Conference: Promoting the Comprehensive Strategic Partnership between Vietnam and India in digital era

WVR - On January 30, an international scientific conference titled “Opportunities and efforts of Vietnam and India in digital transformation” was solemnly held at the Ho Chi Minh National Academy of Politics.

This significant event celebrates the success of the 14th National Congress of the Communist Party of Vietnam, marks the 10th anniversary of the establishment of the Vietnam-India Comprehensive Strategic Partnership (2016-2026), and looks forward to the AI Impact Summit in India.

The conference was co-organized by the Ho Chi Minh National Academy of Politics and the Indian Embassy in Vietnam, with participation from Vietnam's Ministry of Science and Technology, India's Ministry of Electronics and Information Technology, India's Ministry of External Affairs, research agencies, universities, and businesses from both Vietnam and India.

In his opening remarks, Associate Professor Dr. Le Hai Binh emphasized that for Vietnam and India, two dynamically developing nations with large populations and open markets, digital transformation is not just an option but an inevitable path. It is also the shortest route to realizing long-term development goals.

He noted that digital transformation in Vietnam has been identified by the Party and State as a key task throughout the new socio-economic development strategy. Resolution 52 of the Politburo has been issued, affirming that the country's development will primarily rely on science, technology, innovation, and digital transformation.

According to him, digital transformation is a challenging journey but also holds great opportunities for both Vietnam and India to realize their national development aspirations.

The presence of the Indian delegation at the conference vividly demonstrates the political trust, shared vision, and strategic determination of the two nations to shape a digital future together for peace, prosperity, and development.

Following the opening ceremony, Mr. Periasamy Kumaran expressed confidence in the development path and realization of the “Vietnam 2045” goal, affirming that India will always accompany Vietnam on this journey.

“The topic of digital transformation is a very timely and appropriate choice. Cutting-edge technologies like AI, blockchain, and quantum computing are the keys to unlocking new opportunities.

As we approach the 10th anniversary of the Comprehensive Strategic Partnership, now is the time for the two countries to leverage each other's strengths and foster close cooperation in realizing the development aspirations of both India by 2047 and Vietnam by 2045,” he shared.

Deputy Minister Kumaran also added that South Asia's digital transformation focus is based on the "India Stack" infrastructure with two core platforms: Aadhaar biometric identification and the UPI payment system.

This robust digital infrastructure has fueled the explosive growth of the "Startup India" ecosystem, with over 180,000 startups and 125 "unicorn startups", making India one of the world's largest startup hubs.

Through the "India AI Mission", the Indian government is striving to democratize AI access for researchers and startups. Additionally, the "Semicon India" program is another critical strategic initiative launched by the government with a budget of approximately $8 billion to build a comprehensive semiconductor and display ecosystem in the country.

The program includes three in-depth discussion sessions and three corresponding panels, focusing on key topics such as: Digital transformation and innovation: From strategic vision to practical cooperation; Cooperation in artificial intelligence, towards the AI Impact Summit; Next-generation technologies and sustainability in the digital transformation process.

These are pivotal topics, serving as the core of the national digital transformation strategy to meet the sustainable development demands of the new era.

With the theme “Opportunities and efforts of Vietnam and India in digital transformation”, the conference created a scientific forum to summarize the practical process of digital transformation in both countries, sharing common advantages and challenges, thereby building a profound scientific rationale for the digital transformation process to promote sustainable development based on science and technology in the new era.

Speaking with The World and Vietnam Report on the sidelines of the event, Mr. Amit Shukla, Director of the Cyber Diplomacy Division, India's Ministry of External Affairs, stated that both India and Vietnam are facing common development challenges in areas such as education, healthcare, infrastructure, public governance, and access to citizens in remote areas. Therefore, there is ample room and opportunity for the two countries to learn from each other's methods, solutions, and achievements in this regard.

Additionally, the AI Impact Summit will take place in New Delhi on February 19-20. In the context of both India and Vietnam facing challenges from development aspects to AI-related issues such as data security, privacy, and related matters, Vietnam can seize this opportunity to highlight the concerns of a developing nation. This is what India expects from Vietnam.

Mr. Shukla is particularly confident in the breakthrough in cooperation between startup communities in innovation hubs like Bangalore, Ho Chi Minh City, and Hanoi.

According to him, the collaboration of startups from both countries in exchanging technology and testing products is seen as an inevitable step. This synergy not only helps optimize specialized solutions like R&D, digital healthcare, or digital education but also brings significant commercial value, taking the Vietnam-India digital strategic partnership to a deeper and more sustainable level.
