The Diplomatic Corps Labour Management Department, under the Service Department for Diplomatic Corps, is tasked with recruiting and managing Vietnamese workers employed by foreign organizations and individuals in Vietnam, as per Vietnamese law. Its activities not only fulfill state management duties but also ensure political security and social order, contributing effectively to foreign affairs.
In 2025, as Vietnam's foreign relations continue to expand, the presence of diplomatic missions, international organizations, and foreign NGOs in Vietnam remains stable. However, the demand for high-quality human resources is increasing, making the management of Vietnamese workers employed by foreign entities a specialized field.
This task requires a harmonious blend of stringent state management and flexibility in execution to ensure the legitimate rights and interests of workers while facilitating foreign organizations to operate legally in Vietnam.
The past year has shown that the labor environment within the diplomatic corps has experienced many changes. Several major international organizations, along with numerous foreign NGOs and diplomatic missions, have adjusted their operational scale and personnel structure. This has impacted the workload and income of some Vietnamese workers, posing additional demands on management, monitoring, and labor relations support.
In this context, one of the standout achievements of 2025 is the continued implementation of recruitment, registration, and management of Vietnamese workers employed by foreign organizations and individuals in accordance with legal regulations, ensuring consistency and smoothness. Monitoring labour fluctuations, signing, renewing, and terminating labor contracts have gradually become standardized, helping protect the legitimate rights and interests of Vietnamese workers while supporting foreign organizations in stabilizing their operations and complying with Vietnamese law.

Simultaneously, efforts in communication, dissemination, and guidance on policies and laws continue to be emphasized. New regulations related to labor, social insurance, and the responsibilities and obligations of employers and employees are promptly disseminated, contributing to raising legal compliance awareness and reducing disputes and complaints.
Particularly, in the year leading up to the Party Congress at all levels, the Party Committee of the diplomatic corps labour sector, along with six subordinate branches, successfully organized the Congress, thereby strengthening the leadership role of the Party organization, enhancing cohesion, and stabilizing the mindset among officials, Party members, and workers.
Coordination and support in resolving labour relations have also been timely and effective. Many issues arising in the implementation of labor contracts, regimes, and policies have been addressed in a lawful manner, harmonizing the interests of all parties. Consequently, the labor environment within the diplomatic corps remains stable, contributing effectively to the country's foreign affairs activities.
The Diplomatic Corps Labour Management Department has set several key tasks for the upcoming period. Firstly, it aims to continue perfecting the legal framework and policies for managing Vietnamese workers employed by foreign organizations and individuals in Vietnam, focusing on drafting a decree as directed by the Government, expected to be completed in the first quarter of 2026, along with coordinating the development of economic-technical norms and unit prices for this work.
Additionally, the Diplomatic Corps Labour Management Department will enhance the application of information technology and digital transformation in management, while strengthening inter-agency coordination and improving the quality of the staff directly performing these tasks.
