From 2020 to 2025, the mission to build and develop the culture and people of Phu Tho province has made significant progress, achieving important milestones. Duong Hoang Huong, Director of the Department of Culture, Sports and Tourism of Phu Tho province, stated that over the years, culture has always been identified by the Party and the State as the spiritual foundation of society, a goal, and a driving force for sustainable development. The development of culture is comprehensive, encompassing all areas of social life.
Recognizing the position, role, and importance of culture in socio-economic development, cultural, sports, tourism, family, information, journalism, and publishing activities in Phu Tho have been timely and effectively implemented. These activities serve political tasks well, meet the creative and cultural enjoyment needs of the people, and contribute to the province's socio-economic development.
A standout feature in building the people of Phu Tho is the combination of preserving traditional values and promoting the spirit of the era. Today's people of the Land of the Ancestors embody the beauty of cultural roots while being dynamic, creative, and adaptable to the demands of international integration.
The province has been advancing digital transformation in education, healthcare, and social management, enabling residents to access modern science and technology, expand their knowledge, and enhance their capabilities in a globalized environment.
Alongside these efforts, social welfare work is ensured, and the people's living standards are gradually improving, laying a crucial foundation for comprehensive personal development. Sustainable poverty reduction programs, new rural development, and support for disadvantaged communities have helped tens of thousands of households escape poverty and achieve stable lives.
The living standards of the people have improved, with the average per capita income in 2025 estimated at 4.7 million VND/month (an increase of 37% compared to 2020). Policies for those who contributed to the revolution, families of martyrs, poor households, and near-poor households are fully implemented. On average, 58,000 new jobs are created annually, maintaining a low unemployment rate (from 1-1.6%), with agricultural labor accounting for 22.5%. Ethnic and religious policies are well-executed, ensuring freedom of belief and religion, contributing to strengthening the great national unity.
The province has mobilized over 2,655 billion VND to implement programs and policies for ethnic minority and mountainous areas. The appearance of these regions is increasingly vibrant, and the living standards of people in mountainous, remote, and isolated areas are gradually improving. The poverty rate in ethnic minority and mountainous areas decreases by an average of 1.4% per year, with average income increasing 1.8 times compared to 2020. Cultural facilities at the grassroots level are comprehensively invested in, enhancing the spiritual life of the people.
In education and training, Phu Tho is gradually forming a young generation rich in knowledge and compassion, with strong resilience against the impacts of modern society. In labor and employment, the province promotes vocational training aligned with market demands, encourages entrepreneurship and innovation, especially among the youth. Industrial zones, clusters, and traditional craft villages become practical environments for workers to hone skills, improve expertise, and access new technologies.

Developing compassionate, united, and responsible people in Phu Tho
To continue building comprehensive development for the people of Phu Tho in the new era, the Department of Culture, Sports and Tourism of Phu Tho province has advised the Provincial People's Committee to issue a Project on the development of culture and people in Phu Tho for the period 2025-2035, with a vision to 2045.
The draft Project clearly outlines the province's perspective and goals to build and develop Phu Tho's culture to be worthy of being the cultural center of the nation's roots. This development is to be synchronized and sustainable in terms of economic and social infrastructure, gathering the best conditions for practicing the heritage of "Hung Kings Worship" and other UNESCO-recognized cultural heritages. Additionally, the project meets the legitimate cultural and religious aspirations of the people, reinforcing the spirit and strength of the great unity of the Vietnamese nation.
The project also aims for harmonious socio-economic development, viewing culture as both a foundation and a driving force, as well as a development goal, without trading economic growth for cultural and social environments, ensuring sustainable development. Cultural development is linked with building the ideology, ethics, and lifestyle of Phu Tho's people, who are compassionate, united, responsible, diligent, creative, resilient, and patriotic, in line with the era's trends and the demands of the Fourth Industrial Revolution...
The draft Project on the development of culture and people in Phu Tho proposes 9 key task groups and 6 implementation solution groups for the period 2025-2035. The funding comes from the central budget through national target programs to build cultural infrastructure and facilities, provincial and communal budgets for career activities, cultural investment projects, socialized funds, and other legally mobilized sources.
Mr. Duong Hoang Huong perceives the construction of the Project as essential to comprehensively assess the potential and advantages in the cultural development of the province, the achievements attained, as well as the difficulties and limitations.
From there, it sets out goals, tasks, and solutions for developing the culture and people of Phu Tho to meet the requirements of the new development phase; making culture a foundation, an important and sustainable resource for the province's socio-economic development.
