Ambassador Bui Van Nghi's mission focused on the city of Davinópolis, Imperatriz, and surrounding areas. During the meeting in Davinópolis, Mayor Zé Pequeno affirmed that Vietnam is a strategic partner in the city's new development orientation, particularly in technology production and distribution to the Asian and ASEAN markets.

The city aims to develop a dry port into an international logistics service area and proposed a "sister city" agreement with a Vietnamese locality to promote business exchange, human resource training, and management experience sharing.

Ambassador Bui Van Nghi emphasized that the mission to Davinópolis—a locality rich in agricultural potential and possessing strategic advantages in seaports in Northeast Brazil—demonstrates a commitment to enhancing understanding, building trust, and promoting substantive cooperation between the localities of the two countries in high-tech agriculture, deep processing, seaport logistics, and green transition.

Regarding bilateral relations, the Ambassador noted that since the establishment of diplomatic relations in 1989, Vietnam and Brazil have continuously strengthened and developed their relationship with a high level of political trust. The relationship was elevated to a Strategic Partnership in November 2024, alongside Brazil's recognition of Vietnam as a market economy and both sides opening their agricultural markets to each other.

Trade turnover in 2025 reached 7.76 billion USD; cooperation is considered complementary and still has much room for development, especially as Mercosur has initiated negotiations for a Preferential Trade Agreement (PTA) with Vietnam.

Amid the trend of restructuring global supply chains, Ambassador Bui Van Nghi affirmed the significant potential for cooperation between the two sides in high-tech agriculture, deep processing, seaport logistics, and green transition. He also committed that the Embassy will continue to serve as a bridge, promoting specific, effective, and sustainable cooperation projects in the future.

The Maranhão state government pledged to ensure infrastructure for the dry port project, allocating 20 million Real (3.9 million USD) for the construction of a connecting road. The state's industry and trade leaders proposed a "round-trip goods" strategy to optimize container costs, increase local value-added through the development of footwear factories, deep processing, and leveraging the North-South railway connection.

The delegation also worked with Maranhão Governor Carlos Brandão and local businesses on agricultural trade, transport cooperation, and tourism. Notably, there are plans to produce sustainable aviation fuel (SAF) from sweet potatoes; expand the Maiti sugar-ethanol plant; and develop gypsum, sisal fiber, and a 250-hectare warehousing center.

Businesses expressed their desire to establish direct trading channels with Vietnamese partners, aiming for long-term, sustainable, and mutually beneficial cooperation.
