Deputy PM Bui Thanh Son: Ensuring the successful organization of the Hanoi Convention Signing Ceremony

WVR - On the afternoon of October 13, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired a meeting to finalize the preparations by the Steering Committee for the Signing Ceremony of the United Nations (UN) Convention against Cybercrime and related events in Vietnam (Steering Committee for the Hanoi Convention Signing Ceremony).

The Steering Committee was established by Prime Minister Pham Minh Chinh with the task of advising, proposing specific, effective methods and solutions to conduct activities for the UN Convention Signing Ceremony on Cybercrime and related events in Hanoi from October 25-26. It assists the Prime Minister in directing, coordinating, and urging relevant ministries, sectors, and localities during the organization of the Signing Ceremony and related events in Vietnam, and performs other tasks as required by the Prime Minister.

Reporting at the meeting, Deputy Minister of Public Security Pham The Tung stated that since January 2025, the Ministry of Public Security, Ministry of Foreign Affairs, and related agencies have actively prepared for the organization of the Signing Ceremony.

As of October 8, more than 100 delegations representing UN member states and international organizations, led by high-ranking leaders, have confirmed their attendance at the Signing Ceremony. The event will also be attended by technology companies, researchers, and international media.

The Ministry of Public Security and the Ministry of Foreign Affairs have closely coordinated with the UN Office on Drugs and Crime (UNODC) to develop the Signing Ceremony program, including the official reception of delegation heads, a high-level opening session co-chaired by President Luong Cuong and the UN Secretary-General, and the Signing Ceremony of the Convention led by the UN (as this is an activity within the UN framework).

According to Deputy Minister of Foreign Affairs Dang Hoang Giang, besides preparing for the Signing Ceremony, the Ministry of Foreign Affairs and the Ministry of Public Security have actively coordinated with other ministries and sectors to prepare for high-level delegation exchanges and side events, including 8 discussions, 32 workshops, and over 20 exhibitions by countries and international organizations related to science, technology, digital transformation, cybersecurity, and cybercrime prevention.

Concluding the meeting, the Deputy Prime Minister emphasized that the UN's choice of Hanoi as the venue for the Signing Ceremony is a highly significant event, marking the first time a global multilateral convention in a field of great international interest is associated with a Vietnamese location.

The Deputy Prime Minister highly appreciated the proactive coordination of the Ministry of Public Security and the Ministry of Foreign Affairs with relevant ministries, sectors, and Hanoi in preparing according to the set direction and timeline.

With limited time remaining before the event and a significant workload, the Deputy Prime Minister urged the Subcommittees to continue actively and proactively promoting task implementation, ensuring quality and timeliness, and promptly reporting any issues beyond their authority to the Steering Committee to ensure the most successful Signing Ceremony in celebration of the 14th National Party Congress.

Regarding specific tasks, the Deputy Prime Minister requested the Ministry of Public Security and the Ministry of Foreign Affairs to continue coordinating with the Office of the President and related agencies to complete the overall project and sub-projects on content, finance-logistics, diplomacy and high-level advocacy, protocol, media-culture, security-health, and based on that, develop a very specific plan with clear task assignments.

Concerning finance-logistics, the Ministry of Finance is urged to quickly compile budget proposals from ministries, especially the Ministry of Public Security and the Ministry of Foreign Affairs, to establish a framework for expenditure on activities within the event's framework.

The Deputy Prime Minister demanded ensuring security and order from early on, smooth traffic, and comprehensive communication before, during, and after the event.

The UN Convention against Cybercrime was initiated in 2019 with the drafting of the first universal, globally inclusive document. Vietnam, along with member states, supported the UN in initiating the negotiation process for this document.

After 8 official negotiation sessions and 5 intersessional meetings over approximately 30 months (from February 2022 to August 2024), the UN General Assembly officially agreed to adopt the Convention on December 24, 2024. The Convention promises to become an “important legal tool with universal, global inclusivity” for all member states in cooperation to prevent and combat cybercrime.
