The discussion was attended by nearly 50 delegates from the Party Central Committee's Commission for Policies and Strategies and the Ministry of Foreign Affairs, along with reputable experts and scientists.
Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee, Deputy Minister of Foreign Affairs Nguyen Manh Cuong and Deputy Head of the Party Central Committee's Commission for Policies and Strategies Nguyen Duc Hien co-chaired the discussion.
In his opening remarks, Deputy Foreign Minister Nguyen Manh Cuong emphasized that the discussion takes place at a particularly significant time, as the 14th National Party Congress requires the successful achievement of two strategic goals: becoming a modern industrialized, high middle-income developing country by 2030, and a high-income developed country by 2045; striving for an average growth rate of 10% per year during the 2026-2030 period.

To achieve this goal, breakthrough solutions linked to establishing new growth and development models are necessary. The Deputy Minister hopes the discussion will delve into analyzing, exchanging, and discussing international experiences, thereby providing practical policy recommendations for Vietnam. Additionally, through this discussion, he wishes to foster a mechanism for close and regular cooperation in research, advisory, and academic exchange between the Ministry and the Committee.

Mr. Nguyen Duc Hien, Deputy Head of the Party Central Committee's Commission for Policies and Strategies, praised the positive and effective collaboration of the Ministry of Foreign Affairs and the Diplomatic Academy in recent times; affirming that the discussion is very timely as the Commission is implementing important political tasks related to new development models and strategic solutions to promote double-digit growth linked to establishing new growth models.
The Deputy Head expressed his desire for the discussion to clarify the theoretical basis, content, characteristics, and pillars of the national development model, thereby providing directions and recommendations to serve the transformation of development methods, creating real breakthroughs.
The discussion heard presentations and numerous contributions focusing on aspects of growth and development models, from concepts, perspectives, and approaches to practical lessons from the successful development experiences of economies like China, Republic of Korea, Taiwan (China), and Singapore.
Regarding the growth model, delegates agreed on a narrow approach, focusing on specific growth drivers such as science and technology, innovation, labor productivity, digital and green transformation, and the role of economic sectors in realizing double-digit growth targets.
Regarding the development model, a more comprehensive approach was taken, including development philosophy, strategic drivers, and all foundational pillars of the nation — from economy, institutions, science and technology, socio-culture, environment to defense, security, and foreign affairs — reflecting the overall choice of the path and method of long-term development.

The exchanges not only clarified the points presented but also opened up many new research directions, related to the national industrial foundation, technology development, the role of the State in mobilizing resources, as well as the human factor in long-term development strategies.
Notably, representatives from the Party Central Committee's Commission for Policies and Strategies requested the Ministry of Foreign Affairs to coordinate, support information, assessments, and evaluations on specific issues such as the experiences, growth, and development models of other countries, such as expanding development space, effectively utilizing FDI, national productivity growth, positioning the national economy, developing cultural and entertainment industries, etc.

In his concluding remarks, Party Central Committee Member, Permanent Deputy Secretary of the Party Committee, Deputy Foreign Minister Nguyen Manh Cuong highly appreciated the discussion content and the quality contributions; suggesting some research directions on the content, approach to the development model, and breakthrough solutions to achieve double-digit growth targets.
Based on proposals of the Party Central Committee's Commission for Policies and Strategies, the Deputy Foreign Minister urged relevant units of the Ministry of Foreign Affairs to continue close coordination, organize scientific and systematic research to provide assessments and evaluations serving the advisory work of the Ministry and the Commission.
The discussion is a meaningful activity, contributing scientific arguments and practical bases for implementing major policies and directions of the 14th National Party Congress; continuing the cooperation activities, information exchange, research coordination, and advisory between the Ministry of Foreign Affairs and the Party Central Committee's Commission for Policies and Strategies.
