Hanoi Police deploys plan to ensure absolute security for the 14th National Party Congress
WVR - On January 12, Hanoi Police organized a conference to thoroughly disseminate and implement the comprehensive plan for deploying forces to ensure security and order for the 14th National Party Congress.

In his opening speech at the conference, Colonel Nguyen Tien Dat, Deputy Director of Hanoi Police, emphasized: Ensuring absolute safety for the 14th Party Congress is a central political task of special importance, requiring all officers and soldiers of the Capital Police to fully embody the spirit of “proactiveness, discipline, responsibility, efficiency”, and to avoid any passivity or surprises in any situation, no matter how small.
Presenting the comprehensive plan for deploying forces to ensure security and order for the 14th Party Congress, Lieutenant Colonel Bui Nhat Quang, Head of the Advisory Department of Hanoi Police, stated that the plan was meticulously, methodically, and scientifically constructed, closely following the directives of the Ministry of Public Security, the City Party Committee, and the Hanoi People's Committee; it is also based on a realistic assessment of the situation in the capital.
The plan clearly outlines the requirement to cover all areas, assigning specific and clear tasks to each unit and force; maximizing the mobilization of officers, soldiers, and modern technical equipment, with the highest goal of ensuring absolute security and safety before, during, and after the Congress.
At the conference, representatives from the Command Board of functional departments reported and clarified the implementation of tasks according to the comprehensive plan. Discussions focused on key tasks such as ensuring traffic order and safety; proactively preventing and combating various types of crime and legal violations; enhancing residency management, especially for foreigners; fire safety; and protecting security and safety in cyberspace.
The units emphasized the need to proactively “green” positive information, promptly detect, prevent, and resolutely handle acts that exploit technology and artificial intelligence to distort, sabotage the Party and State, causing public confusion.
The conference agreed on the requirement for units to implement tasks with the principle of “clear people, clear tasks, clear responsibilities, clear time, clear accountability”; ensuring the highest level of security and safety without affecting the normal life and travel of the people.
Strengthening coordination and close cooperation between forces within and outside the police sector, promptly handling arising situations, preventing the formation of “hot spots” regarding security and order.

Concluding the conference, Lieutenant General Nguyen Thanh Tung praised the responsibility and proactiveness of the units in planning, preparing forces, and equipment.
The Director of Hanoi Police emphasized that the overarching requirement in ensuring security and order for the 14th Party Congress is to maintain stability, strictly adhering to the principle of “normal on the outside, tight on the inside”; ensuring smooth traffic flow without widespread road closures, thereby contributing to building the image of Hanoi as a safe, civilized, and friendly capital in the eyes of domestic and international friends.
Lieutenant General Nguyen Thanh Tung instructed units to synchronously operate professional measures, strengthening early, remote, and grassroots-level situation awareness, including in cyberspace; Deputy Directors of Hanoi Police are to directly oversee their assigned areas and fields, promptly resolving issues from the grassroots level, preventing complex situations from arising.
Emphasizing this as a particularly important time for national security assurance, Lieutenant General Nguyễn Thanh Tùng urged the entire Capital Police force to leverage experiences from protecting major political events, especially the A80 event, which was recognized and praised by Party and State leaders; from there, to flexibly, creatively, and synchronously apply measures, proactively prevent, deter, and strictly handle violations, ensuring no mistakes occur.
Immediately after the conference, Lieutenant General Nguyen Thanh Tung requested units to urgently organize the dissemination and implementation of the comprehensive plan to all officers and soldiers; achieving high consensus in awareness and action, upholding the spirit of responsibility, and determination to excellently complete the task of ensuring absolute security and safety for the 14th National Party Congress, for the political stability and peace of the capital and the entire country.
