Beyond promoting friendly exchanges and showcasing Hanoi's image, the city's people-to-people diplomacy is also directed to become a bridge connecting intellectuals, entrepreneurs, and overseas Vietnamese, mobilizing international resources, contributing to enhancing the position and creating a favorable social foundation for the Capital's diplomacy.

On July 2 in Hanoi, the Hanoi Union of Friendship Organizations held a Conference of the Standing Committee and the expanded Executive Committee to summarize the people-to-people diplomacy work in the first 6 months and implement directions and tasks for the last 6 months of 2026.

Affirming the core role in the Capital's people-to-people diplomacy

In the report at the conference, Standing Vice President of the Hanoi Union of Friendship Organizations Tran Thi Phuong stressed that in the first 6 months of 2026, the Union continued to affirm its role as the core force in the Capital's people-to-people diplomacy. Besides advising on building important mechanisms and policies to implement Directive 45 of the Hanoi Party Committee and action programs to execute the 14th Party Congress Resolution, the Union also proactively researched and developed projects to enhance people-to-people diplomacy and connect overseas Vietnamese resources to serve the Capital's development.

The Hanoi Union of Friendship Organizations has coordinated with relevant departments, units, and embassies in Hanoi to organize numerous friendly exchange activities to enhance understanding between the Capital's people and international friends, such as: Friendly exchanges celebrating the traditional New Year of some Asian countries; International Art Exchange to Welcome 2026; Spring Friendship Tour.

External information work continues to be innovated towards professionalism and modernity by maintaining the publication of the bilingual Vietnam-English Friendship and Cooperation Bulletin, enhancing digital transformation applications, and closely coordinating with press agencies to promote the Capital's image to international friends.

The Hanoi Union of Friendship Organizations also intensifies efforts to mobilize foreign non-governmental aid, connect overseas Vietnamese intellectuals and entrepreneurs, contributing to mobilizing additional resources for socio-economic development and enhancing Hanoi's diplomatic position.

Regarding directions and tasks for the last 6 months of 2026, Tran Thi Phuong, the Standing Vice President of the Hanoi Union of Friendship Organizations, stated that in the coming time, to enhance the effectiveness of people-to-people diplomacy and contribute to achieving the Capital's development goals in the new phase, the Union will focus on implementing four key task groups.

Firstly, continue to perfect mechanisms, policies, and organizational structure. Hanoi Union will implement action programs to execute the 14th Party Congress Resolution, Resolution No. 02 of the Politburo on building and developing Hanoi Capital in the new era, Directive No. 45 of the Hanoi Party Committee on strengthening people-to-people diplomacy; and accelerate the development of a project to enhance the Capital's people-to-people diplomacy associated with promoting the role of the Vietnam Fatherland Front in mobilizing and connecting overseas Vietnamese, intellectuals, experts, entrepreneurs, and overseas Vietnamese to participate in building and developing the Capital.

The Hanoi Union of Friendship Organizations will continue to coordinate with departments and sectors to organize annual people-to-people diplomacy activities and major cultural and tourism events of the Capital, contributing to promoting Hanoi's image to international friends. Additionally, organize activities to commemorate important milestones in diplomatic relations between Vietnam and many countries.

For external information work, the Hanoi Union of Friendship Organizations will continue to innovate proactively and timely, enhance digital technology applications; maintain the monthly publication of the bilingual Vietnam-English Friendship and Cooperation Bulletin; intensify the promotion of high-level diplomatic activities, people-to-people diplomatic events, and important milestones in Vietnam's relations with other countries.

Along with that, the Hanoi Union of Friendship Organizations focuses on implementing work related to overseas Vietnamese, mobilizing foreign non-governmental aid, while intensifying research and forecasting; continue to implement programs connecting intellectuals, experts, entrepreneurs, and overseas Vietnamese; expand cooperation with international organizations, effectively mobilize resources for the Capital's development.

Shifting strongly from friendly exchanges to creating cooperative value

In her directive speech at the conference, Pham Thi Phuong Chi, Deputy Director of the Department of Cultural Diplomacy and UNESCO, under Ministry of Foreign Affairs, and Nguyen Ngoc Hung, Vice President of the Vietnam Union of Friendship Organizations, highly appreciated the achievements of the Hanoi Union of Friendship Organizations in the first 6 months of 2026.

According to Pham Thi Phuong Chi, the activities of the Hanoi Union of Friendship Organizations are diverse and rich, ranging from friendly exchanges, international cooperation to organizing scientific seminars, research, mobilizing foreign non-governmental aid, and connecting overseas Vietnamese. Many programs have created a unique mark of the Capital's people-to-people diplomacy, such as: International Art Exchange to Welcome the New Year, Spring Friendship Tour, Friendship Journey, Friendly Exchanges Celebrating the New Year of some Asian countries... These activities not only contribute to strengthening solidarity with international friends but also promote the image of Hanoi, a thousand-year-old city of culture and peace.

Pham Thi Phuong Chi suggested that in the future, the Hanoi Union of Friendship Organizations should continue to closely follow the priorities in Vietnam's cooperation relations with major partners, especially Comprehensive Strategic Partners and Strategic Partners; organize anniversary activities of establishing diplomatic relations in a creative, practical, and effective manner. At the same time, it is necessary to soon complete and concretize projects on enhancing the Capital's people-to-people diplomacy, promote the role of the Vietnam Fatherland Front in mobilizing foreign non-governmental aid, connect networks of intellectuals, experts, entrepreneurs, and overseas Vietnamese to participate in building the Capital.

At the conference, Nguyen Ngoc Hung, Vice President of the Vietnam Union of Friendship Organizations, affirmed that the Hanoi Union of Friendship Organizations is one of the strong units, leading in the system of local Union of Friendship Organizations, with many creative and effective methods. He also appreciated the Hanoi Union of Friendship Organizations' focus on research and advisory work through conferences, seminars, and specialized workshops, contributing to improving the quality of forecasting and policy proposals in the rapidly changing international context.

Regarding future tasks, Nguyen Ngoc Hung suggested that the Hanoi Union of Friendship Organizations continue to closely follow the action programs of the Party, Central Government, and the City; enhance the practical effectiveness of people-to-people diplomatic activities, associated with the fields of economy, science-technology, digital transformation, culture, tourism, and green development.

At the same time, it is necessary to promote the role of a bridge in supporting businesses, connecting the overseas Vietnamese community, intensifying the mobilization of foreign non-governmental aid, and strengthening relations with localities and international partners. Hanoi Union also needs to accelerate digital transformation, build databases, apply technology in management, and enhance the capacity of its staff.

The directive opinions unanimously emphasized the need to place the Capital's people-to-people diplomacy in close connection with the mission of developing Hanoi and the country; strongly shift from pure friendly exchanges to connecting resources, creating cooperative value, contributing to building a favorable social foundation for diplomacy and enhancing the Capital's position in the new phase.
