On the afternoon of September 20, National Assembly Chairman Tran Thanh Man and his spouse, along with the high-level Vietnamese delegation, returned to Hanoi, successfully concluding their visit to the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-46) and official visit to Malaysia.

On this occasion, Deputy Foreign Minister Le Anh Tuan spoke to the press about the outstanding results of the visit and the direction for implementing these results in the future.

Deputy Minister, could you share the key outcomes of the National Assembly Chairman's visit to AIPA-46 and the official visit to Malaysia?

Building on the excellent results from previous high-level exchanges between the two countries, from September 16-20, National Assembly Chairman Tran Thanh Man and his spouse, along with the high-level Vietnamese delegation, paid an official visit to Malaysia and attended the AIPA-46 General Assembly in Kuala Lumpur, Malaysia, at the invitation of the Malaysian Parliament leaders.

With the spirit of "active participation, substantial contribution, and outstanding imprint," the visit by National Assembly Chairman Tran Thanh Man was a resounding success, achieving the set goals and leaving an imprint in all aspects, thereby strongly affirming Vietnam's role, commitment, responsibility, and proactive stance towards AIPA cooperation in particular and ASEAN in general.

On a bilateral level, the visit demonstrated the high political determination of both countries to implement the Comprehensive Strategic Partnership established during General Secretary To Lam's official visit to Malaysia in November 2024, including making parliamentary cooperation increasingly effective and substantive.

Through the visit, the two sides deepened their political and comprehensive relations in various fields, especially as Malaysia assumes the role of ASEAN Chair in 2025.

Vietnam wishes to work with Malaysia and other ASEAN countries to build a "Sustainable and Inclusive" ASEAN Community, united and strong, reinforcing ASEAN's central role in the regional structure. Vietnam is moved and proud that in all meetings and interactions, Malaysian leaders always express respect for President Ho Chi Minh and admiration for the Vietnamese people's spirit of independence and self-reliance.

National Assembly Chairman Tran Thanh Man held important talks with the President of the Malaysian Senate and the Speaker of the House of Representatives, met with the Malaysian Prime Minister, engaged with the Vietnamese community in Malaysia, and achieved substantial results that align with the aspirations of both countries, contributing to peace, stability, cooperation, and development in the region.

The leaders of the two countries reached strategic agreements, particularly in economics, trade, and investment, striving to surpass the bilateral trade turnover target of 18 billion USD; facilitating economic cooperation and addressing legal obstacles to boost Malaysian business investment in Vietnam, promoting cooperation in renewable energy, clean energy, oil and gas, science and technology, digital transformation, innovation, Artificial Intelligence (AI), Halal industry, as well as actively participating in ASEAN Power Grid projects; continuing to enhance understanding and connectivity between the peoples of the two countries through cultural, tourism, and people-to-people exchanges, especially among the youth.

Parliamentary cooperation was a key focus during the visit. Both sides agreed to enhance high-level exchanges, committee-level exchanges, female parliamentarian exchanges, and young parliamentarian exchanges; share information and experiences in building and perfecting appropriate legal frameworks, facilitating the implementation of new cooperation areas within the newly established Comprehensive Strategic Partnership; strengthen oversight cooperation to effectively implement international treaties and cooperation agreements signed between the two governments. Both sides will continue to closely coordinate and support each other at multilateral forums such as AIPA, the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF)..., contributing to maintaining peace, stability, and development in the region and the world.

On a multilateral level, the participation of the National Assembly Chairman in AIPA-46 is highly significant as Vietnam marks 30 years of joining ASEAN and participating in AIPA (1995-2025), especially as ASEAN prepares to enter a new phase of building the ASEAN Community with the ASEAN Community Vision 2045.

In the context of rapid and complex global and regional changes, AIPA and its member parliaments emphasize the determination to continue strengthening solidarity, friendship, trust, and cooperation, enhancing economic integration, connectivity among member countries and with partners, and regions, for peace, stability, and development.

Together with the heads of delegations from AIPA member parliaments, National Assembly Chairman Tran Thanh Man and Vietnamese parliamentarians actively participated in discussions under the overarching theme "Parliament at the Forefront for an Inclusive and Sustainable ASEAN Growth," affirming that member parliaments will accompany and actively participate with the governments of their countries, realizing high-level commitments and AIPA resolutions into concrete actions and achieving practical results, ensuring alignment between ASEAN's common cooperation strategies and plans with national development programs and goals, promoting economic, trade, science and technology cooperation, innovation, climate change response, and disaster management...

National Assembly Chairman Tran Thanh Man and the Vietnamese delegation also made significant contributions in discussions, dialogues with representatives of observer parliaments, and discussions on resolutions in committees, women's parliamentary groups, and young parliamentarians.

