From Resolution 71 to Khanmigo: Teachers at the heart of digital transformation in education

On November 28, at the Vietnam Institute for Advanced Study in Mathematics (VIASM), the seminar "Effective AI Application in Classroom Management" and the launch ceremony of "Khanmigo – AI Teaching Assistant for Vietnamese Teachers" took place, attracting the attention of numerous education managers, experts, and teachers nationwide.

According to Permanent Deputy Minister of Education and Training Pham Ngoc Thuong, digital transformation is becoming a key pillar in enhancing educational quality and school management efficiency. AI opens up “unprecedented opportunities for innovation in teaching methods, assessment, and management”, reflecting a global trend where 60% of U.S. teachers have used AI for lesson preparation, and South Korea has also implemented AI for personalised learning since 2023.

The event is considered a significant step in implementing Resolution 71 of the Politburo, which aims to achieve breakthroughs in educational development, demonstrating the strong commitment of the Ministry of Education and Training to integrating technology into educational innovation.

The program featured the presence of the Permanent Deputy Minister of Education and Training Pham Ngoc Thuong, as well as leaders of various departments and units within the Ministry, along with representatives from local Departments of Education and Training. In addition to the in-person format, hundreds of thousands of teachers and pedagogical students across the country also followed the event online from local points.

More than just the introduction of a new AI tool, the event once again affirmed an important message: teachers are always at the centre of all educational innovation efforts, and it is the teaching staff who will determine the success of AI application in schools.

AI applications must serve teachers

Speaking at the event, Deputy Minister Pham Ngoc Thuong emphasised the strategic significance of AI application in education, considering it a concrete solution to realise Resolution 71 of the Politburo on breakthroughs in educational and training development.

According to the Deputy Minister, digital transformation is becoming a key pillar in enhancing educational quality and school management efficiency. AI opens up “unprecedented opportunities for innovation in teaching methods, assessment, and management”, reflecting a global trend where 60% of U.S. teachers have used AI for lesson preparation, and South Korea has also implemented AI for personalised learning since 2023.

"The results show that 25 features of Khanmigo align with the 2018 General Education Program, effectively supporting classroom and school management in the direction of digital transformation. Khanmigo is directly integrated into the Learning Content Management System (LCMS), ensuring pedagogical integrity, data safety, and suitability with Vietnam's educational context."

However, the Deputy Minister also candidly pointed out the challenges Vietnam faces: a large educational system with about 26 million students and 1.6 million teachers; significant regional disparities; and varying levels of technological proficiency among teacher groups. Therefore, the Ministry of Education and Training has identified several key priorities, including developing safe and responsible guidelines for AI usage; organising digital competency training for teachers and management staff; and developing a digital resource ecosystem connected to reputable AI platforms to support personalised learning. "The most important thing is to first train and foster the teaching staff and educational management. Management must understand to support and make it a central task," the Deputy Minister emphasised.

He also affirmed that the ultimate goal of digital transformation and AI in education is still to serve people: "Technology is only truly meaningful when it contributes to enhancing teachers' capabilities and helps students develop comprehensively."

In her sharing at the event, Ms. Le Thi Hai Thanh – Director of the Khan Academy Vietnam Program (KAV) under The Vietnam Foundation – stated that the process of localising Khanmigo is a combination of pedagogical expertise, technology, and the involvement of the teaching staff.

According to Ms. Thanh, this is not merely a translation activity, but a comprehensive adjustment process to ensure the tool aligns with the culture, curriculum, output standards, and classroom practices in Vietnam. KAV aims to support educators in their digital transformation, promoting the development of effective, safe, and responsible AI applications.

These efforts have been recognised by the Ministry's leadership. Deputy Minister Pham Ngoc Thuong expressed appreciation for the development team's working spirit. The commitment to localise Khanmigo has become a reality faster than expected, opening up opportunities for Vietnamese teachers and students to benefit directly.

Sharing the Ministry's leadership perspective, Dr. Vũ Minh Đức – Director of the Department of Teachers and Educational Management – stated that the Department has closely coordinated with KAV and many localities to test the tool. The results show that 25 features of Khanmigo meet the 2018 General Education Program, while also providing practical support for classroom and school management in the direction of digital transformation. Khanmigo is directly integrated into the Learning Content Management System (LCMS), meeting requirements for pedagogical integrity, data security, and suitability with Vietnam's educational context. These testing results provide a crucial foundation for Khanmigo to transition from a policy framework to pedagogical practice.

Khanmigo realises Resolution 71 right in the classroom

Through the experiences of teachers participating in the trial, it is evident that the direction of Resolution 71 is being concretely realised in each teaching activity. From classroom practice, technology has been shown to have a clear impact on teachers' daily work.

Teacher Dao Chi Manh – Principal of Hoi Hop B Primary School (Phu Tho) – affirmed that AI has helped the school create "pedagogical productivity". Features that quickly select test questions and objectively grade have helped teachers alleviate the "nightmare of periodic testing".

Teacher Chu Hai Yen – a teacher at the Secondary School of Foreign Languages (Ha Noi) – shared that AI has helped her escape the "infinite loop" of repetitive tasks. Khanmigo supports creative teaching ideas, finds quality materials, and is particularly effective in differentiated teaching – a complex task of the new general education program.

With the guidance of the Ministry of Education and Training and the collaboration of the Department of Teachers, the Vietnam Institute for Advanced Study in Mathematics, the Vietnam Association for Promoting Education, and organisations such as The Vietnam Foundation, Khanmigo is expected to embody the spirit of Resolution 71 in every lesson.

When time-consuming administrative tasks are optimised, teachers can focus on being "learning experience designers" and "thought leaders" rather than just content transmitters. The application of AI, such as Khanmigo, does not overshadow the teacher's position but rather enhances the teacher's role in the modern classroom. Teacher Hải Yến stated that she often asks students to challenge AI's answers to cultivate critical thinking and creativity – two important competencies in the technology era.

Not only does Khanmigo support lesson design, but it is also seen as a useful tool in the roadmap to make English a second language. Teacher Dao Chi Manh highly appreciates Khanmigo's feature of connecting Vietnamese-English math materials, which allows students in disadvantaged areas to access resources equivalent to those of urban students, thereby helping to narrow the regional gap.

However, to effectively apply AI, Deputy Minister Thưởng emphasised the need to enhance digital competency for teachers and management staff. "Management that is not updated, lacks knowledge, will somewhere also be an obstacle," he stated clearly.

With the guidance of the Ministry of Education and Training and the collaboration of the Department of Teachers, the Vietnam Institute for Advanced Study in Mathematics, the Vietnam Association for Promoting Education, and organisations such as The Vietnam Foundation, Khanmigo is expected to embody the spirit of Resolution 71 in every lesson. From optimising administrative activities to personalising learning, from supporting the development of critical thinking to promoting bilingual integration, the launch of Khanmigo marks a significant shift in Vietnamese education: from policy to action, from strategic vision to tangible benefits for teachers and students.
