I believe this election holds a very special significance. It is not merely a political-legal event in a cycle but a milestone paving the way for a new development phase of the country after the 14th National Party Congress.
On March 15, 2026, voters nationwide elect deputies for the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term. The choice is not just about selecting individuals for a new term but, more profoundly, choosing a representative team capable of transforming development aspirations into institutions, policies, and concrete actions.
Central agencies emphasize that this is a broad political activity, an occasion for the people to directly exercise their sovereignty and select individuals who are exemplary in quality, capability, and reputation.

As the country enters a new development phase with high demands for perfecting the rule of law, accelerating digital transformation, deep international integration, and enhancing national governance quality, the people's representative apparatus must also be perfected in a more substantive, professional, and life-connected manner.
The 14th National Party Congress has established a new development spirit, emphasizing innovation in thinking, governance, and development creation, strongly awakening the will to rise among the entire nation.
Therefore, this election can be seen as a pivotal step to create a team of deputies with sufficient vision, courage, and capability to accompany the country on its new journey. In short, this is an election of trust, but it is also an election of historical responsibility.
From the practical activities of the National Assembly in the past term, how do you evaluate the changes in the quality of National Assembly deputies' activities?
Looking back at the past term, I believe the quality of National Assembly deputies' activities has shown very clear changes towards becoming more substantive, professional, and closer to the people.
Today's National Assembly deputies are no longer evaluated merely by the number of speeches in the hall but by their commitment to pursuing issues to the end, their ability to truthfully reflect voters' sentiments, their courage in policy debates, and their effectiveness in overseeing areas of public concern.
Along with the National Assembly's renewal process, the individual role of each deputy is increasingly placed in a more important position: Not only participating in the National Assembly's activities but truly acting as a bridge between real-life and national decision-making. Therefore, societal expectations for deputies are higher, creating positive pressure for deputies to continuously improve their activity quality.

I believe an important shift is that the preparation of personnel and the selection of deputies are increasingly conducted more methodically and rigorously, linking structural requirements with substantive quality.
This reflects a clearer understanding that for the National Assembly to be strong, its deputies must first be strong.
In recent years, activities such as questioning, thematic supervision, discussions on law projects, and deputies' involvement in major national issues all show signs of a more dynamic and responsible parliament.
Of course, there are still requirements that need further improvement, especially in-depth policy expertise, critical skills, and the ability to use data and technology in parliamentary activities.
But overall, the trend is positive: National Assembly deputies are increasingly demanded to perform better, gradually meeting the representative, legislative, and supervisory roles in a rapidly developing and more complex society.
Deputies who dare to think, speak, and take responsibility
Voters today have increasingly high expectations of elected representatives, not only in terms of professional competence but also in terms of courage, responsibility, and the ability to reflect the people's voice. According to you, what prominent standards and qualities should new National Assembly deputies possess to meet these expectations?
New National Assembly deputies must first be individuals with firm political courage, transparent public ethics, and a genuine spirit of serving the people.
In a period where the country faces many great opportunities but also numerous new challenges, deputies cannot merely "participate" in parliament but must be individuals who dare to think, speak, take responsibility, defend what is right, and pursue the issues entrusted by voters to the end.
Today's voters not only expect representatives to speak well but also to truly understand life, feel the pressures of the people, and have the ability to turn that voice into proposals, policies, and concrete changes. Therefore, the first factor is still sincerity with the people, responsibility to the nation, and the self-respect of the deputy before the trust voters place in them.

Besides, in the new phase, deputies need to possess very modern capabilities. These include policy thinking, the ability to understand the international context, grasping major trends like digital transformation, green economy, innovation, non-traditional security, and especially the ability to dialogue and critique in a constructive spirit. A good deputy must have both professional depth and a development vision, along with social connectivity skills.
I think the model deputy for the new term must be a combination of heart, vision, and talent: Having the heart to stay close to the people; the vision to not be confused by major issues; and the talent to turn development aspirations into effective parliamentary actions. This is also how the 16th National Assembly can meet the increasing expectations of the people in a pivotal phase of the country.
In the context of digital transformation, deep integration, and the demand for modern national governance, how do you think the next National Assembly should continue to innovate its operational methods to enhance legislative and supervisory effectiveness?
The demand for innovation for the next National Assembly is very high, as the country is moving faster, the world is changing more rapidly, while people's expectations for institutional quality and governance effectiveness are increasing. Therefore, the 16th National Assembly needs to continue strong innovation from thinking to operational methods. First, in legislative work, there should be a strong shift from "management" thinking to "development creation" thinking.

Laws must lead the way, creating a corridor for innovation, digital economy, digital society, and international integration, while ensuring human rights, citizen rights, and national interests.
A modern legal system is not only technically tight but also sensitive to reality and capable of forecasting. This requires the National Assembly to legislate based on better data, broader consultation, deeper expert listening, and faster policy responses to emerging issues.
In terms of supervision, there needs to be a new level of substantive quality. Supervision should not stop at hearing reports and pointing out shortcomings but must be linked to monitoring the implementation of commitments, evaluating outcomes, measuring policy impacts, and identifying specific responsibilities.
In the context of digital transformation, the National Assembly should also leverage technology, digital data, interactive platforms, and modern working methods to bridge the gap between parliament and life.
A modern National Assembly is one that operates professionally, transparently, digitized, and capable of quick policy responses while ensuring quality.

A National Assembly of action, reform, and development aspirations
Looking ahead, what do you expect from the 16th National Assembly and the new deputies to ensure the National Assembly truly becomes an increasingly professional, modern democratic institution, meeting the country's development needs in the new development era?
My greatest expectation for the 16th National Assembly is that it will become a National Assembly of action, reform, and development aspirations. We are entering a phase where the country not only needs growth but needs rapid and sustainable development; not only requires material resources but also institutional strength, governance quality, and social trust.
In this context, the National Assembly must truly be a representative democratic institution, where the will of the people, the intellect of the nation, and the spirit of the era's renewal converge.
I hope the 16th National Assembly will continue to enhance legislative quality, better fulfill the supreme supervisory function, make sound decisions on critical national issues, and clearly affirm its role in creating institutions for development.
With the new deputies, I hope each one will truly carry two things: A heart connected to the people and a vision broad enough to accompany the country in the "era of rising".
