During the call, Minister Cho Hyun congratulated Minister Le Hoai Trung on his new position and the responsibilities entrusted to him by the Party and State. He affirmed his readiness to closely cooperate with Minister Le Hoai Trung to effectively implement existing cooperation mechanisms, including the annual Foreign Ministers' Dialogue to review the implementation of the Comprehensive Strategic Partnership Action Plan between Vietnam and Republic of Korea, signed in June 2023. The aim is to further promote cooperation between the two foreign ministries and the broader relationship between the two countries.

Minister Le Hoai Trung expressed his pleasure in sharing with Republic of Korea's Foreign Minister Cho Hyun the outcomes of the 14th National Congress of the Communist Party of Vietnam and Vietnam's new development goals. These include two major objectives: by 2030, becoming a developing country with modern industry and high middle income, and by 2045, becoming a developed country with high income. He affirmed that Vietnam will pursue a growth model based on science, technology, innovation, and digital transformation. The country will mobilize participation from various economic sectors, enhancing the efficiency of the state economy while prioritizing private economic growth. International economic integration will be a key driver for development, including both direct and indirect foreign investment. For the first time, the Communist Party of Vietnam has identified strengthening foreign relations and international integration as a crucial, regular task.

Minister Le Hoai Trung emphasized that Vietnam consistently values its relationship with Republic of Korea and seeks to advance the bilateral relationship in a substantive and effective manner across all fields.

The two Foreign Ministers expressed their satisfaction with the remarkable development of bilateral relations across all fields, especially following the state visit to Republic of Korea by General Secretary To Lam in August 2025. They agreed to continue enhancing mutual understanding and political trust, and to foster breakthroughs in economic cooperation and mutual development. This includes effectively implementing the goal of achieving a balanced bilateral trade turnover of 150 billion USD by 2030, facilitating the export of Vietnamese goods to the Korean market, and encouraging Korean businesses to invest in Vietnam, particularly in high-tech, renewable energy, smart urban areas, and environmentally friendly sectors.

Both sides agreed to strengthen and expand cooperation in science and technology, a new pillar in bilateral relations. They plan to soon implement phase 2 of the Vietnam-Korea Institute of Science and Technology (VKIST) project, share experiences in policy-making, digital innovation strategies, and implement projects supporting the training of high-quality human resources. Additionally, they aim to expand cultural, tourism, labour, and local cooperation, continually fostering friendship and understanding between the peoples of the two countries.

Regarding multilateral cooperation, both sides agreed to continue close cooperation and mutual support on regional and international issues of mutual concern. They will explore appropriate forms of cooperation in the context of significant international and regional changes, especially in stabilizing supply chains amid current global complexities.

Both sides agreed to closely cooperate to support Vietnam in successfully organizing the APEC Economic Leaders's Meeting 2027 in Phu Quoc, promote the organization of the Mekong-Korea Summit in 2026, and cooperate and support each other in multilateral mechanisms and forums.
