On the morning of December 30, the Party Committee of the Ministry of Foreign Affairs held a conference to review the people-to-people diplomacy work in 2025 and outline directions and tasks for 2026.

Politburo Member and Secretariat's Standing Member Tran Cam Tu attended and directed the Conference. The event was chaired by Member of the Party Central Committee's Secretariat and Minister of Foreign Affairs Le Hoai Trung, with the participation of leaders from the National Assembly, provincial and city party committees, various ministries, and nearly 400 delegates who are leaders and officials involved in people-to-people diplomacy from the Fatherland Front, mass organizations, and central-level people's organizations. The conference was held in a hybrid format, combining in-person attendance with online connections to over 100 locations in provinces and Vietnamese representative missions abroad.
The conference reviewed the report on people-to-people diplomacy work in 2025 and discussed the directions and tasks for 2026, presented by the Party Committee of the Ministry of Foreign Affairs, along with contributions from various agencies, localities, and people's organizations.
The conference agreed that in the context of significant global and regional changes, people-to-people diplomacy has proactively adapted, innovated its thinking and methods, and continued to play a crucial role as a pillar of external relations. It has contributed to creating a favourable and positive social foundation, strengthening and deepening friendly relations with the peoples of other countries, especially neighbouring and key partner countries.
Contributions from delegates at the conference also proposed new, creative, and effective methods to implement people's diplomacy in a more profound, practical, and efficient manner, directly serving the country's strategic priority goals.
In his directive speech, Politburo Member and Standing Member of the Secretariat Tran Cam Tu emphasized the significant achievements and contributions of people's diplomacy throughout the revolutionary process of the country under the wise leadership of the Party, creatively applying Hồ Chí Minh's ideology of combining national strength with the strength of the times.
The Standing Member of the Secretariat affirmed that the Party's first official inclusion of the policy to "build a comprehensive, modern diplomacy with three pillars: Party diplomacy, state diplomacy, and people-to-people diplomacy" in the documents of the 13th National Party Congress is a significant milestone and a new development in the thinking about Vietnam's diplomacy.
On behalf of the Politburo and the Secretariat, the Standing Member of the Secretariat commended the Fatherland Front, mass organizations, people's organizations, ministries, sectors, and localities for their achievements in people-to-people diplomacy in 2025 and throughout the entire term.
However, alongside the achievements, the Standing Member of the Secretariat also pointed out some existing issues and limitations that need attention and resolution, including awareness, responsibility, and involvement of party committees and leaders at all levels, the spirit of international integration among people's organizations, limitations in research, strategic advisory, and proposal work to create breakthroughs, and the effectiveness of inter-agency coordination in some areas, which has not fully harnessed the combined strength of various forces. The team of officials involved in people-to-people diplomacy still faces some limitations and inadequacies.

