Tuyen Quang seeks to integrate cultural identity promotion with human resource development

Lung Cu Primary School Principal Duong Thi Thanh commented positively on the draft Political Report for the upcoming 14th National Party Congress, asserting that it distinctly reflects the crucial viewpoint of people being the centre of development. Thanh underscored the report's commitment to establishing a comprehensive education system and enhancing human resource quality.

Commenting on the draft documents to be submitted to the 14th National Party Congress, people, officials, and Party members of Tuyen Quang province have expressed their agreement and confidence in the country’s development orientations in the new period, while also putting forward specific proposals to effectively harness the potential and advantages of the northernmost region.

Duong Thi Thanh, Principal of Lung Cu Primary School in Lung Cu commune, hailed that the draft Political Report of the 14th National Party Congress clearly reflects the viewpoint that people are the centre of development, and highlights the building of a comprehensive education system and the improved quality of human resources.

However, drawing from the realities of education in mountainous areas, Thanh suggested that more emphasis should be placed on long-term policies for training and employing ethnic minority teachers, preferential mechanisms for local personnel training, and enhancing digital transformation capacity in remote schools.

Teachers in mountainous regions not only teach literacy but also serve as bridges connecting the Party’s policies with local people. Therefore, focusing on training qualified, dedicated ethnic minority human resources is the key to sustainable development, she said.

Not only in education, but the issue of preserving cultural identity in connection with economic development has also drawn much attention from local people.

Sinh Di Gai, head of the commune’s Lo Lo Chai village, said that the draft documents comprehensively address the task of building and promoting Vietnamese cultural values in the new era. However, he noted that for culture to truly spread and have a lasting impact, there should be clearer mechanisms to support artisans, craftsmen, and folk art instructors.

He emphasised that tourism development is a good direction, but for tourism to retain its cultural identity, it is essential to preserve the traditional songs, musical instruments, costumes, and customs of ancestors. He noted that specific solutions should be added to link cultural preservation with sustainable livelihoods for local communities.

Tran Van Chung, Chairman of the People’s Committee of Lung Cu commune, assessed that the draft documents clearly define the development orientation for the northern mountainous region, focusing on promoting cultural and tourism potential, border-gate economic development, and ensuring national defence and security.

He held that, to make this regional development direction truly effective, it is necessary to emphasise the establishment of distinctive community-based tourism centres, coupled with vocational training and skill development programmes for ethnic minority youth. At the same time, priority should be given to investing in inter-regional transport infrastructure to form a coherent and sustainable tourism network.

When infrastructure is strengthened and people have stable livelihoods, culture will naturally be preserved and spread, Chung stated.

Meanwhile, Lo Minh Thang, Secretary of the Ho Chi Minh Communist Youth Union of Meo Vac commune, said that young people in mountainous areas hope that the draft documents will include more orientations on vocational training linked with practical application, support for start-ups, and digital transformation in rural areas.

If given opportunities to study in their hometowns and receive guidance in management and marketing skills, young people can absolutely build a good life on their own land, Thang believed.
