The Hanoi People's Committee has issued Official Document No. 5487/UBND-KGVX dated October 8, 2025, on implementing tuition policies; tuition exemptions, reductions, and support for educational fees for the 2025-2026 academic year.
Accordingly, for the 2025-2026 school year, the Department of Education and Training will implement and instruct public preschools and general education institutions under its management to ensure that preschool children, general students, and those enrolled in public education programs are exempt from tuition fees.
The Department of Education and Training will lead the coordination with the Departments of Finance, Justice, and relevant units to promptly complete the draft resolution dossier, including: Tuition fees and state budget compensation for public educational institutions, and tuition support for preschool children, general students, and learners in private and non-public educational institutions.
Regarding the regulation of service fees and support for educational activities at public preschools and general education institutions, the Department of Education and Training will coordinate with the Departments of Finance, Justice, and relevant units to promptly complete the draft resolution dossier for the city People's Committee to present to the city People's Council. This will establish service fees to support educational and training activities at public educational institutions, suitable to local and regional conditions.
On policies for tuition exemptions, reductions, study cost support, and tuition payment support, educational institutions are directed to implement these policies fully and promptly according to Government Decree No. 238/2025/NĐ-CP. Notably, preschool children and general students are not required to submit applications for tuition exemptions or support; administrative procedures are streamlined through electronic data available in the National Population Database and other specialized databases via the public service portal.
The Department of Education and Training will enhance state management of educational institutions, specifically ensuring that "excessive fees" do not occur at the start of the school year. It will regulate the solicitation, management, and use of sponsorships according to regulations and ensure transparency in educational and training quality commitments, quality assurance conditions, and financial disclosures as required.
The city People's Committee requires district and ward People's Committees to ensure that for the 2025-2026 school year, public preschools and general education institutions are informed that preschool children, general students, and learners in public education programs are exempt from tuition fees as stipulated.
Districts and wards will implement policies for tuition exemptions, reductions, study cost support, and tuition payment support fully and promptly, noting that preschool children and general students are not required to submit applications for tuition exemptions or support. Additionally, districts and wards will enhance administrative procedures through electronic data available in the National Population Database and other specialized databases via the public service portal to maximize convenience for learners.
District and ward People's Committees will strengthen state management of educational institutions, ensuring that "excessive fees" do not occur at the start of the school year.
