On the afternoon of December 25, the Hanoi Union of Friendship Organizations (HAUFO) held the "Conference on Implementing the Capital's People's Diplomacy Work for 2026", attended by Phan Anh Son, Chairman of the Vietnam Union of Friendship Organizations, Nguyen Ngọc Ky, Chairman of HAUFO, along with representatives from the Ministry of Foreign Affairs, the Vietnam Fatherland Front Committee, and various departments, agencies, and localities in the city.
Speaking at the conference, Phan Anh Son, Chairman of the Vietnam Union of Friendship Organizations, praised and congratulated the significant achievements HAUFO and its 26 member associations accomplished in 2025 – a year marked by major national events and complex international and regional developments.

Mr. Phan Anh Sơn highly appreciated Hanoi's success in organizing large-scale people to people diplomacy activities, with extensive participation from embassies, international organizations, and the public, extending their influence beyond the Capital and contributing positively to the nation's people to people diplomacy.
He particularly emphasized the importance of the Hanoi Party Committee's Directive on people's diplomacy work until 2030, considering it the "backbone" providing a solid political and legal foundation for HAUFO and its member associations to receive continued support in terms of mechanisms and policies.
Highlighting the direction for 2026, Mr. Phan Anh Son noted that this marks a new development phase for Hanoi and the nation, presenting significant opportunities for HAUFO and its member associations.
To effectively seize these opportunities in people to people diplomacy, Mr. Phan Anh Son asserted that the most crucial factor is human resources. In this spirit, he hopes that in 2026, HAUFO will focus on organizing training programs, initially for the staff of the standing agency. Training, especially for young cadres, should be conducted regularly and continuously, not only through formal training programs but also by boldly assigning challenging tasks, enabling young cadres to practice and mature in real-world situations.
At the conference, delegates agreed that looking back at 2025, HAUFO comprehensively and effectively implemented people to people diplomacy activities amidst complex international and regional developments, contributing positively to the overall diplomacy work of the Capital and the nation.

HAUFO and its member organizations organized numerous peace, friendship, and people-to-people exchange activities, commemorating major holidays and important diplomatic events of the nation and the Capital, attracting active participation from embassies, international organizations, foreign NGOs, and a large number of members. External information work, foreign NGO aid mobilization, and strengthening and expanding relations with traditional partners and international friends continued to be maintained and achieved practical results. Organizational building, membership development, and coordination with departments, agencies, and localities have become more systematic, contributing to enhancing HAUFO's position and reputation in the national people to people diplomacy network.
Entering 2026, HAUFO identifies this as a new development phase for the Capital and the nation, with many opportunities intertwined with challenges. Based on the central and Hanoi Party Committee's guidelines and orientations on people to people diplomacy, HAUFO focuses on adjusting key tasks towards streamlining, practicality, and effectiveness; continuing to enhance the quality of member organizations' activities; promoting training and development of the cadre team, especially young cadres; emphasizing the capacity enhancement of the standing agency; and increasing the depth, sustainability, and influence of people's diplomacy activities to meet the demands of the new phase.
Concluding the Conference, Nguyen Ngoc Ky shared the efforts in implementing the Capital's people to people diplomacy work amidst the city's organizational restructuring, transitioning to a two-level government model, and a significant increase in workload.
He noted that document processing alone reached nearly 5,000 documents this year, with many major city projects requiring substantial intellectual input and implementation time. He emphasized that the close, direct attention of the Party Committee leadership is a crucial factor enabling the Capital's people's diplomacy to continue to be elevated in the coming time.

In 2026, Mr. Nguyen Ngoc Ky affirmed that the city will seriously fully absorb the directives from Phan Anh Son, Chairman of the Vietnam Union of Friendship Organizations, focusing on effectively implementing Directive 45 of the Hanoi Party Committee, in conjunction with Resolution 15 of the Politburo and the amendment of the Capital Law towards institutionalization, creating a long-term legal framework for people's diplomacy work.
The HAUFO Chairman stated that the city is actively incorporating foreign affairs-related content into the process of building and completing mechanisms and policies, while hoping to continue receiving close attention, coordination, and support from relevant agencies and ministries.
Emphasizing the special role and responsibility of Hanoi as the Capital – where most of the nation's important diplomatic activities take place, Mr. Nguyen Ngoc Ky expressed determination to work with the city's people to people diplomacy system, departments, sectors, and 26 member organizations to overcome difficulties, persistently resolve obstacles, and strive to successfully fulfill major tasks in 2026 and the following years.
