Ministry of Foreign Affairs holds policy consultation conference on Draft Law on International Agreements (Amendment)

WVR - On the morning of January 27, in Hanoi, the Ministry of Foreign Affairs, in collaboration with the National Assembly's Committee on Defense, Security, and Foreign Affairs, organized a policy consultation conference on the draft Law on International Agreements (Amendment). The conference was held in a hybrid format, with the participation of National Assembly delegates, representatives from the Ethnic Council, various National Assembly committees, ministries, governmental agencies, political-social organizations, and over 30 central provinces and cities.

In his opening speech, Deputy Minister of Foreign Affairs Le Anh Tuan affirmed that the 2020 Law on International Agreements has provided an important and unified legal foundation for the signing of international agreements by agencies and organizations within the political system.

Over the five years of implementing the Law, 1,500 international agreements have been signed across most areas of international cooperation, effectively contributing to expanding cooperative relations and leveraging external resources for national development. To further refine the legal framework for signing international agreements and implement the resolutions of the 14th National Party Congress, institutionalize the Party's policies on foreign affairs, and improve the institutional framework, the Ministry of Foreign Affairs proposes a comprehensive amendment to the Law on International Agreements.

The draft Law on International Agreements (Amendment) focuses on three policies: refining the scope, subjects of regulation, and entities signing international agreements; simplifying the procedures for signing, enhancing decentralization and delegation, and applying science and technology in the signing and implementation processes; and improving the effectiveness of implementing international agreements and state management of international agreements.

In policy discussions, National Assembly delegate Tran Viet Anh, a dedicated member of the Committee on Defense, Security, and Foreign Affairs, expressed strong agreement on the necessity of a comprehensive amendment and supplementation of the Law on International Agreements. This aims to institutionalize the policies of the 14th Party Congress, the Politburo's Resolution No. 59-NQ/TW on international integration in the new context, the Secretariat's Directive No. 56-CT/TW on strengthening the Party's leadership in signing and implementing international commitments, and the laws and resolutions recently passed by the National Assembly at the 10th session.

In the discussions, representatives from the Ministry of Justice, Ministry of Public Security, People's Committee of Ho Chi Minh City, Quang Ninh Province, the Vietnam Union of Friendship Organizations, the Ho Chi Minh National Academy of Politics, and several related ministries and sectors agreed with the comprehensive amendment direction of the Law on International Agreements. They highlighted a fundamental shift in management thinking regarding the signing of international agreements. Many emphasized the need to simplify the signing process and procedures, maximize decentralization and delegation, and suggested the early establishment of a database on international agreements to support monitoring, urging, and implementation.

The opinions affirmed that the Law should encompass and provide a legal framework for international cooperation activities of all entities, ensuring unified management of foreign affairs activities while creating a proactive and accountable mechanism for signing agencies and enhancing predictability in the rapidly evolving field of foreign affairs.

In concluding the conference, Deputy Minister Le Anh Tuan expressed appreciation for the heartfelt and responsible contributions from National Assembly delegates, representatives from ministries, sectors, agencies, and localities. The Ministry of Foreign Affairs will seriously study and maximally incorporate these opinions to refine the policies, thereby creating a transparent and effective legal corridor for the signing and implementation of international agreements, contributing to the successful fulfillment of key and regular foreign affairs and international integration tasks assigned at the 14th Party Congress.
