Deputy FM Le Anh Tuan praises comprehensive achievements of the Service Department for Diplomatic Corps

WVR - On the morning of July 16, in Hanoi, the Service Department for Diplomatic Corps held a mid-year review conference for the first half of 2026 and outlined the work directions for the remainder of the year. Deputy Minister of Foreign Affairs Le Anh Tuan attended and delivered a directive speech.

In the first half of 2026, the Service Department for Diplomatic Corps maintained positive growth across various fields, surpassing financial targets ahead of schedule, while also accelerating digital transformation, refining institutional frameworks, and enhancing management efficiency to support foreign affairs.

Additionally, the Department continued to strengthen security, safety, anti-terrorism, and fire prevention measures; advanced administrative reforms and digital transformation by completing a new internal network system, implementing paperless meeting rooms, biometric timekeeping, electronic document management, and digital signatures.

The report also highlighted challenges such as mechanisms and policies not keeping pace with practical demands; limited coordination in managing foreign labour and press activities in certain localities; and delays in the new headquarters project of the Ministry of Foreign Affairs, along with investment and land procedures facing numerous obstacles.

In the latter half of the year, the Department will focus on completing mechanisms, policies, and legal documents, particularly the Decree replacing Decree No. 152/2020/ND-CP; finalizing circulars on economic-technical norms; accelerating real estate management projects; and completing the Ministry of Foreign Affairs' external information scheme and related public service documents in the fields of information and culture.

Furthermore, the unit will continue to consolidate its organizational structure, enhance human resource quality, promote digital transformation, strengthen cybersecurity, and improve management efficiency to meet the demands of foreign affairs activities in the new phase.

In his directive speech at the conference, Deputy Minister of Foreign Affairs Le Anh Tuan acknowledged and commended the comprehensive achievements of the Service Department for Diplomatic Corps amid a big workload, numerous emerging tasks, and increasing demands.

According to the Deputy Minister, the results achieved are clearly reflected in the targets and figures in the report, demonstrating the proactive spirit, responsibility, and efforts of the leadership and all officials, civil servants, and employees of the Department.

Particularly, the Deputy Minister highly appreciated the work on drafting the Decree replacing Decree No. 152/2020/ND-CP regarding the management of Vietnamese labour working in foreign organizations and international organizations.

This has been a key task of the Department recently, with many new contents and high demands on policy and law. However, thanks to an appropriate approach, the Department's proactivity, and close coordination with relevant ministries and sectors, the draft Decree has been basically completed and received high consensus.

The Deputy Minister emphasized that these results reflect the solidarity, responsibility, and determination of the entire Department, and urged the unit to continue leveraging these achievements to successfully complete upcoming tasks.

Regarding the work directions for the latter half of the year, the Deputy Minister urged the Department not only to focus on completing immediate tasks but also to proactively review the whole work program established from the beginning of the year to promptly update, adjust, and supplement in line with new requirements.

The Deputy Minister also requested the Department to regularly align with the Party's guidelines, the Politburo's resolutions, especially Resolution No. 06, and legal regulations during task implementation.

According to the Deputy Minister, thoroughly understanding the guidelines and policies should be uniformly implemented throughout the Party Committee and affiliated branches, ensuring that all activities of the unit always align with the Party and State's directions.

Additionally, the Deputy Minister urged the Department to review the functions and tasks of each unit, evaluate operational effectiveness, and comprehensively assess the team of officials, civil servants, and employees based on actual task requirements.

Job assignments should be linked with performance evaluation based on Key Performance Indicators (KPIs), similar to the Ministry's implementation for units and leaders at all levels, to enhance management efficiency and task execution quality.

Another key task emphasized by the Deputy Minister is to promote digital transformation in managing finance, assets, and labour in a transparent manner, linked with evaluating each individual's work performance monthly, quarterly, and annually.

This will contribute to enhancing the management efficiency and use of public assets and resources allocated by the State, while also increasing transparency and accountability in the unit's operations.

Concluding his speech, Deputy Minister Le Anh Tuan affirmed that the mid-year review conference holds significant importance amid the growing demands and tasks of the Service Department for Diplomatic Corps. The Deputy Minister expressed confidence that the Department would continue to uphold its spirit of solidarity, responsibility, innovation, and determination, successfully accomplishing its tasks for the remainder of 2026 and achieving its objectives in the years ahead.
