Attending the conference were Politburo members: President Luong Cuong; Permanent Secretary of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Standing Deputy Prime Minister Nguyen Hoa Binh; Minister of National Defense, General Phan Van Giang; Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, General Nguyen Trong Nghia; Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; and other leaders: Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet; Member of the Party Central Committee, Chairman of the Central Inspection Commission Tran Sy Thanh; Party and State leaders, leaders of provincial and municipal Party committees, and Party organizations under the Central Committee.
The conference observed a minute of silence for those who lost their lives due to natural disasters and typhoons and collected donations to support the people of provinces heavily affected by typhoons to quickly recover and stabilize their lives.

Contributing to upholding discipline and order throughout the Party
The report on the results of inspection, supervision, and discipline enforcement during the 13th National Party Congress term presented at the conference showed that Party committees, organizations, and inspection commissions at all levels have led, organized, studied, and implemented the resolutions of the 13th Party Congress and the resolutions of Party congresses at all levels.
The Party Central Committee's Inspection Commission has focused on researching, building, and advising the Central Committee, Politburo, and Secretariat to issue 44 important regulations, programs, and guidelines on inspection, supervision, and discipline enforcement.
The Inspection Commission has actively directed Party committees and inspection commissions at local levels to engage positively and decisively, effectively coordinating with functional agencies to inspect and promptly, strictly handle Party organizations and members violating in complex cases of public concern; actively participating in the preparation for the 14th National Party Congress according to assigned functions and tasks; enhancing regular supervision, building, and elevating the cadre and civil servant team, and promoting comprehensive digital transformation in the Party Inspection sector.
Regarding the results of task implementation, inspection, supervision, and Party discipline, the Politburo, Secretariat, and Party Committees at all levels inspected 232,401 Party organizations and 1,284,298 Party members, including 289,101 committee members at all levels, with the Politburo and Secretariat establishing 60 inspection teams led by Politburo members and Secretariat members to inspect 172 Party organizations.

Party committees at all levels inspected 852 Party organizations and 5,422 Party members showing signs of violations, including 1,947 committee members. The inspection concluded that 545 Party organizations and 4,213 Party members had violations and shortcomings; 231 Party organizations and 2,885 Party members were disciplined; 155 Party organizations and 2,615 Party members have been disciplined.
Inspection commissions at all levels inspected 13,612 Party organizations and 38,378 Party members showing signs of violations. They also supervised asset and income declarations of 11,172 Party members.
Through inspection and supervision, 830 Party members were found to have violations and shortcomings. The Central Inspection Commission inspected and supervised 145 officials under the management of the Politburo and Secretariat, disciplining 10 Party members.
Party committees and branches at all levels supervised 176,229 Party organizations and 596,688 Party members on specific topics. Inspection commissions at all levels supervised 123,906 Party organizations and 174,472 Party members on specific topics.

Party committees, organizations, and inspection commissions at all levels must enhance inspection and supervision with high determination and great effort to contribute to the successful implementation of the 14th Party Congress Resolution.
After hearing the summary report and many heartfelt, responsible speeches that clarified and proposed many profound and practical contents, General Secretary To Lam, in his directive speech, requested the Conference Organizing Committee to study and fully absorb the opinions, supplement and complete the reports to submit to the Politburo, Secretariat, and Central Committee as prescribed.
General Secretary To Lam emphasized that the 13th National Party Congress term took place in a context where international, regional, and domestic situations had rapid and complex developments with many unprecedented issues, posing significant difficulties and challenges.
However, this was also a period when our Party demonstrated resilient courage, unity, and calmness to resolve risks and challenges, leading the country through “stormy seas” to achieve many important results, striving and expected to achieve, even surpass, many fundamental targets of the 13th Party Congress term.
Many breakthrough strategic policies have been and are being implemented, opening up a transformative landscape in the country's development process.
The General Secretary affirmed that looking back from the beginning of the term until now, a very profound lesson is that in difficult times, we must excel in Party building and rectification work.
During the 13th National Party Congress term, Party building and rectification work continued to be vigorously and comprehensively implemented, with many innovations, contributing to enhancing the Party's leadership, ruling capacity, and combativeness, consolidating people's trust in the regime.
In this overall achievement, the results of Party inspection, supervision, and discipline enforcement have made a very important contribution. Party committees and inspection commissions at all levels have made great efforts, decisively and creatively implementing comprehensive work programs and plans, completing a very large workload.
On behalf of the Politburo and Secretariat, the General Secretary warmly commended and highly appreciated the achievements and results of Party inspection, supervision, and discipline enforcement in 2025 and the entire 13th Party Congress term.
Frankly acknowledging that there are still many limitations to overcome, the General Secretary pointed out: Some Party committees have not paid adequate attention to inspection and supervision work; self-inspection and supervision have not been well implemented; regular supervision is still weak, with repeated violations over long periods not being promptly detected; the capacity of some inspection staff has not kept up with new requirements; follow-up and urging after inspections are sometimes lacking decisiveness, with many violations pointed out but slowly addressed…
The General Secretary demands that these issues be promptly addressed to further enhance the effectiveness of Party inspection, supervision, and discipline work, meeting the task requirements in the new phase.
Enhancing the quality and effectiveness of inspection and supervision from each party cell
To enhance the quality and effectiveness of Party inspection, supervision, and discipline enforcement in the upcoming term, the General Secretary urged Party committees, organizations, and inspection commissions at all levels to continue to deeply grasp and strictly implement the Party's regulations on inspection and supervision, especially newly issued regulations, as well as directives from the Politburo and Secretariat.

