Special Envoy of General Secretary To Lam visits Vietnamese Embassy in Russia, shares outcomes of 14th National Party Congress
WVR - On February 25, within the framework of a special mission to the Russian Federation, at the headquarters of the Vietnamese Embassy in Russia, Special Envoy of General Secretary To Lsm – Politburo Member, Minister of Foreign Affairs Le Hoai Trung, had a warm and meaningful meeting with Embassy staff and a large number of intellectuals, students, and the Vietnamese community in Russia.

This event was not only an occasion to announce the success of the 14th Party Congress but also a call for unity and action towards the homeland.
In a warm atmosphere, Ambassador Dang Minh Khoi recapped significant milestones in Vietnam-Russia relations recently, sharing about the "highlights" of cooperation, from the inauguration of Ho Chi Minh Square in Saint-Petersburg, the Vietnamese Cultural Festival "Colours of the Tropics" attracting nearly a million visitors in Moscow, to the positive impressions of Vietnam's image and people through diplomatic activities.
The special attention from Russian high-level leaders towards Vietnam was evident. President Vladimir Putin was the first head of state in the world to call and congratulate General Secretary To Lam right after the 14th National Party Congress.

Moreover, the reception of Special Envoy Le Hoai Trung by President Putin marked the first meeting with the head of Vietnam's foreign affairs since 1991, a testament to the affection and importance the Russian leader places on this Comprehensive Strategic Partnership.
Sharing with the overseas Vietnamese, Special Envoy Le Hoai Trung conveyed the core messages from the 14th National Party Congress. Instead of lengthy reports, he focused on "three new points": new tasks, new mindset, and new methods. He emphasized the action motto "Talk less, do more, see it through" set by the Party Congress, demonstrating a strong determination for innovation in leadership and direction to advance the country.

A significant highlight in the Special Envoy's speech was the commitment to educational and training cooperation. In the presence of numerous students and young intellectuals, Foreign Minister Le Hoai Trung affirmed: "From 2026, there will be a strong revival in student exchange activities".
This is a strategic solution to compensate for the shortage of high-quality human resources familiar with Russia, while maximizing the scientific strengths of the partner to build a successor team for the country.

For his part, Do Xuan Hoang, Chairman of the Union of Vietnamese Organizations in the Russian Federation, expressed excitement over the positive developments of the country and bilateral relations.
He affirmed: "The attention of the Party and State leaders and the country's achievements have a direct impact on the future, stability, and development of the 100,000-strong Vietnamese community in Russia". The community commits to continue uniting, building a strong association, serving as a solid bridge for the friendship between the two countries.
The meeting concluded the successful mission of the Special Envoy in the Russian Federation, opening a new chapter with a spirit of decisive action, realizing the aspiration for national prosperity as President Ho Chi Minh always wished.
