During the meeting, General Secretary To Lam expressed his delight at the flourishing Vietnam-Japan Comprehensive Strategic Partnership, with economic cooperation as the main pillar, and new pillars in science and technology cooperation, cultural collaboration, human resource connection, and increasingly effective people-to-people exchanges.

General Secretary To Lam highly appreciated the practical contributions of Governor Kuroiwa and the Kanagawa Prefecture government in promoting friendly cooperation with Vietnam in various fields such as economy, investment, culture, education, labor, as well as cooperation with Vietnamese localities. General Secretary To Lam emphasized that Kanagawa was the first Japanese locality to organize annual festivals and investment and labor seminars in both Japan and Vietnam. He noted that these events continue to connect the people of the two countries, enhancing mutual understanding and friendship, while promoting cultural exchange, tourism, and economic cooperation. He stressed that cultural cooperation is a crucial factor in creating depth and a solid foundation for the friendly cooperation between Vietnam and Japan.

For his part, Governor Kuroiwa Yuji expressed his honour to meet General Secretary To Lam and reported on the 6th Kanagawa Festival being held in Hanoi, as well as a series of trade and investment promotion activities and business and local connections organized in Da Nang and Ho Chi Minh City during this visit. The Governor noted that, ten years after the first Vietnam Festival was held in Kanagawa in 2015, Vietnamese businesses have started investing in the prefecture, with 22 Vietnamese companies currently operating there and 32 Kanagawa companies investing in Vietnam.

Governor Kuroiwa affirmed that Kanagawa Prefecture will further promote cooperation with Vietnam in labour, people-to-people exchanges, and culture, while encouraging Kanagawa businesses to invest in Vietnam. He expressed readiness to share experiences in healthcare and addressing an aging society through the MEBYO initiative (an initiative for maintaining a healthy and long life), which is being implemented in the prefecture and has been included in a cooperation agreement with Vietnam's Ministry of Health.

Agreeing with the Governor's proposals, General Secretary To Lam expressed confidence that Kanagawa Prefecture will continue to leverage its strengths to promote investment cooperation, cultural exchange, and enhance human resource training cooperation with Vietnamese localities. He urged Kanagawa to continue organizing Vietnam-Japan cultural festivals. Appreciating the prefecture's policies towards the Vietnamese community there, General Secretary To Lam requested that Kanagawa continue to provide practical support to the 40,000 Vietnamese living, studying, and working in the prefecture, as well as to Vietnamese businesses operating there. He encouraged increased exchange and sharing of the prefecture's experiences in addressing population aging and healthcare.

* During the meeting, Governor Kuroiwa reported to General Secretary To Lam about the project to create the musical "Princess Anio", based on the true love story between Princess Ngoc Hoa and Japanese merchant Araki Shotaro in Nagasaki over 400 years ago. He noted that the musical is scheduled to premiere in Kanagawa in September 2026.