The AIPA-46 General Assembly adopted resolutions proposed and co-sponsored by Vietnam to promote cooperation in priority areas such as the digital economy, digital transformation, cybersecurity, enhancing intra-regional trade, improving cooperation effectiveness with partners, and leveraging parliamentary diplomacy to maintain peace and stability in the region.

Notably, the group of resolutions adopted, including those on enhancing the role of youth in digital transformation, developing digital human resources, effectively leveraging the digital economy, combating cybercrime... will help strengthen the "digital ecosystem," aligning with ASEAN's common development requirements and Vietnam's current priorities.

Within the framework of AIPA-46, National Assembly Chairman Tran Thanh Man also held meetings with the heads of parliamentary delegations from Laos, Cambodia, and Timor Leste, agreeing on new cooperation directions in political-diplomatic, economic-trade-investment, science-technology, clean energy, telecommunications, and people-to-people exchanges, contributing to promoting Vietnam's relations with partners in a substantive, effective, and in-depth manner.

Additionally, Vice Chairman of the National Assembly Le Minh Hoan, Deputy Prime Minister Tran Hong Ha, and leaders of specialized committees of the National Assembly engaged in a variety of activities, holding meetings with heads of parliamentary delegations from partner countries to extensively discuss bilateral and parliamentary cooperation.

Deputy Minister, could you share the directions for implementing the results achieved in meetings with Malaysian leaders and the AIPA-46 General Assembly?

The positive outcomes of the visit have opened opportunities to further promote and deepen cooperation between Vietnam and Malaysia in various fields, commensurate with the newly established Comprehensive Strategic Partnership.

In the coming time, relevant ministries, sectors, and localities of both sides will complete and implement the Action Program for the 2025-2030 period, one of the important frameworks to realize commitments and deepen multifaceted cooperation between the two countries.

Firstly, both sides will continue to promote high-level exchanges and across all channels of the Party, Government, State, National Assembly, and people-to-people exchanges to enhance mutual understanding and trust; maximize and improve the effectiveness of existing cooperation mechanisms.

Regarding cooperation between the two parliaments, both sides will enhance high-level exchanges, committee-level exchanges, female parliamentarian exchanges, and young parliamentarian exchanges; share information and experiences in building and perfecting appropriate legal frameworks, facilitating the implementation of new cooperation areas within the newly established Comprehensive Strategic Partnership; strengthen oversight cooperation to effectively implement international treaties and cooperation agreements signed between the two governments.

Secondly, economic cooperation continues to be a highlight in bilateral relations. Vietnamese ministries, agencies, and localities will proactively work with Malaysian partners to focus on promoting and supporting the participation of businesses from both countries to expand trade relations, direct investment, and soon surpass the trade turnover target of 18 billion USD and aim for higher goals.

Both sides agreed to prioritize promoting areas such as oil and gas, energy, high technology, digital transformation, fisheries, and the Halal industry; particularly encouraging cooperation between the Vietnam National Oil and Gas Group (PetroVietnam) and the Malaysian National Oil and Gas Group (Petronas) to develop bilateral and trilateral energy projects and participate in ASEAN Power Grid projects.

Thirdly, in the socio-cultural field, the two countries will enhance people-to-people exchanges, expand educational cooperation programs, vocational training, especially high-quality human resources, further promote tourism, and provide more scholarships for Vietnamese students to study in Malaysia. Both sides agreed on the need to enhance education, promote youth exchanges and cooperation to create a deep connection between the peoples of the two countries.

Along with that, the Party and State will continue to pay attention to the sentiments, aspirations, and wishes of the Vietnamese community living, studying, and working in Malaysia to ensure a healthy, stable development of the community, contributing positively to the relationship and sustainable development of both nations.

Fourthly, Vietnam will continue to support Malaysia's themes and priorities as ASEAN Chair in 2025, closely cooperate and coordinate positions on international and regional issues of mutual concern, promote building a strong, united ASEAN Community and maintain its central role in the region; strive to promote peace, stability, cooperation, and prosperity in the region and the world.

Regarding AIPA-46, according to the AIPA Secretariat's assessment, the implementation rate of resolutions from AIPA General Assemblies is high, often over 90%. This reflects the practicality of the resolutions, the determination, and responsibility of member parliaments in implementation. Recently, Vietnam has proactively proposed many resolutions, demonstrating the role and responsibility of the Vietnamese National Assembly.

In the future, the National Assembly, ministries, and sectors need to immediately embark on effectively and responsibly implementing the resolutions adopted at the AIPA-46 General Assembly, continuing to turn resolutions into policies that benefit the people and businesses, contributing to the realization of the ASEAN Community Vision 2045 and strategic plans to build a dynamic, innovative, resilient, inclusive, and sustainable ASEAN Community.
