UN Secretary-General to attend Hanoi Convention signing ceremony

WVR - At the invitation of President Luong Cuong, United Nations (UN) Secretary-General António Guterres will officially visit Vietnam and attend the signing ceremony of the UN Convention on Cybercrime, also known as the Hanoi Convention, from October 24-25, 2025.

The Hanoi Convention signing ceremony, themed “Combating Cybercrime – Sharing Responsibility – Towards the Future”, will be held in Hanoi on October 25-26, according to the Ministry of Foreign Affairs.

President Luong Cuong will preside over the signing ceremony. Secretary-General António Guterres, along with senior leaders from various countries and regional and international organizations, will attend the event. The ceremony will feature a plenary session and high-level discussions, as well as a side conference on international cooperation in combating cybercrime.

This marks the first time a Vietnamese location is associated with a global multilateral treaty in a field of significant international interest, representing a milestone in Vietnam's multilateral diplomacy and its partnership with the UN.

The Hanoi Convention comprises 9 chapters and 71 articles, resulting from nearly five years of continuous and extensive negotiations among member states, aiming to establish a comprehensive multilateral legal framework to combat cybercrime.
