WVR - On the afternoon of February 27, at the headquarters of the Ministry of Foreign Affairs, Foreign Minister Le Hoai Trung welcomed Portuguese Minister of State and Foreign Affairs Paulo Rangel during his visit to Vietnam.

Welcoming Minister Paulo Rangel's visit, Foreign Minister Le Hoai Trung emphasized that this is the first visit by a minister from an EU member state to Vietnam following the 14th National Congress of the Communist Party of Vietnam and the visit of European Council President Antonio Costa to Vietnam.

The visit demonstrates Portugal's commitment to enhancing multifaceted cooperation with Vietnam, as well as the EU's broader engagement. He appreciated Portugal for officially opening its embassy in Vietnam on this occasion.

The Foreign Minister shared key information and major development directions, highlighting new foreign policy orientations approved at the 14th Nationg Party Congress.

To deepen cooperation between the two countries, Minister Lê Hoài Trung proposed that both sides promote exchanges at all levels across Party, State, National Assembly, and people-to-people channels, maximizing cooperation potential.

The Minister suggested establishing channels and mechanisms to guide and support businesses from both countries in connecting and implementing cooperation and investment in areas aligned with each country's strengths and needs.

He also urged Portugal to actively support and encourage remaining EU member states to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA).

Minister Paulo Rangel congratulated the success of the 14th National Party Congress and expressed deep admiration for Vietnam's socio-economic achievements and its rising international standing. He emphasized the long-standing historical ties between the two countries and affirmed Portugal's recognition of Vietnam as a key partner in Southeast Asia, expressing a desire to further enhance multifaceted cooperation.

The Minister highlighted that the opening of the Portuguese Embassy in Hanoi is a vivid testament to the robust growth of bilateral relations after 50 years of diplomatic ties.

Minister Paulo Rangel noted that there is significant potential and room for further strengthening bilateral cooperation, particularly in trade and investment. He affirmed that Portuguese businesses are eager to engage more with the Vietnamese market in areas like renewable energy, culture, and sports.

Based on a high level of agreement on the achievements in various areas, both sides agreed to work together to leverage their roles as bridges to enhance relations with ASEAN and the Community of Portuguese Language Countries (CPLP), as well as between ASEAN and the EU. They aim to make economy, trade, and investment a main pillar of bilateral cooperation, and to promote collaboration in maritime economy, renewable energy, education and training, entrepreneurship, innovation, and local connectivity. They also agreed to effectively implement existing cooperation mechanisms and agreements while discussing and promoting negotiations and signing agreements on visa exemptions for diplomatic passports, judicial cooperation, and collaboration between chambers of commerce and industry.

The two Ministers exchanged views on international issues of mutual interest, emphasizing the importance of respecting international law and multilateralism in addressing both traditional and non-traditional challenges.
