Nam A Bank proposes three solutions to accelerate Ho Chi Minh City’s green transition

On the sidelines of the Ho Chi Minh City Friendship Dialogue 2026 (FD 2026), Nam A Bank Deputy General Director Ha Huy Cuong spoke to The World and Vietnam Report about the role of financial resources in advancing the green transition, particularly in logistics, seaports and transport.

The bank representative also proposed a number of mechanisms to connect businesses with domestic and international sources of green finance, thereby providing further impetus for green transition projects.

According to Nam A Bank Deputy General Director Ha Huy Cuong, Ho Chi Minh City could consider establishing a one-stop green finance mechanism to serve as a focal point connecting the financing needs of domestic businesses and projects with international green finance sources.

While substantial green finance resources are available globally, Vietnamese businesses continue to face various barriers, including those related to mechanisms, policies, language and procedures, when seeking access to such funding.

Nam A Bank has proposed that the city work with relevant departments, agencies and financial institutions to establish a unified connection process, enabling businesses to gain more direct and convenient access to green finance.

At the same time, Ho Chi Minh City could establish a working group involving banks and financial institutions to study and develop standards for the issuance of municipal green bonds.

According to Mr. Ha Huy Cuong, funds raised through green bonds could be channelled into projects in energy, transport, seaports and environmental protection, helping the city take a more proactive approach to financing its transition.

In addition, a guarantee mechanism for businesses undergoing green transition should be considered, drawing on domestic resources and those of financial institutions.

The Nam A Bank representative noted that the green transition often requires substantial time and investment, placing considerable financial pressure on businesses.

An appropriate guarantee mechanism could enable banks to extend investment periods, spread costs over time and offer more suitable interest rates, thereby encouraging businesses to undertake green transition projects with greater confidence.

Bringing green finance to concrete projects

Sharing details of Nam A Bank’s practical activities, Deputy General Director Ha Huy Cuong said the bank’s strategic orientation is built around two pillars: digital and green.

Over recent years, the bank has allocated resources to green finance across a range of sectors, including renewable energy, smart transport, logistics and seaports.

In logistics and seaports, Nam A Bank is working with a number of businesses, including QTM and Thiet Ke Moi Company.

Thiet Ke Moi Company has developed a cold storage facility with a total investment of nearly US$100 million, while QTM Port is preparing to implement a project with an estimated total investment of US$300-400 million.

Over the past two years, Nam A Bank has also organised green finance conferences to connect funding sources with practical investment needs.

According to figures provided by the bank’s representative, the bank has attracted more than US$500 million in funding for this area and expects to disburse more than US$120 million to green projects in 2026.

Beyond financing, Nam A Bank is connecting businesses with technical consulting firms to help them develop their projects and meet requirements for accessing green finance.

Mr. Ha Huy Cuong also said the bank is working with several financial institutions to develop support packages for businesses undergoing green transition, with companies achieving a higher level of transition potentially gaining access to more preferential interest rates.

According to the Nam A Bank Deputy General Director, this approach aims to channel green finance from available market resources into concrete projects, particularly in capital-intensive sectors such as logistics and seaports, thereby contributing to Ho Chi Minh City’s green transition.
