The notice stated that on November 24, at the headquarters of the Party Central Committee, the General Secretary held a meeting with the Party Committee of the Ministry of Health, central and local agencies (including Central Party Committee members: Pham Gia Tuc, Chief of the Office of the Party Central Committee; Nguyen Dac Vinh, Chairman of the National Assembly's Committee for Culture and Society; Dao Hong Lan, Minister of Health; Lam Thi Phuong Thanh, Permanent Deputy Chief of Office; Party Committees of the Ministries of Health, Education and Training, Finance, Home Affairs; Party Committee of the Vietnam Fatherland Front, central mass organizations; Hanoi Party Committee; Vietnam Association for the Protection of Children's Rights; Office of the Party Central Committee) on the work of caring for and protecting children in especially difficult circumstances. After hearing the report from the Party Committee of the Ministry of Health and opinions from related agencies, the General Secretary concluded as follows:
Children in special circumstances are those who suffer many disadvantages, especially in terms of living conditions, nutrition, education, and healthcare.
Caring for children in special circumstances not only heals current misfortunes but also represents care for the future and sustainable development of the country, reflecting the humane and superior nature of the socialist regime.
To accomplish this, party committees, organizations, authorities, and unions at all levels are required to focus on implementing several tasks and solutions:
1. Minimize the number of newly abandoned children: This is the most humane and fundamental priority in the care and protection of children in special circumstances.
Solutions are needed for psychological and legal counseling, reproductive health care, and socio-economic support for high-risk groups such as women with unintended pregnancies, single mothers, broken families, or migrant workers facing life difficulties; build a network of social collaborators with the participation of political-social organizations, especially women's unions and youth unions, to closely monitor the situation in residential areas.
At the same time, grassroots party committees and authorities must pay close attention to the lives of the people, closely monitor those in difficult circumstances in the area to provide timely support, considering this a direct political responsibility of their level and organization.
2. Ensure all abandoned children are safely and promptly received and cared for. The place of discovery (hospital, residential area, police, authorities) is responsible; specific, serious, and synchronized procedures and regulations must be implemented in initial healthcare, health screening, handover, reception, and legal documentation as per regulations.

Absolutely no shirking of responsibility, causing delays, affecting the safety and lives of the children. If there are cases of missed abandoned children, children being abused or exploited, related organizations and individuals must be seriously reviewed and handled.
3. Innovate the model of caring for children in special circumstances, enhancing the capacity of existing social protection facilities.
Unify the goal of gradually shifting from centralized care models for children in special circumstances to family-community care models, in the direction of small homes - small groups, so that each group of children is associated with a stable caregiver, creating a family-like environment, suitable for children's psychology and progressive global trends.
Attention should be paid to upgrading and strengthening existing social protection facilities in terms of infrastructure, equipment, social work personnel, nurturing standards, and prevention of violence and abuse.
Overcome the situation of formal activities, degradation, or lack of responsibility. At the same time, review and balance resources to develop new facilities in localities with high demand such as major cities and concentrated industrial zones; complete transparent socialization mechanisms to mobilize resources outside the budget to participate in the care and protection of children in special circumstances.
4. Regarding the assignment of tasks to related agencies:
Assign the Government Party Committee:
- Direct the Party Committee of the Ministry of Health to lead the construction and completion of an interconnected process from discovery-reception-initial care for abandoned children, ensuring all abandoned children are supported from the start and managed in connection with the population database.
- Direct the Party Committee of the Ministry of Education and Training to lead the development of educational programs and integration support for children by age group; ensure all children attend school fully, without discrimination.
Assign the Central Public Security Party Committee to lead, coordinate with the Party Committee of the Ministry of Justice, and People's Committees of provinces and cities to direct grassroots authorities to fully implement legal procedures so that children in special circumstances enjoy full welfare, education, and healthcare policies; closely monitor and prevent child abuse and exploitation.
Assign the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead and direct political-social organizations to strongly promote their core role in mobilizing the entire population to care for and sponsor abandoned children; expand proven effective models such as: "foster mother", "peaceful home", "reliable address", "for beloved juniors", "police foster child", "border guard foster child"... strongly mobilizing people's strength and social resources in caring for abandoned children.
Assign the National Assembly Party Committee to direct relevant agencies to review and complete legal regulations related to children in special circumstances in accordance with the Party's policies.
Local party committees and authorities at all levels, especially in Hanoi, Ho Chi Minh City, and major urban areas, must lead in transforming the care model for children in special circumstances; at the same time, enhance the capacity of social protection facilities, preventing overload, omission of children, or neglect of responsibility.
The Office of the Party Central Committee will coordinate monitoring, urging, reporting, and promptly advising on solutions to overcome arising difficulties during implementation.