Strengthen leadership, direction, and guidance to enhance the quality, effectiveness, and efficiency of inspection and supervision work of Party committees at all levels, especially at the grassroots level. Enhance the quality and effectiveness of inspection and supervision from each Party cell.
Assign the Central Inspection Commission to advise on summarizing the implementation of the Central Resolution 5 (10th term) on strengthening the Party's inspection and supervision work; propose the Central Committee to issue a new resolution to comprehensively lead this work immediately after the 14th Party Congress.
The General Secretary demands comprehensive and effective implementation of tasks as stipulated by the Party Charter and those assigned by the Party committees, leaving no “gaps” or “dark areas” that Party inspection and supervision cannot reach.
Shift the focus of work to regular, proactive supervision, early warning, and remote prevention; proactively supervise from the beginning and throughout all aspects of leadership, direction, and implementation of resolutions, directives, conclusions, and decisions of Party committees at all levels, especially in implementing the Party's major, breakthrough policies on national development recently. Ensure that all Party policies and guidelines are implemented seriously and effectively at all levels.
The General Secretary urged timely detection, inspection, and decisive handling of Party organizations and members showing signs of political, moral, lifestyle degradation; “self-evolution”, “self-transformation”; violations of what Party members are not allowed to do, violations of regulations on setting an example; violations of Party principles and regulations, State laws; corruption, wastefulness, negativity, group interests; decisively handle violations, but also decisively protect those who boldly innovate, dare to think, dare to act for the common good of the country; effectively implement inspection and supervision of asset declaration and transparency as prescribed; supervise the resolution of “hot” issues of public concern such as the operation of the political system and state management in areas prone to corruption and negativity after organizational and apparatus restructuring; the implementation of national and local key projects and works…

The General Secretary emphasized focusing on building streamlined, strong, effective, and efficient inspection commissions at all levels. Build a team of inspection staff who are truly courageous, honest, professional, “as clear as a mirror, as sharp as a sword”, absolutely loyal to the Party, steadfast in the face of difficulties, not succumbing to any pressure, influence, or temptation; enhance training, fostering, and improving professional quality for the Party inspection staff at all levels, especially at the grassroots level.
Each inspection officer must firmly grasp the Party's guidelines, principles, and regulations; be proficient in their profession; have the ability to analyze, forecast, and detect issues early and from afar; and must also listen, understand reality, handle matters impartially, objectively, according to principles, and procedures.
The work of inspection requires great integrity and courage, so each officer must always self-train, maintain ethics, improve their level, and cultivate a fair, cautious, decisive working style.
More than ever, the inspection staff must uphold a spirit of responsibility, discipline, and dedication worthy of being the protector of the Party's purity and strength, consolidating people's trust in the Party and the regime.
The General Secretary emphasized continuing to promote digital transformation, applying information technology; promoting seamless, accurate, and timely data connection and sharing to effectively serve inspection and supervision work throughout the political system, aiming for “inspection on data, supervision on data”; enhancing coordination and information linkage between Party inspection and supervision agencies and Party organizations in handling difficult, complex, and sensitive cases.
