Nationwide simulation on the afternoon of June 30

According to reports at the conference from leaders of the Ministry of Public Security, the Ministry of Science and Technology, and the Government Office, as of now, ministries, sectors, and localities have basically implemented tasks related to two areas: the information system for administrative procedure resolution and the document management and operation system. These include: announcing the list of administrative procedures in the area and making them public on the National Public Service Portal; announcing the internal process for resolving administrative procedures.

Additionally, they have made public the addresses of administrative headquarters and the list of administrative procedures received and returned at the provincial and communal Public Administration Service Centers; established public hotlines at the centers; conducted trial operations of the software system for administrative procedure resolution; adjusted the system for providing full online public services on the National Public Service Portal... However, some contents have not yet met the set objectives and progress.

Representatives from ministries, sectors, localities, and software solution providers reported on the progress of implementing interconnected and synchronized digital transformation tasks in preparation for the seamless and effective operation of the two-tier local government model from July 1. They shared some existing issues and obstacles that have delayed the progress of certain tasks and committed to completing them on time to meet the requirements for arranging administrative units under the new model from July 1.

Concluding the conference, Deputy Prime Minister Nguyen Chi Dung praised the efforts of ministries, sectors, localities, and enterprises. He emphasized that with only a few days left, the two-tier government model will officially operate. Therefore, ministries, sectors, and localities must focus intensely on handling the remaining tasks to ensure the set progress and plans, resolutely preventing any disruptions or incidents during the operation, administrative procedure resolution, and the command and management of the government system at all levels.

The Deputy Prime Minister urged each ministry, sector, and locality to proactively review each task associated with the responsibility of each individual and organization in implementing the tasks; enhance inspection and supervision of the stages and steps in the administrative procedure resolution process at the grassroots level.

Furthermore, attention should be paid to organizing professional training, simulations, and trial operations of the information system. Localities should closely coordinate with ministries, sectors, and enterprises to immediately address existing and arising issues, ensuring funding and resources for implementation.

Urgently complete and announce the electronic identification codes of agencies and units; the list of administrative procedures and public services applied in the area and the internal process for resolving administrative procedures; fully issue specialized digital certificates to officials and civil servants before June 30 to resolve administrative procedures for people and businesses from July 1.

The Deputy Prime Minister emphasized: “Focus on reviewing all terminal equipment, software, and completing regulations and procedures on public service and administrative procedures; complete testing, and data transmission from the central to the communal level. Fully implement data information security, ready to respond and handle any incidents.

Enhance communication about the addresses and methods for performing public administrative procedures for people and businesses to ensure effective service. All tasks need to be prepared and implemented immediately for a nationwide simulation on the afternoon of June 30.”

Bac Ninh focuses on resolving delays and obstacles

At the Bac Ninh hub, Deputy Chairman of the Provincial People's Committee Ngo Tan Phuong, along with representatives from relevant departments and agencies, attended the conference.

Directing at the Bac Ninh hub, Deputy Chairman of the Provincial People's Committee Ngo Tan Phuong, in line with the Deputy Prime Minister's directives, requested that departments, sectors, and localities, especially the Department of Science and Technology and the Provincial Public Administration Service Centre, urgently implement tasks and advise the Provincial People's Committee on solutions to complete matters related to the information system for administrative procedure resolution and the province's document management and operation system by June 30.

The Deputy Chairman particularly emphasized the need to immediately resolve delays and obstacles related to administrative procedure configuration, connection to the National Public Service Portal, connection to national databases; information systems with ministries, sectors, and the EMC system; providing digital signatures and accounts for officials and civil servants of agencies and units; publicizing administrative procedures and adjusting the internal procedure resolution process...

Mr. Ngo Tan Phuong assigned the Office of the Provincial People's Committee to coordinate with departments, sectors, and localities to update daily reports to the Provincial People's Committee for timely direction, ensuring the smooth operation of the new administrative unit from July 1.
