerging forms of violence such as technology-facilitated gender-based violence.

Simultaneously, the project emphasizes prevention by addressing harmful gender norms, increasing the involvement of men and boys, promoting a safe working environment for women, and improving the effectiveness of intersectoral coordination mechanisms in both regular development and emergency or crisis situations.

At the launch ceremony, Mr. Nguyen Minh Duc, Provincial Party Member, Director of Ha Tinh Department of Health, affirmed: “The province is committed to closely directing and facilitating the effective implementation of the project, contributing to the successful realization of the Program 'Preventing and Responding to Gender-Based Violence in Ha Tinh Province, 2026-2030'.”

Ms. Ha Thi Quynh Anh, UNFPA Gender Team Leader in Vietnam, shared: The solidarity of UNFPA, KOICA, and the local government of Ha Tinh Province is the key to sustainably promoting efforts to prevent and respond to all forms of gender-based violence, with the well-being and dignity of victims as the guiding principle for all actions.”

She also emphasized the importance of building a robust prevention and response system through the "Sunshine house" model and intersectoral coordination mechanisms; ensuring that beneficiaries of all genders, ethnicities, or disabilities have timely, respectful, and equal access to services.

The project reaffirms the strong commitment of Ha Tinh Province and UNFPA to promoting gender equality and eliminating all forms of gender-based violence, contributing to the global goal of UNFPA to end violence against women and girls.

Through this, it supports Vietnam's efforts to enhance a beneficiary-centered, gender-sensitive social protection system. Through close cooperation with the government and social partners, UNFPA will continue to provide technical, policy, and evidence-based model support to ensure that women and girls live in safe spaces, free from violence and fear.
