The Government Office issued Notice No. 557/TB-VPCP on October 15, 2025, summarizing the conclusions of Deputy Prime Minister Bui Thanh Son at the meeting of the Steering Committee for the Signing Ceremony of the Hanoi Convention.
The notice affirms that the Signing Ceremony of the Hanoi Convention is a significant event as Vietnam accelerates digital transformation while ensuring cybersecurity for breakthrough development in the new era.
This is the first time Vietnam has been chosen by the United Nations to host the signing of a global international treaty, marking a new milestone in Vietnam's international legal integration and multilateral diplomacy. It underscores Vietnam's consistent stance on upholding international law and multilateralism, actively participating and contributing positively to the United Nations' efforts to address global issues, including shaping a global cybersecurity governance framework for a safe, cooperative, and inclusive digital future.
The successful organization of the Signing Ceremony of the Hanoi Convention will be a highlight in Vietnam's foreign affairs in 2025, contributing towards the 14th National Party Congress.
Deputy Prime Minister Bui Thanh Son commended the Ministry of Public Security, as the standing agency organizing the Signing Ceremony of the Hanoi Convention, for closely coordinating with the Ministry of Foreign Affairs and other relevant ministries and agencies. They have proactively and actively carried out diplomatic mobilization, information dissemination, content preparation, and the development of an overall program for this important event.
With limited time remaining until the signing ceremony and a substantial workload, the Deputy Prime Minister urged the Ministry of Public Security, Ministry of Foreign Affairs, and other relevant ministries and agencies to continue demonstrating responsibility and proactively implementing assigned tasks within the Steering Committee, Standing Secretariat, and its Subcommittees.
In terms of content, the Standing Secretariat and Content Subcommittee should closely coordinate with the Office of the President, based on the approved general and component plans on protocol-logistics, communication, and security-health, to detail plans, scenarios, and specific assignments to each ministry and agency for coordinated implementation, ensuring clarity in roles, tasks, timelines, responsibilities, outputs, and authority.
Ministries and agencies urged to proactively prepare content
Regarding information dissemination, the Communication-Culture Subcommittee should closely coordinate with the Ministry of Culture, Sports and Tourism and the Hanoi People's Committee to continue promoting the Signing Ceremony of the Hanoi Convention while showcasing the image of Vietnam and Hanoi - the city of peace.
The Ministry of Public Security and the Ministry of Foreign Affairs are responsible for providing content for media.
The Deputy Prime Minister emphasized that, based on the approved communication plan, the Ministry of Foreign Affairs should develop a plan for a press conference co-chaired by the UN Secretary-General and the Prime Minister, to be reported to the Prime Minister for consideration and decision before October 16, 2025.
Regarding logistics-finance, based on proposals from ministries, agencies, and the Finance and Logistics Subcommittee, the Ministry of Finance should promptly submit for approval the budget estimate for organizing the Signing Ceremony of the Hanoi Convention, ensuring compliance with current regulations and meeting UN standards.
Regarding security-health, the Security-Health Subcommittee should closely coordinate with the Hanoi People's Committee to implement professional measures, ensuring security, traffic order, and food safety for the Signing Ceremony of the Hanoi Convention.
Regarding protocol, the Protocol Subcommittee should promptly finalize detailed protocol scenarios for welcoming activities, meetings, and events attended by high-level leaders, ensuring thoroughness and respect.
The Ministry of Foreign Affairs reports that the President will preside over the final rehearsal on October 23.