The Standing Member of the Secretariat emphasized that in the coming period, the world situation will continue to evolve rapidly and complexly, with intertwined opportunities and challenges. Our country faces a historic opportunity to enter a new era, the era of national rise, and the era of strong, prosperous development, but also faces many difficulties and challenges.
The responsibility of those involved in people's diplomacy is extremely heavy, requiring deeper awareness, higher determination, stronger innovation, proactive, creative, and flexible approaches, and more significant contributions to the country's development and that of each locality, meeting the new demands of comprehensive, modern diplomacy.
To further enhance the role of people's diplomacy, the Standing Member of the Secretariat Tran Cam Tu urged the entire political system to continue raising awareness and deeply grasp the requirements for people's diplomacy in the new phase. People's diplomacy should be considered one of the strategic pillars of comprehensive, modern diplomacy, a key component in the strategy for national protection and development, and a regular, proactive, and positive activity that creates new opportunities and spaces for cooperation.
The Standing Member of the Secretariat further emphasized several issues in people-to-people diplomacy:
Firstly, ensuring the leadership of the Party and the management of the State over people-to-people diplomacy. Deeply grasp the Party's foreign policy, creating profound changes and unified awareness throughout the political system about the position, role, and importance of people's diplomacy.
This is not a supplementary activity but one of the strategic pillars of comprehensive, modern diplomacy; it is an important field that builds a broad social and people's foundation, enhances understanding, strengthens trust, and garners the support of the peoples of other countries. It is essential to deeply grasp the objectives, requirements, and tasks of people's diplomacy in the new phase, as a key component in the strategy for national protection and development, a regular, proactive, and positive activity that creates new opportunities and spaces for cooperation.
Secondly, further enhancing the role of the Vietnam Fatherland Front in leading, directing, orienting, and organizing the implementation of people's diplomacy activities. Promptly concretize the Party's regulations, State laws, remove obstacles, simplify administrative procedures, decentralize authority, and enhance the responsibility of party organizations and leaders of localities, agencies, and units.
Thirdly, actively integrate internationally, mobilize external resources to serve the country's sustainable development goals. Enhance the effectiveness of foreign non-governmental work, expand and promote cooperation with potential partners, especially in the country's strategic priority areas such as human resource training, innovation, digital transformation, sustainable green development, and addressing non-traditional security challenges...
Improve the quality of research and forecasting work, leverage the role of foreign affairs experts in advising and contributing to policy formulation and the implementation of foreign policy. Innovate the content and methods of external information, apply technological and media achievements, and promote positive information about the country, people, and achievements of Vietnam, the Party's and State's policies, and enhance the fight against and refute false and hostile arguments about Vietnam.
Fourthly, focus on building and investing in financial and human resources for people-to-people diplomacy. Consolidate and strengthen the organizational structure and the team of officials towards efficiency, professionalism, and focus on training and nurturing a team of people-to-people diplomacy officials with strong political courage, revolutionary ethics, dedication, professional competence, foreign language proficiency, science and technology, digital transformation, to meet the assigned tasks.
Fifthly, the Ministry of Foreign Affairs will lead and coordinate with agencies, organizations, and localities to review and evaluate the results after nearly five years of implementing Directive No. 12 of the 13th Secretariat (2022) on strengthening the Party's leadership and enhancing the effectiveness of people-to-people diplomacy in the new situation.
Based on this, research and advise on building a People's Diplomacy Strategy with a vision to 2045 to guide, implement methodically, creatively, practically, and effectively, meeting the requirements and tasks in the new phase.

Member of the Party Central Committee's Secretariat, and Minister of Foreign Affairs Le Hoai Trung affirmed that the Ministry of Foreign Affairs will seriously absorb the directives of the Standing Member of the Secretariat and the recommendations of various agencies and organizations. He emphasized that people-to-people diplomacy, founded by President Ho Chi Minh and playing a special role in the two resistance wars for independence, is a unique creation of Ho Chi Minh era diplomacy.
In the coming time, the Vietnam Fatherland Front, mass organizations, and people's organizations are urged to focus on several areas: Proactively propose initiatives, measures, and new methods in people-to-people diplomacy, expand the scope and fields of cooperation linked to the country's strategic priorities; Enhance the quality of advisory work, research, and forecasting to seize new trends and respond promptly to protect the legitimate interests of the nation; Further strengthen the building of forces, internal work, ensure stability and effective operation of the organizational apparatus, personnel linked with the completion of regulations, working procedures, coordination mechanisms between organizations and units, simplify administrative procedures, ensure true efficiency, effectiveness, timeliness, and smooth operation; Apply information technology and artificial intelligence in research and forecasting, improve advisory quality, enhance the effectiveness of external communication to widely spread the image of the country, people, cultural values, and Vietnam's soft power.

The Member of the Party Central Committee's Secretariat, and Minister of Foreign Affairs affirmed that building a People-to-people Diplomacy Strategy with a vision to 2045 is a key task for 2026, and the Ministry of Foreign Affairs will continue to strengthen regular exchange mechanisms with ministries, sectors, localities, mass organizations, and people's organizations. It will closely and regularly coordinate with relevant agencies and organizations to support and facilitate the external relations activities of mass organizations and people's organizations to meet the demands and tasks of the new situation; review and perfect the coordination mechanism between agencies and organizations involved in people-to-people diplomacy, ensuring unified leadership of the Party and centralized management of the State over people-to-people diplomacy.
At the conference, the Party Committee of the Ministry of Foreign Affairs awarded 39 Certificates of Merit to collectives and individuals with outstanding achievements in people-to-people diplomacy work in 2025.
