Vietnamese teacher in Laos confident in the resounding success of the 14th National Party Congress

WVR - As a teacher and a young Party member with 11 years of experience studying, working, and teaching Vietnamese in Laos, Nguyen Thanh Ngoc shares with The World &Vietnam Report his high expectations ahead of the 14th Party Congress.

Recently, the Party and State have made significant policy decisions to improve the institutional framework and promote national development. From the perspective of an overseas intellectual, how do you assess the significance of these policies?

Working abroad, I always keep my heart towards my homeland and closely follow the development of our beloved Vietnam.

Through official mass media channels, news, and especially the Communist Party of Vietnam's electronic portal, I have learned that recently, the Politburo has issued many strategically significant resolutions across key sectors of the country.

These include Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new context; Resolution No. 66-NQ/TW on reforming law-making and enforcement to meet the country's development needs in the new era; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development; and Resolution No. 72-NQ/TW on some breakthrough solutions to enhance protection, care, and improvement of people's health...

All these resolutions represent major, comprehensive orientations, reflecting the Party's innovative thinking, long-term vision, and strong political determination. They are the foundation for the country to rise and prosper in the new era.

As a Vietnamese expatriate, I always hope that the Party and State's policies and resolutions will benefit the Vietnamese people and nation, helping our country develop strongly, with a wealthy population, a strong nation, a fair, democratic, civilized, and happy society, standing shoulder to shoulder with the world's powers, as President Ho Chi Minh once said.

Resolution No. 71-NQ/TW on breakthroughs in education and training development is currently attracting significant public attention. In your opinion, what is the core message of the Resolution, especially regarding improving education quality and developing the teaching workforce in the current phase?

As an educator, having been educated and trained in an educational environment from a young age, and continuing to work in education as I grew up, I always follow innovations that bring core values to the educational environment.

Resolution 71 sets the goal that by 2030, the quality of preschool and general education will reach an advanced level in Asia; at least 80% of general schools will meet national standards; universal preschool education for children aged 3-5 and compulsory education up to lower secondary school will be completed; at least 85% of people in the age group will complete upper secondary education; the rate of people in the age group pursuing post-secondary education will reach 50%; the rate of workers with college or higher education will reach 24%; striving for 8 universities to be among the top 200 in Asia, with at least 1 university in the top 100 globally.

The goal by 2035 is to complete universal upper secondary education, with at least 2 universities in the top 100 globally. By 2045, the vision is to build a modern, equitable, high-quality national education system among the top 20 countries worldwide...

To achieve these goals, the Resolution outlines key solutions such as: Renewing thinking, action, and enhancing political determination; reforming institutions, creating specific policy mechanisms; focusing on comprehensive education in ethics, intellect, physicality, and aesthetics; promoting digital transformation and AI application in education; building a qualified teaching workforce and standard school facilities; reforming vocational education to develop a highly skilled workforce; modernizing higher education, leading research, and innovation; and promoting deep international cooperation and integration in education and training.

Through the Resolution and the solutions outlined, I see the Party and State's determination to prioritize education reform. As an educator, I find the Resolution truly practical, gradually advancing Vietnamese education to integrate internationally.

Ahead of the 14th National Party Congress, what additional directions and policies do you hope the Party and State will implement to better promote the role of Vietnamese teachers abroad?

I have noticed that the Party and State have recently implemented many policies focusing on education. From policies on building systems and facilities; tuition fee exemptions for students; to salary regimes for teachers, things are improving.

As a teacher funded by the state budget but working in Laos on international duty, I always trust the leadership of the Party and State and adhere to the policies and resolutions they issue.

Notably, Vietnam and Laos have recently reached comprehensive agreements, including in education. Vietnam increasingly assists Laos in training human resources, annually offering over 1,200 scholarships to Lao students; sending Vietnamese teaching delegations to assist Laos; planning to introduce Lao language teaching in border schools between Vietnam and Laos; and building ethnic boarding schools for border children to study...

I hope the Party and State will continue to pay special attention to the education sector; provide recognition and encouragement for the sacrifices and contributions of Vietnamese teachers abroad; and regularly organize cultural exchanges and Vietnamese language competitions to spread the love for the Vietnamese language worldwide...

I believe the 14th National Party Congress will be a resounding success, with sound decisions propelling Vietnam's strong development and integration with the world.
