Vietnam seeks to improve regulations on international conferences and seminars

The meeting, chaired by Deputy Minister of Foreign Affairs Ngo Le Van, Head of the Drafting Committee, was attended by representatives from the Ministry of Public Security, Ministry of National Defense, Ministry of Justice, Ministry of Home Affairs, Ministry of Finance, Ministry of Science and Technology, Ministry of Ethnic and Religious Affairs, Government Office, and the Hanoi People's Committee Office.

The revision of Decision 06/2020/QĐ-TTg is part of the Government’s implementation of Resolution No. 25/NQ-CP (dated June 20, 2024), which enacts the Action Program for Directive No. 24-CT/TW of the Politburo on ensuring national security in the context of deep and comprehensive international integration. The Ministry of Foreign Affairs was assigned to lead the review and drafting process, in coordination with relevant ministries and localities.

To fulfill this mandate, the Ministry of Foreign Affairs conducted a comprehensive review of five years of implementing Decision 06. This included collecting reports from 20 out of 23 central ministries and agencies, and 58 out of 63 provincial-level localities (prior to administrative mergers), gathering input from civil organizations experienced in hosting international events, and researching regulatory practices from other countries. Legal obstacles and implementation challenges were also reviewed based on Report No. 76-BC/ĐU (dated August 2, 2025) by the Party Committee of the Ministry of Justice.

During the meeting, participants provided detailed comments and suggestions on the draft’s key provisions. Discussions focused on clarifying definitions of international conferences and seminars, foreign involvement, regulatory scope, applicable entities, mechanisms for inter-agency consultation, and enhancing decentralization and delegation. The draft also seeks to simplify administrative procedures, in line with the Government’s directions in Decision No. 1015/QĐ-TTg (August 30, 2022) and Decision No. 2109/QĐ-TTg (September 21, 2025), to improve state management efficiency while facilitating access to international expertise and resources for national development.

The standing committee also received written feedback from the Department of Culture and Sports of Ho Chi Minh City.

Concluding the meeting, Deputy Minister Ngo Le Van emphasized the importance of maximizing expert input and stakeholder feedback to ensure the draft aligns with practical needs and legal requirements. He instructed the standing committee to finalize the dossier and organize consultations with relevant ministries, localities, and affected parties in accordance with the Law on the Promulgation of Legal Documents (2025).
