The resolution was passed with 165 votes in favor, 7 against, and 12 abstentions. This outcome once again affirms the international community's opposition to the unilateral embargo policy that has persisted for over six decades against Cuba.

The report by the UN Secretary-General and the statement by Cuban Foreign Minister Bruno Rodríguez highlighted that the unreasonable economic, commercial, and financial embargo measures by the United States have severely hindered the rights of the Cuban people to development, access to healthcare, education, and food. It has caused economic damage to Cuba amounting to over $7.5 billion from March 2024 to February 2025, an increase of nearly 50% compared to the previous year.

During the plenary discussion, many countries and groups strongly criticized the blockade and embargo measures against Cuba, considering them contrary to the United Nations Charter and international law. They called on the United States to end this unjust and outdated policy and to remove Cuba from the list of “state sponsors of terrorism”.

Speaking at the meeting, Diplomatic Minister Nguyen Hoang Nguyen, Chargé d'affaires of the Permanent Mission of Vietnam to the United Nations, reaffirmed Vietnam's solidarity and strong support for Cuba, emphasizing that all embargo measures against Cuba should be lifted completely and unconditionally as soon as possible.

Citing the lessons learned from 30 years of ending the embargo and normalizing diplomatic relations between Vietnam and the United States, the Vietnamese representative viewed this as a vivid testament to the power of dialogue and reconciliation based on mutual respect and for the benefit of both parties. He expressed hope that this spirit and vision would shape future relations between the United States and Cuba.

The Chargé d'affaires of the Vietnamese Mission to the United Nations affirmed that Vietnam will continue to steadfastly support Cuba in maintaining independence, sovereignty, exercising the right to self-determination, and the right to development. He emphasized that the adoption of the annual resolution by the United Nations General Assembly not only demonstrates the international community's solidarity with Cuba but also reaffirms the principles of the United Nations Charter, international law, and the conscience of humanity.

The resolution “The necessity of ending the economic, commercial, and financial embargo imposed by the United States of America against Cuba” was first considered and adopted at the 47th session of the United Nations General Assembly in 1992.

The resolution affirms the principles of sovereign equality of states and non-interference in each other's internal affairs. It calls on all nations not to enact or apply blockade or embargo measures that are inconsistent with the United Nations Charter and international law, emphasizing respect for the freedom of trade and navigation.
