Quang Ninh’s two-tier local administration model gradually brings practical changes
WVR - On May 29, the Standing Committee of the Quang Ninh Provincial Party Committee held a conference to review one year of operating the comprehensive organizational model of the political system and the two-tier local administration model.

Attending the conference were Party Central Party Committee Member, Secretary of the Quang Ninh Provincial Party Committee, Head of the Quang Ninh National Assembly Delegation Quan Minh Cuong; Deputy Secretaries of the Quang Ninh Provincial Party Committee; members of the Standing Committee of the Quang Ninh Provincial Party Committee, Standing Members of the People's Council, People's Committee, and the Vietnam Fatherland Front Committee of Quang Ninh; leaders of some central agencies; leaders of provincial departments, agencies, and 54 communes, wards, and special zones.
Decisively streamlining the organizational structure
According to the report at the conference, after one year of implementing the two-tier local administration model, Quang Ninh province has decisively streamlined the organizational structure and merged commune-level administrative units.
The Standing Committee of the Quang Ninh Provincial Party Committee has issued numerous resolutions, plans, regulations, and guidelines to concretize the Central Government's policy on building a two-tier local administration model suitable to practical conditions. At the same time, they have strengthened inspection and supervision, promptly resolving difficulties and obstacles for the grassroots, ensuring the new apparatus operates smoothly and effectively.
After one year of operation, the two-tier local administration model in the province initially affirmed its correctness and suitability with the requirements of renewing the organizational structure, enhancing the effectiveness and efficiency of state management, and improving the quality of service to the people.
Despite the large workload and wide-ranging impact, the province has implemented the model transition synchronously and tightly, without interrupting leadership, administration, administrative procedures, and service to the people and businesses. The new apparatus gradually operates stably and smoothly; officials, party members, and the public highly agree with the policy of reorganizing the organizational structure.
In 2025, amid many global and domestic challenges, the province still maintained a high growth rate of 11.89%, leading the nation; the total state budget revenue in the province increased by 75% compared to the assigned estimate; all 54 communes, wards, and special zones increased budget revenue.
Indicators on investment attraction, enterprise development, and public investment disbursement continued to maintain positive momentum; the investment and business environment continued to improve towards greater transparency and convenience for people and businesses.
Alongside economic development, governance effectiveness and service quality for the people have shown marked improvements. Administrative procedures were received and resolved stably and smoothly, without congestion when implementing the new model. Digital transformation efforts were intensified; electronic operational management systems, paperless meeting rooms, and digital environment work solutions were implemented synchronously, gradually forming a modern, transparent administration, reducing time and social costs for people and businesses.

Additionally, the public has a more positive assessment of the responsibility, service attitude, transparency, and problem-solving capability at the grassroots level of commune-level officials and civil servants after the reorganization. In 2025, Quang Ninh province continues to maintain its leading position in the country in administrative reform, digital transformation, and governance quality; the satisfaction level of people and businesses with administrative procedure resolution remains very high.
The results achieved over the past time show that the two-tier local government model is gradually creating real transformation in governance, administrative reform, digital transformation, and socio-economic development; thereby continuing to strengthen the trust of officials, party members, the business community, and the people in the Party and State's renewal policy.
Towards efficient operation and development breakthroughs
Party Central Committee Member, Secretary of the Quang Ninh Provincial Party Committee, Head of the Quang Ninh National Assembly Delegation Quan Minh Cuong acknowledged and praised the tremendous efforts of the entire political system, officials, party members, civil servants, employees, armed forces, and the people of all ethnic groups in the province over the past year.
According to him, to operate the new model under conditions of increased workload, greater pressure, and higher demands, many comrades have had to work with utmost responsibility and decisiveness; many places have had to simultaneously work, improve, and resolve difficulties arising from practice. Today's achievements are the collective efforts of the entire political system and the highly commendable consensus and sharing of the people.

The Secretary of the Quang Ninh Provincial Party Committee emphasized: “In the coming phase, the requirement is not just to maintain stable operation but to shift strongly towards efficient operation, creating breakthroughs in development. Especially, as the Politburo has agreed on the policy to establish Quang Ninh City, the province is at a strategically significant juncture, opening new demands for development stature, governance capacity, and growth quality.
This requires the two-tier local administration model to become the foundation of a modern, integrated, interconnected governance system, based on data, capable of quickly responding to new development demands.
Each commune, ward, and special zone must become a 'development connection point' within the overall development structure; both managing the locality and directly participating in economic value chains, development corridors, growth poles, and innovation spaces of Quang Ninh in the future.”
The Secretary of the Quang Ninh Provincial Party Committee hopes that each official and party member in the entire political system will continue to innovate more vigorously with the spirit of “new philosophy, new thinking, new action”, maximizing responsibility, determination, and development aspirations to build Quang Ninh into a city, a modern, prosperous, civilized, and happy urban area, with an increasingly high position in the region and the country.
At the conference, delegates discussed and clarified the results achieved after one year of operating the model; at the same time, frankly pointed out difficulties and obstacles arising in practice, especially in decentralization, coordination mechanisms, governance capacity, and the quality of grassroots officials; information technology infrastructure, and digital transformation efforts.
Based on this, they proposed effective solutions and methods to continue perfecting the organizational model, enhancing management and operational efficiency, ensuring the apparatus operates smoothly and synchronously, serving people and businesses better and better.
The speeches reflected a spirit of facing reality, objective evaluation, and not avoiding limitations; thereby showing the very high political determination of the entire system to continue perfecting the new organizational model, enhancing leadership effectiveness, governance efficiency, and service quality for the people.
