UN Women to launch communication campaign to protect women and girls from online gender-based violence

With the approval of the Ministry’s leadership, the Ministry of Public Security, in collaboration with UN Women, organized a seminar and launch ceremony on June 29 at the Women’s Support and Development Center to introduce two communication products promoting gender-responsive law enforcement in responding to technology-facilitated gender-based violence.

The event brought together nearly 100 representatives from government ministries, agencies, international organizations, and technology platforms. Opening remarks were delivered by representatives of the Department of Foreign Affairs under the Ministry of Public Security and the UN Women Country Representative.

According to United Nations research, technology-facilitated violence has become increasingly complex, diverse, and difficult to detect. Against this backdrop, creating a safe, inclusive, and secure digital environment for women and girls is not only an essential component of digital transformation but also a shared responsibility of governments, international organizations, technology companies, and society.

The two communication products unveiled at the event reflect the successful cooperation between the Ministry of Public Security and UN Women. One product helps the public recognize common forms of online gender-based violence while providing practical guidance on prevention. The other introduces a gender-sensitive process for frontline police officers to receive and handle cases involving online gender-based violence, contributing to more effective victim support and strengthening public confidence in law enforcement.

In the coming period, the Ministry of Public Security will disseminate the communication products across units within the People’s Public Security forces and publish them on the Ministry’s official social media platforms.

At the event, a representative of the Department of Foreign Affairs reaffirmed that Vietnam consistently pursues digital economic and social development alongside ensuring cybersecurity and public safety. The country has gradually strengthened its legal and policy framework covering gender equality, prevention of gender-based violence, child protection, cybersecurity, and personal data protection, while expanding public awareness campaigns, digital literacy initiatives, victim support services, and law enforcement efforts against online violations.

The representative also highlighted the implementation of Vietnam’s Program on the Prevention and Response to Gender-Based Violence for 2026–2030, describing it as a demonstration of the country’s continued commitment to preventing violence, detecting cases at an early stage, providing timely assistance to victims, enhancing inter-agency coordination, and improving the enforcement of laws addressing gender-based violence, including offences committed in cyberspace.

As the core force responsible for maintaining public security and social order, the Ministry of Public Security continues to prioritize the prevention, detection, investigation, and handling of cyber-related violations. At the same time, it is strengthening the capacity of law enforcement personnel to receive, verify, and process cases involving online gender-based violence in a professional, timely, and gender-responsive manner.

As part of the program, speakers from the Ministry of Public Security, the Vietnam Women’s Union, and UN Women shared practical experiences and perspectives on gender-responsive policing in addressing technology-facilitated gender-based violence. They also discussed global trends identified through United Nations research and introduced Australia’s response model as a reference for international good practice.

The speakers agreed that the increasingly sophisticated nature of cyber-enabled crimes requires a comprehensive response involving law enforcement agencies, international organizations, technology companies, media organizations, and the wider community.
