The documents presented at the 14th National Party Congress not only summarize the development journey of the past five years and outline the directions, goals, tasks, and main solutions for the upcoming term but also shape strategic thinking, vision, and development orientation for the country until the mid-21st century. Given this requirement, gathering and incorporating feedback from officials, Party members, and various social strata is a significant political task that the Politburo pays special attention to and directs closely.
Following the directives and conclusions of the Politburo and the Secretariat, the Party Central Committee's Commission for Information, Education and Mass Mobilisation established the Central Steering Committee and the Task Force to monitor public sentiment and social opinions regarding Party congresses at all levels; organized the collection and synthesis of feedback from officials, Party members, and the public on the draft documents for the 14th National Party Congress (Steering Committee); and issued numerous directives, guidelines, inspections, and reminders to effectively and widely promote the democratic spirit, leveraging the intelligence and dedication of officials, Party members, and the public in contributing to the draft documents for the 14th National Party Congress.
The process of gathering public opinions on the draft documents for the 14th National Party Congress was implemented with a spirit of promoting democracy, respecting public opinions, and mobilizing the intelligence of the entire Party, people, and military to ensure the documents accurately reflect the aspirations, desires, and proposals of the people. The overarching requirement for the opinion-gathering period was to fully and objectively reflect the concerns, expectations, and dedication of the people regarding the country's development orientation.
During the implementation, the Steering Committee extended the opinion-gathering process to all agencies, organizations, and localities; employing many new and creative methods to expand access and mobilize the intelligence and dedication of various social strata both domestically and internationally to contribute to the draft documents.
Notably, the Party Central Committee's Commission for Information, Education and Mass Mobilisation implemented the collection of feedback on the draft documents through an online system nationwide.
To attract the attention and enthusiastic participation of the younger generation, the Commission collaborated with organizations and units to gather public feedback by providing QR codes and links at Noi Bai, Tan Son Nhat, Da Nang, Phu Bai, Cam Ranh airports, and at 1,200 locations within the Highlands Coffee system nationwide. The Nhan Dan Newspaper, in collaboration with Vietnam Post Corporation, implemented a program to bring the draft documents to 7,461 cultural post office points.
Additionally, the Commission for Informaiton, Education and Mass Mobilisation, directly through the Steering Committee, leveraged experiences and effective methods from previous terms to gather dedicated feedback on the draft documents for the 14th National Party Congress from the overseas Vietnamese community through embassies, representative missions, associations, and organizations, using various forms such as online seminars, discussions, embassy contribution sessions, social media, and email.
Thanks to the comprehensive implementation of these methods, many dedicated and responsible opinions from overseas compatriots have been received, demonstrating a deep connection with the cause of national construction and development.

What are the highlights of this feedback process that clearly demonstrate the spirit of promoting democracy and intelligence across the Party and the people compared to previous Congresses?
Compared to previous terms, the public feedback process on the draft documents for the 14th National Party Congress represents a significant advancement in form, method, quantity, and quality. As a result, nearly 5 million officials, Party members, and citizens contributed nearly 14 million dedicated and responsible opinions to the draft documents.
The draft documents for the 14th Natonal Party Congress were prepared early, with a meticulous and systematic construction process, continuously updated during the last two years of the term. The Document Subcommittee mobilized and gathered thousands of scientists and experts from universities, research institutes, and mass organizations, organizing numerous seminars, discussions, and exchanges on each issue.
This is an important basis for us to draw experiences and lessons, thereby effectively implementing the broad opinion-gathering process and incorporating feedback from officials, Party members, and various social strata on the draft documents for the 14th Natonal Party Congress in recent times.
The feedback collection from officials, Party members, and the public was conducted seriously with a spirit of listening and openness. Especially when we received a large volume of opinions, many of which were intelligent and insightful, reflecting the genuine concern and responsibility of the people towards the important work of the Party and the country.
The prominent highlight is the spirit of openness, listening, and respecting public opinions, which is placed at the centre (all opinions, whether in agreement or differing, are respected, thoroughly analyzed with a scientific, objective, and highly responsible spirit for national interests).
The feedback process was organized methodically, tightly, and scientifically. A notable highlight is the requirement to closely link feedback with feasibility and effective implementation.
The new aspect of this work compared to previous Congresses is the support of technology and, more importantly, the systematic and scientific classification and selection of opinions.
Accordingly, the Commission for Information, Education and Mass Mobilisation early researched and issued Guidance No. 18-HD/BTGDVTW-BCĐ on July 3, 2025, on organizing the collection and synthesis of feedback from officials, Party members, and the public on the draft documents for the 14th National Party Congress.
Emphasizing that the feedback from officials, Party members, and the public must be fully, accurately, and objectively synthesized, the Steering Committee issued a report template for synthesizing feedback with a structure, sections, and details; attaching appendices of discussion content, feedback, and specific contributions.
Additionally, the Steering Committee assigned the Research-Public Opinion Department as the focal point, ready to provide advice and information support via phone calls, text messages, and emails.
Thanks to the comprehensive and scientific approach, many quality opinions on the draft Political Report, evaluation of the implementation of the 13th Natonal Party Congress Resolution, the country's achievements after 40 years of renewal, and the 13 development orientations for the 2026-2030 period have been seriously received, reported to the Politburo, and forwarded to the Document Subcommittee for research, selection, and completion.
All feedback is fully gathered, scientifically classified, objectively synthesized by each document and major issue group; and promptly reported for the Document Subcommittee to research and incorporate with the spirit: any opinion that is reasonable, has theoretical and practical basis, and aligns with national interests is maximally incorporated; differing contents are thoroughly analyzed, clarified, and seriously explained.
The feedback process not only stops at editing words but also contributes to clarifying development thinking, refining content, and elevating the aspirations and strategic vision of the documents. This process has helped the documents become closer to the people, more practical, and easier to implement.
It can be affirmed that this time, the opinion-gathering and feedback process has truly promoted democracy, mobilized the intelligence of the entire population; the documents presented at the 14th National Party Congress are the result of the convergence of the will, aspirations, and trust of the entire Party, people, and military; representing a new development in theoretical thinking, political stature, and practical value, serving as a guiding principle and solid foundation for the rapid and sustainable development of the country in the new phase.
